TASKS AND RESPONSIBILITIES
Assist Project Director and Behavioral Health Lead Navigator in SAMHSA annual reports, continuation applications, etc. for Behavioral Health Department.
Assist Project Director and Behavioral Health Lead Navigator with integration of behavioral health services and communication between disciplines (psychiatrists, physicians, APRNs, LCSWs, LMHCs, etc.).
Attend weekly staff meetings, Behavioral Health Department meetings, and BMC general staff meetings.
Communicate effectively with supervisor regarding caseloads, issues regarding supervision, and leave requests.
Conduct street and community outreach during working hours, including some nights and weekends as needed.
Assist Project Director and Behavioral Health Lead Navigator in the creation, scheduling, and presentation of education sessions/groups for HIV, STD awareness, mental health, Life Skills, substance use, and other BMC services.
Distribute preventive materials including safe sex kits, condoms, and flyers.
Educate target population, newly diagnosed HIV persons, and others about BMC's available services, treatment options, and assist with linkages to services.
Engage and educate individuals aged 13 and up in risk-reduction discussions.
Ensure all certifications required for your position remain active and that updated copies are submitted for your employee file.

This position is in support of the Child and Youth Center affiliated with Tyndall AFB, FL. Candidates must be local to Tyndall AFB, FL and be licensed at the independent level as a Mental Health Counselor (LPC or LMHC), Therapist (LMFT), Social Worker (LCSW) or equivalent independent licensure.
This position has the primary responsibility of providing the full breadth of Child and Youth Behavioral (CYB) counseling services to children of all ages of military service members and their families at military installations to include civilian expeditionary work force and their families (when activated). These services may include non-medical counseling, training/health and wellness presentations, consultation with parents, personnel at child development centers, and consultation to installation command regarding behavioral health issues affecting children and youth. CYB counselors will be assigned to child development centers, youth programs, summer camps, and on demand assignments. The counselors work closely with the installation and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation.
Provides non-medical, short-term, solution focused counseling directly to eligible children and youth of service members at assigned primary and secondary locations. Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated.
CYB counselors will also have a focus on supporting the staff and personnel of Child Development Centers (CDC), youth programs and summer camps (if available/assigned) as well as providing parent support, training, and guidance.
Provides training and health and wellness presentations, participate in health fairs and other base/installation activities focused on children and youth.
Enters counselor activity data daily through smart phone or web application to assure that reporting is accurate from assigned installation while maintaining confidentiality and anonymity of service/family member.
Establishes and maintains working relationships with community resources focused on children and youth and provides appropriate linkages. Consistently visible within the assigned location(s) which allows MFLC services to be accessible. When working with children, counselor must abide by line-of-sight protocol. (Another adult with responsibility for the child must be able to see the counselor and child they are working with at all times.)
Partners with POC to provide CYB services in a manner that addresses the needs of the installation/facility. Develops an effective and professional working relationship with the installation/facility POC.
Manages duty to warn and restricted reporting situations according to Department of Defense (DoD) protocol and staffs the cases with Regional Supervisor/Regional Director.
Communicates with Regional Supervisors and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations and in facilities to which the counselor is assigned. Responds to critical incidents and special requests as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager. The CYB will flex schedule to respond to urgent requests as needed or at the request of the Regional Supervisor/Regional Director.
Participates in regular in-services/training, Quality Improvement committees, initiatives, studies, pilot programs other contract activities as assigned/appropriate as directed by the customer and/or Magellan. This includes participation in pilot program certification and training processes, completion of activity documentation, integration of pilot activities in non-medical counseling work, and the utilization of applicable technology to complete required activities.

Responsibilities
Master's Degree from an accredited Graduate Program in a Mental Health related field.
Valid unrestricted independent counseling license from a State, District of Columbia, US Territory or Commonwealth that grants authority to provide counseling services as an independent practitioner. A minimum of two years of post-license clinical experience.
Demonstrate intermediate-level competencies in technology and software (i.e., Microsoft Suite, Internet navigation, Smartphone/Tablet and application navigation, video-conferencing platform navigation).
Requires ability to engage and communicate with military members or children as assigned, in order to accomplish job functions, and to respond quickly to emergent situations in any physical location on a military installation and/or within a school setting, which includes the need to traverse short and/or long distances within the base to both indoor and outdoor locations, to maneuver through rugged, outdoor or uneven locations (e.g., steep inclines, stairs, grass), and work in outdoor weather and other military base conditions. Due to the nature of working on military installations or related worksites, counselors may need to comply with various site-specific requirements to work at designated locations. SubstanceAbuseCounselors Level III are responsible for:
Maintaining a caseload which includes completing comprehensive assessments, preparing individualized developmentally appropriate treatment plans, and providing indiidual and group counseling and educational services in support of treatment plans.

Performs moderately complex substanceabuse counseling work. Facilitates substanceabuse program services as directed and approved by the SAS Program Director and the counselors immediate supervisor - SAS Clinical Manager. Screens and coordinates admissions into Center outpatient adolescent and adult substanceabuse services. Works under general supervision with moderate latitude for the use of initiative and independent judgment. HFC incorporates principles of trauma-informed care, which includes cultural sensitivity, in all areas of service delivery. All job descriptions include the responsibility to learn about and implement trauma-informed practices within the scope of work for the position. Reassignment is a condition of employment that may occur at the employers discretion. Your work location and hours could change based on program needs.
Qualifications
Education, Training, and Experience (including licensure and certification)
Must hold at least a high school diploma or GED (an associate degree or more advanced degree preferred) and have current full licensure as a Licensed Chemical Dependency Counselor, Licensed Professional Counselor (LPC) or LPC Intern, Licensed Marriage and Family Therapist (LMFT) or LMFT Associate, or Licensed Clinical Social Worker by the Texas Department of State Health Services. If a LPC Intern or LMFT Associate, individual must comply with terms of that supervision as outlined in the state of Texas licensure requirements. All individuals must meet the educational and experience exemptions/waivers as outlined in DSHS chapter 450.109, pass criminal history standards which includes finger prints as described in 450.115, sign a written agreement to abide by the ethics contained in 450.121, and be worthy of public trust and confidence as determined by Department of State Health Services. Must be able to pass a pre-employment drug screen to work with this population. Must have current drivers license and be insurable under Center insurance. Must pass all Center and SubstanceAbuse Services department mandated trainings.
Knowledge, Skills, and Abilities
Knowledge of chemical dependency, chemical abuse that is inclusive of alcoholism and drug addiction as treatable diseases, workable knowledge of the DSM-5 to support diagnoses relating to substanceabuse and mental health disorders, co-dependency, relapse prevention, family dynamics, support groups in the community setting, and related disorders. Possess knowledge of counseling techniques, importance of evidence based practices, willingness to implement these practices; and knowledge of recovery processes.
Ability to interview, screen, build rapport with, and evaluate consumers; to counsel others; to instruct others; to aid in the implementation and the facilitation of chemical dependency treatment programs; to prepare concise reports; and to maintain records.
Ability to write progress notes according to standard, assessments, memos, letters, various complex reports and miscellaneous other documents with acceptable spelling and grammar.
Ability to relate verbal instructions, communicate in a courteous and effective fashion with co-workers, consumers, families, agencies and the public.
Display a consumer service orientation; at all times treating consumers with respect and as partners in the recovery process.

Works under the direct supervision of SubstanceAbuse Services (SAS) Clinical Manager and/or Program Director.
Responsibilities include, but are not limited to:
Performs moderately complex substanceabuse counseling work. Screens and coordinates admissions into Center outpatient adolescent and adult substanceabuse services. Works under general supervision with moderate latitude for the use of initiative and independent judgment. Helen Farabee Centers (HFC) incorporates principles of trauma-informed care, which includes cultural sensitivity, in all areas of service delivery. All job descriptions include the responsibility to learn about and implement trauma-informed practices within the scope of work for the position. Qualifications
Education, Training, and Experience
Must hold at least a high school diploma (an associate degree or more advanced degree preferred) and have current full licensure as a Licensed Chemical Dependency Counselor, Licensed Professional Counselor (LPC) or LPC Intern, Licensed Marriage and Family Therapist (LMFT) or LMFT Associate, or Licensed Clinical Social Worker by the Texas Department of State Health Services. If a LPC Intern or LMFT Associate, individual must comply with terms of that supervision as outlined in the state of Texas licensure requirements. All individuals must meet the educational and experience exemptions/waivers as outlined in DSHS chapter 450.109, pass criminal history standards which includes fingerprints as described in 450.115, sign a written agreement to abide by the ethics contained in 450.121, and be worthy of public trust and confidence as determined by Department of State Health Services. Must be able to pass a pre-employment drug screen to work with this population. Must have current driver's license and be insurable under Center insurance. Must pass all Center and SubstanceAbuse Services department mandated trainings.
Knowledge, Skills, and Abilities
Knowledge of chemical dependency, chemical abuse that is inclusive of alcoholism and drug addiction as treatable diseases, workable knowledge of the DSM-5 TR to support diagnoses relating to substanceabuse and mental health disorders, co-dependency, relapse prevention, family dynamics, support groups in the community setting, and related disorders. Possess knowledge of counseling techniques, importance of evidence-based practices, willingness to implement these practices, and knowledge of recovery processes.
Ability to interview, screen, build rapport with, and evaluate consumers; to counsel others; to instruct others; to aid in the implementation and the facilitation of chemical dependency treatment programs; to prepare concise reports; and to maintain records.
Ability to write progress notes according to standard, assessments, memos, letters, various complex reports and miscellaneous other documents with acceptable spelling and grammar.
Ability to relate verbal instructions, communicate in a courteous and effective fashion with co-workers, consumers, families, agencies, and the public.
Display a consumer service orientation; at all times treating consumers with respect and as partners in the recovery process.
Skilled in the use of personal and network computers, word processing, database, spreadsheet, and office management software (Microsoft Office), familiarity with CMBHS and/or Smartcare is a plus.
