Main Responsibilities
* Ensure specifications within the project proposal and plans are followed.
* Meet with the client representative (customer) to confirm quantities daily.
* Review job schedules and cost breakdowns, resolving any potential issues with the PM prior to work progression.
* Keep progress schedule current, review schedule status and job costs at a minimum of once a week.

The Program Manager of ARCH provides day-to-day leadership and management for VOA Alaska's youth residential and withdrawal management program (ARCH). This role's top priority is the safety and security of youth and staff and the smooth administrative operation of the facility.
The Program Manager oversees intake and discharge workflows, daily schedules and routines, staffing coverage, and facility-related administrative operations. The Program Manager directly supervises the Residential Staffing Supervisor and Cooks, working through the Residential Staffing Supervisor to support coaching and oversight of all residential personnel. The role supports a trauma-informed and youth-centered milieu, monitors key program metrics such as census and length of stay, and ensures that daily practices align with licensing, regulatory, and organizational standards.
Responsibilities:
Ensure the safety and security of youth, staff, and the facility at all times, maintaining a safe physical environment and a trauma-informed residential milieu in alignment with VOA Alaska policies and expectations.
Oversee the end-to-end intake, admission, transfer, and discharge processes for ARCH, including coordination with referral sources, completion of required paperwork, and smooth transitions for youth and families.

The Program Manager will act as the subject matter expert for internal and external stakeholders, give regulatory guidance and strategy to departments or project teams regarding design, development, evaluation, or marketing of products, and direct or prepare the submission of regulatory agency applications, reports, and correspondence.

Program Management:

Evaluate the company's current processes, existing personnel, organizational structure, data resources, and infrastructure/systems/platforms in a cross-functional way to identify opportunities for transformational change.
Support an adaptive program management approach that enables organizational process change/evolution as necessary to enhance overall efficiency and promote growth.
Project Planning & Analysis:
Work with business units / vertical departments to create/maintain data sets and quantitative models needed to support planning and execution across programs. Review historical trends, research demand drivers, prepare forecast data, evaluate prepared forecast data, and evaluate results.
Assist business units / vertical departments in evaluating new business opportunities and change initiatives by providing appropriate assessment models and other analytical support.
Program Representation:
Discuss, persuade, and defend GCI's position and needs to external bodies. Develop recommendations that advance GCI's ability to deploy advanced services. Develop and maintain strategic relationships with external resources.
Provide clarity, status, and direction to internal parties. Communicate clear analysis and roadmaps for each program. Act as subject matter expert and first point of contact to internal resources.

Position Overview:
The CCE Program Manager oversees the design and implementation of advocacy strategies and campaigns around climate and clean energy for The Alaska Center and The Alaska Center Education Fund. They track and engage on issues in a variety of venues, including electric cooperative utilities, regulatory agencies, and the state legislature. They work collaboratively with the Advocacy Director to create campaign plans, manage and track campaign metrics, draft relevant grant proposals and reports, and hold leadership positions within coalitions. Education and Experience:
Bachelor's degree in Engineering (Mechanical, Civil, or Pipeline) or related discipline (Master's preferred).
Minimum 12 years of pipeline projectmanagement experience in oil & gas, mining, or major infrastructure development.
Proven ability to manage EPCM contracts and multidisciplinary project teams in remote or cold-climate environments.
Strong knowledge of pipeline design, construction methods, hydrostatic testing, and commissioning.
Familiarity with PHMSA, ASME B31.8, API, and Alaska pipeline permitting requirements.
Demonstrated expertise in cost management, scheduling, and risk control.
Proficiency with projectmanagement software such as Primavera P6, MS Project, and cost-tracking tools.
PMP certification preferred; Professional Engineer (P.E. or P.Eng.) designation an asset.
Strong leadership, communication, and stakeholder management skills.

Job Description
Arcticom LLC, a company within the BSNC family is currently seeking a highly qualified ProjectManager for the oversight of locations within Alaska and the Lower 48. The successful candidate will be responsible for overseeing day-to-day operations, developing, and implementing security policies and procedures, and managing a team of professionals. Travel will be required.

ESSENTIAL DUTIES & RESPONSIBILITIES

Developing and implementing project infrastructures and operations of the organization.
Manage daily operations at multiple site locations.
Provide directions to the workforce to achieve and document metrics.
Act as primary liaison with DOD personnel, BSNC shareholders and meet with the Contracting Officer or Contract Representative to review performance and to plan improvements.
Ensure all company primary plans are executed.
Ensure delivery of required reports.
Ensure contract compliance through close supervision of Operations and Administration.
Draft replies to client-identified performance concerns; devise Plans of Action to address identified performance discrepancies.
Establish quality planning, control and assurance procedures to maintain quality standards throughout the execution and completion of a project.
Ability to travel periodically to conduct site visits and assist the Operations Manager.
Track Deliverables; providing required reports.
Oversee a training program (Initial, OJT, Refreshers and others as required) that maintains the currency of all employee training requirements and certifications; provide documentation to the Operations Manager and the COR.
Contribute to the development of Standard Operating Procedures (SOPs) and other technical documentation as needed.
Update and submit the Training Plan and Training Schedules at the required intervals for submittal to the COR as required by contract.
Provide additional technical support during the September surge period, up to 100 hours, to meet fiscal year-end requirements.
Ensure all employee time is entered accurately into Deltek.
Travel to various worksites required, as needed.
