Title: Preconstruction Manager
Reports to: Director, Preconstruction Services
This person is responsible for the execution of all preconstruction and estimating activities for Blach's Southern California Region, including collaborative interactions with owners, design teams, and CM/PM teams as well as working closely with Blach's Operations and Self-Perform teams throughout the preconstruction phase.
Responsibilities:
Responsible for taking assigned projects strategically through all levels of estimating including Conceptual, Schematic Design, Design Development, and final Construction Drawings, including quantity take-off's, evaluating drawings, specifications, and related documents
Communicate all estimates in a professional and strategic manner to owners, design teams, cost consultants etc.
Perform value engineering and various cost studies for structure, exterior skin, MEP systems etc.
Prepare Instructions to Bidder's (ITB's) and Trade Contractor budget documents during the preconstruction phase
Reconcile estimates with cost consultants
Manage trade contractor communication
Collaborate with Operations teams on subcontractor procurement, including Bid Package development, scope reviews, post bid interviews, and assembly of the Guaranteed Maximum Price (GMP)
Take a leading role in the pursuit of new work, including cost proposals, preconstruction narratives, and interviews for potential projects
Be highly involved in all preconstruction activities beyond estimating, including constructability, design management, site investigation, early procurement etc.
Maintain strong relationships within the AEC community
Have a strong knowledge and awareness of the factors that affect construction costs
Have a deep understanding of construction means and methods, sequences, and techniques
Skills/Qualifications
Bachelor's degree in construction management, engineering or architecture and/or four or more years of experience in estimating or project management with Bay Area building contractors who possess
a track record of successful project completions and high customer satisfaction
Must demonstrate excellent customer service
Experience preferred in Blach's core markets: education, housing, institutional, workplace and mixed-use.
Experience with managing preconstruction activities
Experience in Design-Build projects a plus
Must have excellent organizational, communication (both written and verbal) and leadership skills
Must be able to work both at a “detail” level and think strategically while managing customer relationships
Solid computer skills are required, experience with Estimating software preferred
Position Status: Full-time, regular business hours, exempt

· Coordinate with Project Team to ensure the distribution of required project information, such as pre-lien information, project directories, etc.
· Assist the Project Team to process, and distribute Potential Change Items, Subcontract Change Orders and Owner Change Orders as requested
· Review and process Requests for Information (RFIs) against Construction Documents
· Conduct a thorough review of all incoming Subcontractor submittals against the Construction Documents. Work with Subcontractors, if corrections are needed, and process
· Coordinate with Project Team to create and compile various reports and information as needed for project meetings
· Take meeting minutes and distribute as required
· Take regular progress photos and archive electronically
· Work with Project Team to ensure appropriate archiving of project records
· Maintain as-built record drawings and update with applicable RFI/ASI/IBs issued by the Architect
· Walk the site regularly and work with our project Superintendent to familiarize yourself with the coordination and progress of the trades
· Provide on-site support for Subcontractors, Architect, and Inspectors as needed
· Greet and assist all visitors to the site to ensure Blach visitor and safety policies are met
· Perform related work as assigned by the Project Team
Project Close-Out
· Create close-out register from project specifications & drawings
· Coordinate with Project Team to complete the close-out of projects by collecting all required documents, in preparation of Owner turnover
· File appropriate documentation to complete project close-out with DSA & SWPPP as required
Skills/Qualifications:
· Bachelor's degree in-progress
· Excellent Microsoft Office skills (Word, Excel, PowerPoint, Office)
