    We are hiring a Distribution Manager - Food Service to lead a team of 10+ employees in the Hamilton, OH area. The operation provides food service to multiple customers in the local region via our fleet of vans and trucks. This position reports directly to the Director of Operations and Distribution. The typical schedule is Monday through Friday, with the possibility of occasional weekend work due to customer demands or surge business.     The mission of the Johnston County Public Utilities Department is to provide citizens of Johnston County efficient, affordable and friendly services of water supply, wastewater collection and treatment, reclaimed water and stormwater management. We are actively hiring for a Water Transmission & Distribution Manager. This position is full-time and requires response after hours, on holidays and weekends. This position plans, directs, and oversees the operation, maintenance and repair of the County's water transmission and distribution system. Work involves managing staff, budgets and infrastructure, while ensuring system operation is performed in strict accordance with local, state, and federal laws and regulations. The position serves as or oversees the Operator in Responsible Charge (ORC) of the County's water transmission and distribution system. This position ensures water quality is maintained and that customers receive water at adequate flow and pressure. Key responsibilities include supervising staff, managing required water quality sampling, maintaining records, managing emergency responses, training staff, managing contractors for system repairs, and capital project planning with engineering staff. The position requires strong leadership abilities, technical knowledge and problem-solving skills. Work involves determining, planning, requesting and acquiring necessary resources for operation and supervisory responsibility for crew efficiency, quality and safety. General administrative direction is received from the Director of Utilities regarding matters of policy, budget, long-range plans, and work priorities. Work is performed somewhat independently, with the Water Transmission & Distribution Manager being responsible for planning, scheduling and executing all assignments necessary to operate and maintain the distribution system. Work is evaluated through conferences, reports, and compliance with required laws and regulations. * Responsible for the integrity of the entire water transmission and distribution system from a quality and compliance standpoint. Serves as or oversees the Operator in Responsible Charge (ORC) of the water distribution system. * Directs, plans, organizes, and manages all activities of personnel involved in operation and maintenance of the water distribution system. Provides technical support, motivation and guidance in their work activities. Evaluates assigned personnel for efficiency and effectiveness; initiates personnel actions of hiring, promotion, discipline, termination, training and development; and resolves or refers personnel problems or grievances. * Ensures all required distribution system sampling, monitoring and reporting is completed in accordance with permits and State and Federal requirements. * Responsible to designate and determine when precautionary boil water advisories are issued and rescinded to customers. * Responsible for developing and maintaining a water quality monitoring program, including basic in-field water analysis and interpretation. * Determines routine flushing locations and volumes. In addition, during the annual switch over from chloramines to free chlorine, adequately manages and plans flushing of the water distribution system to assure a proper "burn out" is achieved. * Manages and maintains a flow database, including water quality parameters for each area of the system. The database includes collection and tracking of daily and routine flow readings from bulk meters (into and out of the County system) and monthly bulk billing for bulk customers. * Prepares and submits daily, weekly and monthly reports to the public utilities management as required. * Maintains a positive relationship with bulk suppliers and customers and ensures coordination of purchases and supplies, as needed. * Responsible for creating and managing a preventative maintenance program. Preventative maintenance includes valve operation, hydrant operation, inspection and routine mechanical, electrical, and site maintenance at water booster stations, master meters and elevated storage tanks. * Ensures necessary system repairs are completed through coordination with departmental construction division; and manages and schedules system repairs when third party contractors are needed, in accordance with County policy. * Responds to customer inquiries and complaints. Keeps a detailed log of problems, solutions and follow-up visits or calls. Ensures customer complaints are handled in a timely professional and courteous manner at all times. * Attends meetings and coordinates to provide/exchange information with departmental engineering and construction staff and third-party consultants and contractors to address distribution system issues and plan and implement capital projects. * Prepares, manages and updates standard operating procedures for water distribution operation and response under various conditions (seasonal, emergency, etc.). * Assures safe work practices and that safety training for staff is current. * Utilizes CityWorks (construction management and maintenance software) to complete service requests, assign work orders, document resources and labor used, and document complaints. * Maintains fleet records within the division, including the assigned County vehicle. * Prepares and recommends yearly budget for water transmission operations, including necessary staffing. * Performs other job-related duties, as necessary. * Required to work after hours and on weekends to support department objectives and shall be on-call for emergencies. * Considerable knowledge of the operation and maintenance of water transmission and distribution systems, including pump stations, elevated tanks, pipelines, and meters. * Thorough knowledge of state and federal regulations concerning water quality and water system operation and maintenance, including water sampling and water analyses. * Ability to guide, manage and motivate employees; facilitate a team environment within the division; and establish and maintain effective working relationships with staff at other utilities, regulators, supervisor, peers, and assigned staff. * Ability to collect, analyze and maintain data and translate it into meaningful findings, presentations and reports, including spreadsheets. * Ability to read and interpret schematic drawings, blueprints and maps. * Ability to communicate effectively and clearly both orally and in writing, and at all levels of the organization. * Ability to exercise considerable independent judgment, react professionally at all times, prioritize projects and communicate needs clearly, including public speaking and presentations. * Ability to work under pressure and meet deadlines. * Ability to utilize the County's GIS system (MapClick) and Construction Management and Maintenance System (CityWorks). * Thorough knowledge of County water service policies. * Clearly understands any occupational hazards and adheres to all safety precautions inherent in performing the essential functions of work and the "Johnston County Safety Manual." Physical Requirements * Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, and repetitive motions. * Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. * Must possess visual acuity necessary to inspect schematic drawings, to operate a vehicle, to prepare and analyze figures and data, to perform extensive reading, to operate a computer terminal, and to complete chemical analyses. * The employee is subject to working in inside and outside environments including extreme hot and cold weather and work hazards including loud noise, vibrations, moving mechanical parts, exposure to chemicals, fumes, odors, poor ventilation, oils, and water. * The employee shall be required to oversee inspection of pumping stations, water pipes, utility vaults, and small enclosed spaces requiring breathing apparatus or other devices, as necessary. * Possession of a high school diploma and an Associates Degree in physical science, environmental science, engineering or related program. * At least eight years' experience in water distribution system operation. * Five years' progressive supervisory experience with four or more employees. * Equivalent education or experience may be considered in place of the above qualifications.
