**Job Summary**
The **Nuclear Deployment Business Leader** will lead multidisciplinary teams delivering advanced nuclear energy deployment services to commercial clients, the Department of Energy (DOE), and the Department of Defense (DOD). This individual will provide strategic direction and market insights to lead project development and execution, team development, and stakeholder engagement for projects involving small modular reactors (SMRs), microreactors, and other advanced reactor technologies.
This position offers the flexibility of **remote work** . Candidates based near a Battelle office will follow a hybrid schedule, with preference for those in the Columbus, OH headquarters area.
**Responsibilities**
+ Lead the development and execution of Battelle's nuclear energy deployment business strategy.
+ Manage and coordinate project development and support activities ranging from business planning and project management, financial analysis, and risk management; engineering, procurement, construction and operations; safety, security, and regulatory efforts; and stakeholder engagement.
+ Lead cross-functional teams including engineering, environmental and other technical professionals as well as legal, contracts, human resources, government affairs and other business operations and support functions to execute business strategy and nuclear energy deployment projects.
+ Provide expert analysis and recommendations on nuclear policy, regulatory frameworks, and industry standards.
+ Lead business development activities, including opportunity capture, technical proposals, and cross-sector partnerships.
+ Interface with DOE, NRC, national laboratories, commercial clients, and other key stakeholders.
+ Represent Battelle in working groups, regulatory meetings, and industry conferences.
**Key Qualifications**
+ Bachelor's degree in Nuclear Engineering, Physics, or a related field.
+ Minimum of 15 years of experience in the nuclear energy industry, which could include experience in the private sector, government, national labs, or military.
+ At least 10 years of experience leading projects involving the application of nuclear power.
+ Demonstrated expertise in advanced reactor deployment, infrastructure design and engineering, NRC licensing, nuclear operations, or federal environmental compliance.
+ Proven record of nuclear energy project leadership and execution and demonstrated experience in addressing regulatory, environmental, and nuclear safety concerns.
+ Deep understanding of nuclear reactor technologies (e.g., PWR, BWR, SMRs, Gen IV), fuel cycles, and safety analysis.
+ Working knowledge of relevant regulations and standards (e.g., 10 CFR Part 50/52, NEPA, DOE Orders).
+ Strong written and verbal communication skills; ability to lead client-facing engagements and technical teams.
+ Required travel is expected to be up to 50% annually to client locations, Battelle offices, and conferences.
+ Must be a U.S. Citizen with the ability to obtain and maintain a security clearance.
**Preferred Qualifications**
+ Professional Engineer (PE), PMP certification, or equivalent credentials.
+ Experience with DOE cooperative agreements, national lab collaborations, or advanced reactor demonstration projects.
+ Familiarity with site characterization, geotechnical evaluation, or nuclear waste isolation programs.
+ Experience supporting military or remote power infrastructure.
+ Published research or contributions to industry standards and guidelines.

Battelle manages and operates the National Ecological Observatory Network (NEON) program, which is solely funded by the National Science Foundation. A 30+ year project dedicated to understanding how changes in climate, land use and invasive species impact ecology, the observatory's scientists and engineers are collecting a comprehensive range of ecological data on a continental scale across 20 eco-climatic domains representing US ecosystems. **Job Summary**
We are currently seeking a highly skilled and motivated **NEON IT Infrastructure Administrator - Data Engineer** to join our team. This role offers the flexibility of **remote work** .
The IT Infrastructure Administrator will play a critical part in supporting the NEON program by overseeing the design, implementation, optimization, and ongoing support of data collection, storage, and access systems. Operating with minimal supervision, the successful candidate will lead complex infrastructure initiatives, including system installations, upgrades, and modernization efforts. This position requires a strategic thinker who can evaluate business needs and objectives, analyze and organize raw data, and build robust data systems and pipelines. A key focus will be on enhancing data quality and ensuring efficient, scalable access to data across the organization.
**Responsibilities**
+ Provides expert data analysis and modeling, and physical/logical design.
+ Performs complex data warehouse design.
+ Leads database development functions such as query optimization and schema design.
+ Leads database administration functions including backups, restores, maintenance, and security configuration.
+ Leads projects by actively engaging in initiating, planning, executing, monitoring, and closing projects.
+ Trains other IT staff members in best practices.

Salary
Pay Range: $104,600-$149,000

Strategic Leadership and SEA Partnership
Serve as the primary liaison to state and local education agency staff, drawing on firsthand SEA experience to foster trust, credibility, and effective collaboration.

Guide the development of progress monitoring systems, leveraging SEA expertise in data systems, compliance, and continuous improvement cycles.
Policy Implementation and Compliance
Ensure compliance with state and federal laws and regulations related to district and school improvement, including major legislative initiatives, drawing on direct SEA policy implementation experience.
Supervise staff and manage change processes to advance AIR's state policy work, informed by SEA best practices in organizational change and stakeholder engagement.
Qualifications:
Education, Knowledge, and Experience
Ph.D. or Ed.D. with a minimum of 3 years of relevant experience; or Master's degree with a minimum of 7 years; or Bachelor's degree with a minimum of 9 years of experience.
At least 10 years of direct experience working within a state education agency on district and school improvement, state systems of support, or the use of evidence to inform educational strategies.
Demonstrated capacity to work across divisions within an agency or across sectors bridging education, youth development and workforce.
Demonstrated experience working in multi-state collaborations to exchange effective strategies, co-develop policies, and scale successful practices across states.
Proven ability to generate revenue and secure new funding by developing and implementing comprehensive business strategies.
Understanding of state and federal funding streams for district and school improvement.
Proven track record in SEA grant management, policy implementation, or program evaluation.
Familiarity with SEA data systems, progress monitoring, or improvement cycles (e.g., PDSA cycles).

In addition to full award lifecycle support, administration and compliance, this role is responsible for driving process improvement and enabling operational excellence in support of AIR's mission-driven work. This position reports to the Senior Vice President and Chief Financial Officer.
The Vice President will lead a high-performing team, collaborate with internal and external stakeholders, and play a key role in the implementation and optimization of AIR's enterprise business systems. This role is critical to ensuring the integrity, efficiency, compliance, and strategic alignment of AIR's contract- and grant-related administration processes and operations as well as vendor management and procurement of materials and services. The Vice President will be focused on managing the lifecycle of AIR's externally funded contracts and awards from a wide range of sources including federal, state, and local governments as well as private foundations and non-governmental organizations. Stakeholder Collaboration
Serve as a senior advisor to AIR leadership, program teams, finance, and business development on contract and grant matters.

Qualifications:

You will

We have an opening for an
Instructional Designer Lead - Learning Systems, Automation, and Emerging Technologies
. You will use complex and sophisticated instructional design theories and analysis techniques for adult learners to define, develop, and modernize ES&H training, both by creating new (full lifecycle) and revising existing courses and advanced computer-assisted learning systems, using a systematic approach to training development. In this role, you will also provide technical leadership for learning systems, workflows, and automation, and use the latest web-development, multimedia, and emerging technologies to keep the Laboratory's training effective, efficient, and aligned with DOE and industry best practices. This position is in the Safety Education & Training Office within the Environment, Safety & Health (ES&H) Directorate.
This position offers a full-time off-site work schedule. You will collaborate and contribute through virtual interactions. Occasional on-site presence to meet business needs may be required.
You will
Assess, develop, implement, revise, and maintain the ES&H training courses and learning systems by applying instructional design skills and effective learning principles in accordance with Department of Energy (DOE) Orders. while also analyzing and adjusting based on training effectiveness
Collaborate with subject matter experts (SMEs) and key stakeholders to gather information to properly develop course content, materials, goals, and objectives including text, graphics, video, audio, test questions, and instructor guides, while optimizing learner engagement, participation, and ensuring alignment with adult learning principles.
Write scripts, scenarios, and simulations for web-based courses ensuring proper materials integration of multimedia elements and course development software.
Identify, recommend, and execute new methods to enhancing training in collaboration with ES&H stakeholders and customers while mentoring more junior team members in the application of these practices.
Lead strategies and annual reviews of course content to ensure proper compliance with potential changes to DOE Orders by applying structured evaluation methods.
Align institutional training with organization strategies and regulatory requirements making updates as needed.
Provide leadership direction for ES&H learning systems, workflows, automations, and content governance to ensure training products are efficiently developed, deployed, and maintained in accordance with institutional standards.
Conduct job-Task Analyses to ensure systematic training approaches and extend assessments to Levels 3-4, to evaluate, and recommend computer-assisted and technology-enabled training solutions as appropriate (e.g., simulations, XR, vendor-provided content).
Perform other duties as assigned.
Qualifications
Must be eligible to access the Laboratory in compliance with Section 3112 of the National Defense Authorization Act (NDAA). See Additional Information section below for details.
Bachelor's degree or higher in instructional design, learning technologies, education, communication, or a closely related field with significant coursework or experience in instructional design, or an equivalent combination of education and experience.
Extensive experience interpreting, applying, and ensuring training compliance with safety policies and other relevant regulatory standards.
Subject matter expertise in complex instructional design and training automation, leveraging technology and adult learning theory to create effective instructor-led, web-based, simulation-based, and on-the-job training, including comprehensive target audience analysis, needs assessments, and curriculum development.
Extensive skills with course development tools (e.g., Articulate Storyline 360, Captivate), multimedia production software (e.g., Final Cut Pro, Adobe Premiere), and web-development technologies.
Advanced experience evaluating and integrating emerging technologies, including simulations, XR/VR/AR, and AI-enabled tools, into training solutions.
Experience providing technical direction to less-experienced instructional designers or multimedia staff in the development, modernization, and continuous improvement of training content.
Advanced verbal and written communication facilitation, and collaboration skills necessary to effectively work with all levels of personnel under consultative direction with significant latitude.
Qualifications We Desire
Experience working in a DOE or NNSA national laboratory environment, including familiarity with related training program requirements and their implementation.
Advanced graphic design skills for creating job aids, infographics, and performance tools utilizing Human Performance Improvement principles.
Experience leading or implementing XR/VR/AR or other immersive learning programs for adult learners in technical or high-consequence environments.
Audio, video, and photography experience using at least 3 of these: Adobe Acrobat Pro, Adobe Illustrator, Adobe Photoshop, Articulate Engage, Articulate Presenter, Articulate Storyline, Quizmaker, Video Encoder, Captivate, Camtasia, or Dreamweaver.

Security Clearance
This position requires either no security clearance, or a Department of Energy (DOE) L-level or Q-level clearance depending on the particular assignment.
If you are selected and a security clearance is required, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. L and Q-level clearances require U.S. citizenship.

National Defense Authorization Act (NDAA)
The 2025 National Defense Authorization Act (NDAA), Section 3112, generally prohibits citizens of China, Russia, Iran and North Korea without dual US citizenship or legal permanent residence from accessing specific non-public areas of national security or nuclear weapons facilities. The restrictions of NDAA Section 3112 apply to this position. To be qualified for this position, Candidates must be eligible to access the Laboratory in compliance with Section 3112.
