Background:
Softtek Government Solutions is looking for a Administrative Program Specialist to support an HHS program - Critical Operations, Research & Expertise (CORE), Scientific and Programmatic Assistance Services - with ASPR/BARDA in Washington, DC.
Personnel on the Critical Operations, Research & Expertise (CORE), Scientific and Programmatic Assistance Services contract will support BARDA in the various areas of interest within the Medical Countermeasures field of Research and Development (R&D)/Analytical Research and Development (AR&D) of biotechnology and biopharmaceuticals. These services are critical in support of BARDA's mission to conduct R&D and AR&D efforts to provide medical countermeasures that address the public health medical consequences of chemical, biological, radiological, and nuclear (CBRN) events, pandemic influenza, and emerging infectious diseases.
Duties/Responsibilities:
Provide operation & programmatic expertise, to BARDA for the execution of multiple research and development programs.
Develop program plans, strategies, and budgets. Assist in managing program portfolios and providing oversight into projects and product development to ensure all requirements are addressed.
Analyze and evaluate programs, proposals and plans, and program metrics for technical and programmatic merit, as well as identify risks, mitigation strategies and potential areas of improvements.
Assist with the vision, design, acquisition, and execution of programs in support of the Government Program Director(s).
Coordinate and integrate amongst Government Directors and potential stakeholders, interagency partners, and user communities regarding areas of collaboration, needs, emerging industrial and academic capabilities and technologies, Identify and review emerging requirements and opportunities for transition of selected technology programs.
Assist with the preparation for technical discussions with Government and Industry regarding program concepts, funded projects, strategies, and transition concepts.
Identify, evaluate, and accelerate innovative projects to advance BARDA initiatives.
Assist the program manager with programmatic metrics and milestones (cost, schedule and adherence to contractual requirements)
Develop and manage program plans and financial tools to provide appropriate oversight to a number of programs and budgets in a portfolio.
Analyze and evaluate programs, plans, and metrics to align with mission and program goals. Able to identify program risks and problems and assist with mitigation strategies. Assist with the design, procurement, and execution of programs in support of the Government Program Director(s).
Coordinate amongst government Program directors, stakeholders, interagency partners, and potential user communities. Identify opportunities and assist with transition of selected programs. Provide contract management and acquisition support to program.
Assist in development and editing of various documents and briefings. Organize, coordinate and host technical meetings, workshops, etc.
Required Qualifications and Experience
Minimum of eight (5) years of relevant industry experience
Bachelor's degree in business or appropriate scientific /life sciences field.
Strong organizational skills (e.g., time management, communication, setting goals, delegation, working under pressure, self motivation, analytical thinking, and attention to detail).
Proficiency in written and oral communications.
Proficiency in planning and analysis.
Facilitating collaboration across multiple Advanced Research and Development (ARD) and Medical Countermeasure (MCM) workstreams, as well as interagency coordination.
Being a self-starter and ability to critically think at the operational level to determine and recommend project management practices for implementation.
Managing the process of identifying, capturing, storing, archiving, evaluating, retrieving, distributing and sharing information assets supporting the federal government.
Expertise in project management tools, information management and content management strategies.
Project management supporting medical countermeasures initiatives such as, cost, schedule, performance, risk analysis, and advice.
Proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, Teams, and Outlook: experience with data visualization tools such as Power BI is preferred.
Proficiency in Adobe applications, including Acrobat Reader, DC Pro, and Adobe Connect.

Qualifications:
Ten (10) years of experience in Navy Intelligence
Five (5) years of experience in Navy cyber warfare

Joint Partner Nation Training Team (JPNTT) Ballistic Missile Defense (BMD) training SME's are highly skilled persons with knowledge in BMD operations to include employment in the multi-domain and Range of Military Operations (ROMO) environments. Candidates should possess experience in exercise planning, execution, and evaluation. Knowledge of synthetic and simulation techniques and procedures, coupled with familiarity with the Joint Training System (JTS) is a must. Candidates are expected to facilitate Carrier Strike Group (CSG) BMD training and pre-deployment certifications. They are expected to possess experience at senior levels including promoting greater information sharing for staffs and stakeholders as well as providing realistic, reliable, and consistent support to various audiences in training and real-world events. JPNTT SMEs are expected to develop recommendations to mitigate gaps in training or exercise development and execution.
