1929

1929: Blue Cross Plans are established to provide pre-paid hospital care, based on a prototype developed at Baylor University in Dallas, Texas by Justin Ford Kimball.

1930

1930: Blue Shield Plans begin providing reimbursement for physician services.

1934

Blue Cross and Blue Shield of Louisiana began in New Orleans in February 1934 when representatives of six area hospitals got together and formed the Hospital Service Association of New Orleans, a nonprofit, mutual insurer that offered a form of pre-paid hospital care.

1938

They came to Michigan starting in 1938, when the Michigan Society for Group Hospitalization formed.

1939

The two worked together in 1939 on bills to regulate prepaid health care plans and make them nonprofit, like community-based hospitals.

1940

By 1940, the Michigan Medical Service was open for business.

1964

In 1964, more than 19 million individuals enroll under the new Medicare legislation.

1966

In 1966, the United States turned to Michigan Blue Cross and Michigan Blue Shield to administer Medicare in the state.

1971

Group Hospitalization (Blue Cross) and Medical Services (Blue Shield) moved to new location at 550 12th Street SW. In 1971, the Maryland Blues consolidated several offices by moving them to a central location at 700 E. Joppa Road in Towson.

1975

The Committee's first meeting took place in February 1975, and meetings have been held regularly three or four times a year since.

A first step in this direction was the paper issued in 1975 that came to be known as the "Concordat". The Concordat set out principles for sharing supervisory responsibility for banks' foreign branches, subsidiaries and joint ventures between host and parent (or home) supervisory authorities.

1983

In May 1983, the Concordat was revised and re-issued as Principles for the supervision of banks' foreign establishments.

1988

1991

In April 1996, another document was issued explaining how Committee members intended to recognise the effects of multilateral netting. It was amended in November 1991 to more precisely define the general provisions or general loan loss reserves that could be included in the capital adequacy calculation.

1992

In July 1992, certain principles of the Concordat were reformulated and published as the Minimum standards for the supervision of international banking groups and their cross-border establishments.

1995

In April 1995, the Committee issued another amendment, to take effect at the end of that year, to recognise the effects of bilateral netting of banks' credit exposures in derivative products and to expand the matrix of add-on factors.

1995: BlueCard is introduced, streamlining the administration of benefits for members who are traveling or living in another Plan’s service area, so they receive the same healthcare service benefits of their home Plan.

1996

In October 1996, the Committee released a report on The supervision of cross-border banking, drawn up by a joint working group that included supervisors from non-G10 jurisdictions and offshore centres.

1997

When first published in September 1997, the paper set out 25 basic principles that the Basel Committee believed should be in place for a supervisory system to be effective.

1998

Total enrollment is approximately 2.5 million, reflecting a net increase during 1998 of 142,000 members.

2000

In March 2000, CareFirst enters an affiliation with Blue Cross Blue Shield of Delaware, adding more than 200,000 new members and expanding the company's regional service area throughout the mid-Atlantic area.

2001

2001: Started promoting the quality and value of generic drugs.

2003

2003: Consumer Directed Health Plans (CDHP) begin to develop, enabling Blue Cross and Blue Shield members to have more personal control over the amount they spend on their own healthcare.

2004

Following the June 2004 release, which focused primarily on the banking book, the Committee turned its attention to the trading book.

2006

In September 2006, CareFirst complies with Delaware Insurance Commissioner Denn's order to end its six-year affiliation with BCBSD.

To help address this issue, the Committee issued guidance on information-sharing in 2006, followed by advice on supervisory cooperation and allocation mechanisms in the context of the advanced measurement approaches for operational risk.

2007

2009

2009: Launched the Patient-Centered Medical Home program.

2010

In September 2010, the Group of Governors and Heads of Supervision (GHOS) announced higher global minimum capital standards for commercial banks.

2011

CareFirst announced that nearly 60 percent of eligible primary care physicians and nurse practitioners earned increased reimbursements for their 2011 performance in CareFirst's PCMH program.

2013

CareFirst launches ‘Live Fearless’ ad campaign – the company’s first brand advertising campaign since 2013.

2013 and beyond: As the healthcare law is implemented, Blue Cross and Blue Shield companies will work to help build tomorrow’s healthcare system, clearing a pathway to high-quality, affordable care in America.
