Todd A. Shamash is President and CEO of Capital BlueCross, the leading health solutions company headquartered in Central Pennsylvania and the Lehigh Valley. Mr. Shamash assumed the top leadership role in April of 2020 having previously served as Senior Vice President, General Counsel, and Corporate Secretary leading the legal, regulatory, and governance teams. He has been uniquely involved in all major facets of Capital BlueCross' business since 2012, including strategic partnerships, overall performance, diversification strategy, subsidiary governance, finance, risk exposure and growth. His guidance has been pivotal in Capital BlueCross' emergence as a leading health plan in one of the country's most competitive healthcare environments. Mr. Shamash previously served as deputy chief of staff for the Pennsylvania Governor's Office, where he oversaw healthcare, insurance, and all health-related agencies. As senior counsel for Jefferson Health System, he was responsible for the oversight of reimbursement, payer relations, and malpractice coverage for the second largest health system in Pennsylvania. As department counsel for the Pennsylvania Insurance Department, he helped to establish managed care regulation mechanisms and health insurance regulations. Mr. Shamash has served on numerous banking, insurance, community, and health-related boards including the Pennsylvania Employee Benefits Trust Fund, Pennsylvania Health Insurance Exchange Authority, Pennsylvania Banking and Securities Commission, as an appointee of Pennsylvania Governor Tom Wolf on the Pennsylvania Health Care Cost Containment Council, and Harrisburg’s Whitaker Center for Science and the Arts. He is a graduate of the University of Kentucky and Dickinson Law School. A native of Central Pennsylvania, he resides in Cumberland County with his wife and two children.

As President and Chief Executive Officer, Steve Pollock leads DentaQuest, the second largest dental benefits administrator in the United States, and the largest for Medicaid. DentaQuest is a purpose driven, double bottom line company whose mission is to improve the oral health of all. Through our dental benefits administration, care delivery, philanthropy, science and education we are transforming systems. Pollock has been with the organization since 1999, most recently serving as Chief Operating Officer, with oversight for all business segments. During his tenure at the company, he has led the growth of DentaQuest from 2.3 million members to more than 23 million members in 30 states today. Pollock serves on the Boards of the Massachusetts Association of Health Plans, the DentaQuest Foundation, the DentaQuest Institute and the Delta Dental Plans Association. He is a member of the Massachusetts Business Roundtable, NYU School of Dentistry Dean’s Advisory Committee and Boston College Chief Executives Club. He is also a member of the CEO Action for Diversity and Inclusion. He is a former Board member of Oral Health America, a national organization dedicated to improving oral health. He is a member of the State Bar of Wisconsin and a certified public accountant in Ohio. Pollock holds a B.B.A. from University of Wisconsin-Whitewater and a J.D. from the University of Wisconsin Law School.
