Brings clear communication, organized documentation practices, and a drive to actively expand expertise in project financials and compliance. Core Responsibilities 1. Project Setup & Buyout Lead project setup, ensuring Kapili OS standards are met across directories and structures for large and complex projects. Oversee estimator handoff execute strategic buyout including→ negotiations, scope clarifications, subcontract readiness, and schedule integration. Confirm period of performance and embed complex constraints, phasing, and sequencing into advanced project schedules. Approve baseline budgets, verify job cost structures, and ensure financial readiness prior to mobilization. Coordinate at an executive level with accounting on contract execution, NTP release, compliance, bonding, insurance, and subcontract finalization. 2. Planning & Scheduling Develop or direct creation of detailed critical-path schedules using Kapili's standardized scheduling model, optimizing risk and resource allocation. Oversee mobilization strategies and long-lead procurement planning across large portfolios or multi-site projects. Anticipate long-lead items and secure procurement pathways aligned with preconstruction strategies. Coordinate cross-functional resourcing with Operations and Scheduling, balancing companywide workload. 3. Submittals, RFIs & Compliance Oversee submittal and RFI strategy to ensure timely approvals and maintain schedule integrity. Ensure rigorous compliance with Davis-Bacon, certified payroll, safety programs, environmental requirements, and high-level QC specifications. Direct QC/QA enforcement across institutional and large commercial projects. Resolve escalated design, agency, and compliance issues. 4. Financial & Contract Management Own full financial performance of large-scale projects: budgets, margin protection, cost events, change orders, and forecasting. Ensure alignment and accuracy between construction management and ERP software at a portfolio level. Approve monthly progress billings and negotiate billing structure with owners when needed. Continuously audit job cost integrity, resolving systemic issues with accounting. Make strategic decisions for risk mitigation, scope containment, and profitability protection. 5. Field Leadership & Quality Lead high-level OAC meetings, executive stakeholder calls, subcontractor summits, and weekly coordination rhythms. Provide senior field leadership, mentoring foremen, inspectors, and PM teams. Conduct high-level quality and safety audits, ensuring adherence to Kapili craftsmanship and compliance standards. Drive accountability across field teams to achieve production, quality, and safety targets. 6. Communication & Stakeholder Management Serve as the senior liaison for owners, agencies, GCs, architects, and executive stakeholders. Coordinate strategically with Estimating, Operations, Accounting, Sales, and Leadership teams to ensure companywide alignment. Ensure CRM updates and customer communication standards are consistently executed across assigned PM teams. Model clear, timely, and proactive communication that reinforces Kapili's professional standards. 7. Documentation & Close-out Oversee all project documentation systems, ensuring excellence in logs, minutes, financial documentation, and client communications. Direct commissioning, warranties, O&M manuals, closeout packages, and record drawings on large-scale or multi-phase projects. Ensure closeout is delivered on or ahead of contractual deadlines. Lead lessons-learned processes and contribute meaningful insights to Kapili's Kaizen culture and mentoring PM teams on enhanced practices. Required Qualifications 9+ years of experience in construction, roofing, or project support roles. Advanced understanding of construction sequencing, safety practices, and commercial contracting. Previous responsibility for managing large-scale projects independently. Ability to read plans/specs and interpret technical roofing details. Expertise in job cost management, order processes, and budgeting. Proficient with construction documentation, construction management systems, and MS Office. Strong communication, organization, and problem-solving skills. Preferred Qualifications Experience specifically in commercial roofing or specialty contracting. Examples of Duties * Supervises, directs, and coordinates the capital improvement building construction and repair activities for the County. * Plans, develops, and implements a long range plan for the construction of new County facilities and the repair and maintenance of existing facilities, including the repair and service of building mechanical and electrical systems, and preventive maintenance programs. * Oversees the department's projects relating to the planning, design, construction, renovation, repair, and maintenance of new and existing County facilities * Conducts on-site inspections of work in progress to ensure compliance to plans, specifications and adherence to codes, ordinances, regulations, laws, timetables and completion schedules. * Operates vehicle to travel to inspection sites and meetings. * Prepares, reviews, analyzes and resolves planning issues, designs, drawings, specifications, engineering reports, technical information and cost estimates involving complex buildings and structures and alteration work for structural adequacy and compliance with building, electrical, plumbing, sign, energy conservation, fire codes and other related ordinances and regulations and engineered systems. * Works with multiple state and county agencies on project development and construction. * Reads, interprets and approves construction plans, designs, and specifications for new and/or existing structures and facilities. * Coordinates through subordinate staff the effective utilization of all available resources and maintains project records. * Develops and implements operational policies, procedures, and standards. * Coordinates and directs the work of consulting professional engineers, architects, planners, subordinate staff and others engaged in the planning, design and construction process. * Plans, assigns and reviews the work of subordinates; recommends personnel actions including hiring, promotion, disciplinary actions, and terminations. * Participates in conducting personnel investigations and resolves problems that arise. * Investigates, analyzes,and resolves major issues encountered during the planning, design and construction process. * Prepares, justifies, and monitors the section's operational and capital improvement project budget requests. * Enforces and complies with all Federal, State, and County laws, regulations, and policies relating to occupational safety and health. * Advises management on project priorities, status, and any major issues. * Reviews and approves consultant and contractor submittals, project design/construction schedules, reports, change proposals/orders, progress payments, etc. * Reviews, resolves and/or recommends resolution for consultant and contractor disputes. * Prepares correspondence and technical reports. * Performs other related duties as assigned. Minimum Qualification Requirements Training and Experience: A combination of education and experience substantially equivalent to: * graduation from an accredited college or university with a baccalaureate degree in architecture, civil, electrical, mechanical, or structural engineering (scan and attach a copy of your official college transcript to your application), and * four (4) years of registered professional architecture, civil, electrical, mechanical, or structural engineering work experience, and * two (2) years (of which) shall have included the coordination and direction of work of professional architects or engineers engaged in major architectural or engineering projects, and * possession of a valid Certificate of Registration in the United States as a professional architect, civil, electrical, mechanical or structural engineer (scan and attach a copy of your valid professional license to your application), and * possession of a valid State of Hawai'i driver's license (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire.) Note: Possession of a valid State of Hawai'i Certificate of Registration in the United States as a professional architect, civil, electrical, mechanical, or structural engineer prior to completion of probation. Note: Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency. (Scan and attach a copy of your official credential evaluation report to your application.) Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application. Knowledge of: principles and practices of civil, electrical, geotechnical, mechanical, structural engineering, surveying, landscaping and architecture; principles, practices, means and methods of construction, inspection, and maintenance; composition and strength of materials; methods and practices for preparing contracts, plans, specifications, and estimates; sources of engineering information and regulatory references; provisions of building, electrical, energy, plumbing, fire, and sign codes; principles and practices of supervision; report writing. Ability to: plan, organize, coordinate, and direct the work of professional engineers, architects, and technical employees; oversee all aspects of planning, design, bidding and construction of building projects; conduct feasibility, engineering and cost studies; interpret and apply applicable codes and ordinances; prepare technical reports and correspondence; deal effectively with employees, engineers, architects, contractors, government agencies, and the public.
