The Service Desk Analyst is the first point of contact for the Commonwealth supported end users and IT partners who are seeking technical assistance within the End User Support Contact Center. AGENCY OVERVIEW
CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, family regulation, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters.

POSITION OVERVIEW
The Immigration Impact Unit is seeking a full-time Social Worker as part of the Massachusetts Access to Counsel Initiative (MACI). Under the direction of the Supervising Attorneys, the Social Worker will support MACI attorneys in their direct representation of individuals in removal proceedings to achieve the best possible legal and life outcomes for their clients. The Social Worker helps identify the social and clinical issues that may be at issue in the removal proceedings or any underlying criminal record.
The Social Worker's role includes bio-psychosocial interviewing and assessment, social history investigation, forensic case management, advocacy for clients within court, detention, mental health, and social service systems, fostering family interactions and intervention, treatment and release planning, report writing, testifying, and making direct connections between clients and programs. Social services intervention occurs at all stages of the removal proceedings process.
Please note, these positions are contingent on grant-funding from the Governor's Office for Immigrant and Refugees. Funding for this position is only guaranteed for the duration of the grant period. While it is anticipated that additional funding may be awarded, that is not guaranteed.
RESPONSIBILITIES
The duties of the Social Worker include, but are not limited to:
Identifying resources and services in the community for nondetained and released clients;

Two (2) years full-time work experience providing social services to individuals with criminal or immigration court involvement including those battling mental illness and substance abuse preferred;

Knowledge of local community-based organizations and service providers;

About the Role
The EOTSS Accounts Management team's primary responsibility is processing Access Management requests such as provisioning, deprovisioning, name changes, transfers, etc. The team manages core accounts and O365 License assignments for 63 other Commonwealth Agencies, including EOTSS. Other Access Management requests include active directory, outlook email, network shared access, distribution lists, VPN, and several Commonwealth Applications.
Our Accounts Management Intern will assist the team with processing basic Accounts Management tasks like updating active directory attributes, such as office location, phone number, manager, etc. to standardized formats. In addition, the intern will assist with updating our documentation in SharePoint to ensure the team accesses the most current information.
The primary work location for this role will be 200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.
The internship is a part-time opportunity , requiring approximately 22.5 hours per week, though we are open to considering candidates interested in a greater commitment. Applicants must be currently enrolled students at a higher education institution.

Job Description:
The Massachusetts Department of Public Utilities (DPU) has an exciting job opportunity for an attorney to join the DPU's Legal Division to work as a Hearing Officer (Counsel II) on matters involving oversight of the electric power, natural gas, and water industries. DPU's work takes place in a rapidly evolving energy landscape, with an emphasis on mitigating and adapting to climate change, while maintaining reliable, safe, and affordable energy to Massachusetts. Proceedings that come before the Department cover various areas of administrative and energy law.
The Department seeks candidates to serve as Hearing Officers on agency proceedings regarding oversight of the electric power, natural gas and water industries in the Commonwealth. The Hearing Officer will work on a wide range of regulatory matters as part of a team with other attorneys as well as technical staff (e.g., analysts, engineers, economists). Proceedings may be adjudications, rulemakings, and notices of inquiry. Each proceeding may have multiple parties and involve complex legal and technical issues (e.g. energy policy, new legislation, rate-setting). This position involves a substantial amount of legal writing.
Responsibilities include but are not limited to:
• Serving as case manager on proceedings in front of the Department. This includes establishing procedural schedules, conducting public hearings and evidentiary hearings, making written and oral rulings, and working with and coordinating the work of technical staff to ensure the development of a thorough record as cases progress to the Commission;
• Preparing and presenting recommendations and draft orders to Commission;
• Preparing legal research and/or memoranda on agency jurisdiction, procedures and standards, as well as on applicable law and precedent;
• Representing the Department in settlement negotiations of cases as needed, and in interventions before other state and federal administrative agencies.
Preferred Qualifications:
Experience in administrative law, public utility law, energy policy or environmental law is highly desirable;
Ability to work well within and lead teams, particular teams involving technical and legal staff;
Strong organizational skills, ability to balance multiple cases and staff;
Ability to communicate clearly and effectively in oral and written form;
Good interpersonal skills and the ability to maintain effective working relationships with persons at all levels;

EOTSS is seeking to hire a Junior Network Security Engineer to join the EOTSS Network Security Engineering Team.
The EOTSS Network Security Engineering Team provides reliable Authentication, DNS, Firewall, IDP/IDS, VPN and other Services and support to all Commonwealth of Massachusetts customers. The Security services provided by the team include firewall and security design, implementation, installation, and management. The Network Security Engineering Team is especially skilled in and specializes in complex configurations and the use of Visio for creating diagrams in support of the infrastructure. M365 and Directory Services Intern to join the Messaging & Directory Services team. The Messaging & Directory Services team is responsible for supporting the Commonwealth with all Office 365 applications, Active Directory, and Proofpoint E-Mail Hygiene appliances. AGENCY OVERVIEW
CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. The agency provides representation in criminal, delinquency, youthful offender, family regulation, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters.

The Massachusetts Access to Counsel Initiative (MACI) office located within the IIU will be a new legal services program for immigration representation that will embrace the tenets of public defense and universal representation to provide zealous, holistic, and client centered representation. The MACI-IIU office will provide full-scope representation to people in removal proceedings, both detained and non-detained. The office will set standards of practice and create training to increase the capacity for removal defense representation within Massachusetts.
POSITION OVERVIEW
The Immigration Impact Unit is seeking paralegals to work as part of the Massachusetts Access to Counsel Initiative (MACI). Under the direction of the Supervising Attorneys, the paralegals will support MACI staff attorneys and supervising attorneys in their direct representation of individuals in removal proceedings. Paralegals will support both detained and non-detained clients in removal and bond proceedings before the Immigration Court, the Board of Immigration Appeals, related proceedings before the United States Citizenship and Immigration Services ("USCIS") and, when appropriate, in Federal Court.
Please note, these positions are contingent on grant-funding from the Governor's Office for Immigrant and Refugees. Funding for this position is only guaranteed for the duration of the grant period. While it is anticipated that additional funding may be awarded, that is not guaranteed.
RESPONSIBILITIES
The duties of the Paralegal include, but are not limited to:
Preparing and reviewing immigration forms with clients;
Collecting and organizing necessary supporting documents from clients and family;
Drafting affidavits with clients, friends, and family for use in immigration proceedings;
Assisting in client communication and correspondence, attending client visits in detention centers;
Gathering, organizing and analyzing information and legal documents for attorney review and case preparation;
Conducting legal and country conditions research as requested by attorneys;
Monitoring case progress;
Assisting in data collection for grant reporting purposes; and,
Other duties as assigned.
MINIMUM ENTRANCE REQUIREMENTS
Candidates must have:
A Bachelor's degree or Paralegal certificate;
Access to reliable transportation in order to travel to locations that are not easily accessible by public transportation; and,
Access to home internet access sufficient to work remotely.
Substitution\: Two years of paralegal experience may be substituted for the degree/certificate.

About the Role
EOTSS is seeking to hire a Network Engineer Intern to join the EOTSS Network Engineering Team. The EOTSS Networking Engineering Team provides reliable Network Services and support to all Commonwealth of Massachusetts customers. The networking services provided by the team include network design, implementation, installation, and management. The Network Engineering Team is especially skilled in and specializes in complex routing configurations, wireless networking, and the use of Visio for creating diagrams in support of the infrastructure. The team provides Tier two support to the Network Operations Team and routinely joins Major Incident conference bridges to help with troubleshooting incidents to their resolution.
The Network Engineer Intern will learn what it is like to be part of day-to-day operations. The intern will observe and participate in various incidents and change management processes. The Committee for Public Counsel Services, the public defender agency for Massachusetts, is seeking candidates for a Private Attorney Outreach Partner to serve as a key ambassador for CPCS in recruiting private attorneys to contract with CPCS.
CPCS is considered one of the leading public defender agencies in the country. The agency provides representation in criminal, delinquency, youthful offender, family regulation, guardianship, mental health, sexually dangerous person, and sex offender registry cases, as well as in appeals and post-conviction and post-judgment proceedings related to those matters. Approximately 80% of cases are handled by private attorneys. The agency is facing a critical shortage of private attorneys.

Agency Overview
CPCS is the state agency in Massachusetts responsible for providing an attorney when the state or federal constitution or a state statute requires the appointment of an attorney for a person who cannot afford to retain one. Position Overview
Private Attorney Outreach Partners are key ambassadors for CPCS in the search for attorneys to contract with the agency. The role will assess current recruiting efforts and develop new and innovative recruitment strategies, marketing CPCS' brand through our web presence, print publications, and social media platforms.
The Private Attorney Outreach Partner will collaborate with HR, the Equity & Inclusion Director, private panel units and other stakeholders to expand and maintain diverse candidate pools, source passive candidates, lead outreach activities at law firms, bar associations, affinity groups, alumni associations, and law schools, and collect recruiting data. The position will also work with the Communications Director to raise awareness about CPCS and our mission, elevate CPCS's profile in the legal community in Massachusetts and nationally, and develop written and video marketing materials that demonstrate the benefits of contracting as an attorney with the agency.
Additionally, the role will support private attorneys becoming state vendors, including assisting with the coordination of necessary application materials and payment forms.
The Private Attorney Outreach Partner reports to the Chief Administrative Officer and works closely with the various private panel units.
Responsibilities
Work with CPCS private panel units to develop and maintain new and existing pipelines of private attorneys;
Develop a marketing brand and plan that promotes CPCS;
Collaborate with the Communications Director and Human Resources to update or develop written and video marketing and recruitment materials on the CPCS website, web-based social media platforms, and for distribution;
Develop and maintain relationships with solo practitioners, small, mid-sized, and large law firms to recruit them to add private counsel capacity;
Recruit existing private counsel attorneys and CPCS staff to assist in the recruitment of additional private counsel attorneys and develop talking points and other materials to assist in these efforts;
Collaborate with the HR Department, Equity & Inclusion Director and other stakeholders, such as staff affinity groups, to coordinate recruiting efforts and to elicit their assistance in those efforts;
Develop and expand existing contacts with law schools and judicial law clerk programs, locally and nationally, including HBCUs, and law student associations, bar associations and bar affinity groups, and other stakeholders such as community organizations that share our mission;
Collaborate with CPCS private panel units to update and manage the content of the website for private counsel recruitment, training, and onboarding;
Work with CPCS private panel units to streamline the process for private attorneys to demonstrate interest in contracting with CPCS;
Collaborate with the Finance Department to streamline the contracting and billing systems for private attorneys;
Represent the agency at job fairs and recruitment events, both locally and nationally, as well as create and organize CPCS-sponsored recruitment events;
Support the process for private attorneys to become state vendors, including assisting with the required vendor documentation;
Other duties as assigned.
Qualifications
Minimum Entrance Requirements
Bachelor's degree in Human Resources, Marketing, Communications, or related field and at least four (4) years of recruiting, marketing, or sales experience, or an equivalent combination of education, experience, and skills;

After a period of rapid expansion and crisis, the program and organization running it are planning and building the team within the Division for long-term stability. The Shelter Exits and Stabilization Manager is a critical new role supporting the newly formed Exits and Stabilization team.
The Shelter Exits and Stabilization Manager (hereinafter known as “the Manager”) is directly involved in the development of policies and strategies. Additionally they are responsible for leading and overseeing the implementation of policies and procedures to increase the number and quality of exits from the Emergency Assistance (EA) program, including overseeing the day-to-day administration of exit and stabilization programs. The Manager works closely with the exit workstream leads and family shelter leads to ensure effective and efficient collaboration across teams in support of the mission of exiting and stabilizing families from the Shelter system. The Manager of Shelter Exits and Stabilization contributes to the agency's mission of ensuring homelessness is rare, brief, and non-recurring through increasing family access to appropriate and sustainable housing solutions, employment opportunities, and supportive services.
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
1.Policies:
· Directly involved in the development of policies and strategies to enable successful exits. Oversee implementation of the shelter length of stay policy, responsible for escalations, program management, and coordination across the EA shelter system
2.Oversight:
· Oversee and further optimize systems, processes, and day-to-day operations across rehousing, stabilization, and employment.
3.Technology & Reporting:
· Develop and implement processes with related technology platforms to enable EOHLC to track the outcomes for families exiting EA shelter over time.
· Responsible for reporting and performance monitoring for exit and stabilization programs.
4.Collaboration:
· Collaborate with the Director of HomeBASE and Rapid Re-housing on the development of a formalized stabilization team and program.
5. Supervision:
· Provide leadership and guidance to staff including completing performance appraisals, supervising staff work and providing ongoing support
