This work includes interviewing, conducting Family Self Sufficiency planning, gathering monthly activity data, and working with clients to alleviate barriers to employment such as obtaining a GED, identify workforce development training and scholarship opportunities, resume building and a host of other support services. The W & B Navigator operates the Workforce Development Office and works closely with all TANF, 477, and GA clients, local tribal councils and other entities within the region to pursue workforce development in AVCPs Workforce Development Offices. Person must be very organized, understand the culture of the Yukon Kuskokwim Delta and able to facilitate meetings with administration of various stakeholders, gather and summarize large amounts of data and prepare meaningful reports to the stakeholders. PERFORMANCE RESPONSIBILITIES: Include the following. Other duties as assigned. Work one on one with TANF, 477 and GA clients and their families to develop Family Self Sufficiency Plans Assist TANF, 477, and GA clients with the case management objectives in their plans by helping them achieve GED skill levels, reduce employment barriers, apply for training or educational opportunities, locate scholarships and any other tools necessary to become self-sufficient.     Full-time Description SUMMARY: The Tribal Child Welfare (TCW) Program Manager is responsible for the management and direction of this program. TCW is the largest program at AVCP with staff in communities around the region, in the central office at Bethel, and in Anchorage. This program operates on multiple complex funding streams with different reporting and oversight rules; therefore, budget and grant management are important aspects of this role. Finally, the TCW program is responsible for tracking, reporting on, and advocating for tribal children who are in the state child welfare system from AVCP's compacted Tribes, as well as supporting tribal families in crisis to prevent children from entering the system. PERFORMANCE REQUIREMENTS: Responsible for the management, growth, and maintenance of the TCW program services. Embed the Healthy Families cultural approach and values into all aspects of the department's work and ensures all staff embed this approach into their work as well. Develop and manage the TCW Program's budgets. Maintain & manage complex grant funding streams including any program reporting requirements, and pursue program funding at the direction of the division director, as needed. Develop the Tribal Title IV-E program to maximize benefits for AVCP services. Ensure outreach to and regular communications with the tribal councils of compacted Tribes, about their tribal families and children involved in the state system, along with general program information and training. Engage in all aspects of the Tribal State Child Welfare Compact as the Lead negotiator for AVCP.
