We are hiring a Paid Media Governance Consultant on a contract basis for our client in the pharmaceutical industry.
The Paid Media Governance Consultant role is a key partner within the US Omni-channel Experience team, tasked with building and scaling paid media capabilities. This role will establish and enforce the strategic frameworks, standards, and best practices that govern all paid media execution across the enterprise. By ensuring operational excellence, regulatory compliance, and financial accountability, this Director will be instrumental in maximizing the return on our media investments and advancing brand objectives.
This position requires deep expertise in the life sciences industry and the digital media landscape to effectively architect our approach to paid media. The ideal candidate will be a strategic leader with a proven ability to manage complex partner relationships and drive enterprise-wide adoption of best-in-class processes.
Responsibilities
This leader will serve as the central point of governance for paid media, liaising between internal brand teams, external agencies, and technology partners to drive performance and accountability.
Strategic Governance & Framework Development
Develop, implement, and enforce enterprise-wide standards for media planning, buying, activation, and measurement.
Establish clear Key Performance Indicators (KPIs) and benchmarking frameworks tailored to brand objectives and industry best practices.
Architect and manage the key terms, performance standards, and Service Level Agreements (SLAs) within all paid media partner Statements of Work (SOWs) to ensure performance and accountability.
Drive the strategic alignment between marketing objectives and paid media execution, including channel strategy, audience segmentation, and budget allocation.
Work with legal and procurement to structure and manage MSA and SOWs to ensure vendor benefits.
Financial Oversight & Performance Management
Apply financial acumen to oversee the portfolio paid media budget, ensuring efficient allocation of resources, accurate forecasting, and proactive fiduciary management.
Lead quarterly and annual business reviews with media agencies and key vendors to assess performance against contractual obligations and strategic goals.
Define a robust reporting and insights cadence, ensuring that campaign performance analysis directly informs optimization and demonstrates a clear return on investment.
Collaborate with cross-functional analytics and finance teams to validate media performance against proformance goals and ROI models.
Utilize contract performance and financial management platforms and tools to ensure appropriate compliance to contract terms and brand performance objectives.
Stakeholder & Partner Management
Act as the primary point of escalation to drive accountability and resolve performance issues between brand teams, agencies, and vendors.
Foster a culture of collaboration and continuous improvement with all paid media partners.
Provide executive-level communication and context on media performance, industry trends, and strategic initiatives to internal stakeholders.
Compliance & Innovation
Serve as the subject matter expert on media-related compliance, ensuring all activities adhere to data privacy regulations and pharmaceutical marketing guidelines.
Stay at the forefront of the paid media landscape, identifying and championing new technologies, partners, and innovative strategies to maintain competitive edge.
Champion pilot programs and initiatives to test new media capabilities and tactics.
Required Experience & Knowledge
Bachelor's degree in Marketing, Business, or a related field.
10+ years of progressive experience in US agency management; experience in procurement is highly relevant.
In-depth, expert-level knowledge of the digital media ecosystem, including programmatic, paid search, social media, connected TV (CTV), and digital audio.
Direct experience managing or overseeing large-scale media budgets in the US, ideally $100M+ annually.
Significant experience in the life sciences, pharmaceutical, or another highly regulated industry is preferred.
Direct experience with pharmaceutical marketing review processes and regulations (e.g., FDA OPDP/APLB guidelines).
Proven track record of developing and managing relationships with media agencies, publishers, and ad tech vendors, including direct experience negotiating SOWs and performance terms.

Position Summary

Duties And Responsibilities
Under engineer and more senior designer direction, craft electro-mechanical packaging of industrial control panels and enclosures based on high-level concepts, schematics, and block diagrams using SolidWorks.
Apply creative design skills and CADD practices to the independent and collaborative generation of layout, assembly, and detail schematic and wiring/cabling drawings for electrical and electronic equipment of simple to moderate complexity using Altium Designer.

Position Summary
The Waterfront Engineering Manager coordinates, directs and manages the day-to-day efforts and work of Waterfront Engineers to effectively support production work across all MSD product lines (Submarines and Deep Submergence). This position is responsible for Continuous Improvement of Waterfront Engineering processes throughout Oceaneering's Marine Services Division (MSD) in Chesapeake, VA. Travel to remote sites may be required, up to 10% of the year.
Duties And Responsibilities
Coordinates, directs and manages the day-to-day Waterfront efforts to effectively support Project Engineers, Planners, and Test engineering groups support of production work across all MSD product lines (Submarines and Deep Submergence Systems).
Manages the workload to coordinate resources for the Waterfront area to effectively meet safety, cost and schedule constraints.
Formulates, reviews and updates engineering methods and processes to increase safety, quality and production effectiveness.
Provides independent judgment in the resolution of problems that may not be readily apparent due to unforeseen circumstances, vague symptoms or incomplete facts/figures.
Leads and participates in across-the-division process improvement efforts and training for better effectiveness and efficiency of work efforts.
Takes broad independent action to ensure the Engineering Department achieves its objectives on strategic and operational matters affecting major functions. Such actions are made in concert with senior management peers across the Division so as to improve effectiveness of the entire organization.
Seeks counsel and guidance from the Senior Engineering Manager and all members of management on issues and policies that affect the entire Division.
Such issues may include project priorities, personnel requirements and control of overhead costs,financial policies as applied to the Engineering Department.
Promotes effective customer relations through frequent communication. Consults with customers to gain cooperation and acceptance of ideas and actions. Projects a positive image to employees, customers and similar industrial companies by ensuring a cost-efficient, quality product is produced in accordance with the customer's requirements.
Maintains a positive work environment through positive actions to affect morale, providing adequate opportunities for employee personal growth, and ensuring MSD meets applicable federal, state, local and company employment laws, regulations and policies.
Encourages an effective team environment both internally and with customers.

Responsible for maintaining and updating the applicable Process Instructions and software.
Manage departmental man hour allotments for all funded work. Notify applicable program manager prior to exceeding budgets.
Takes proper and judicious disciplinary measures when required. Consults with Human Resources for assistance with handling grievances and corrective actions.
Coordinates efforts with the Chief Engineer, Planning Manager, Design Engineering Manager, and Chief Test Director.

Qualifications
Bachelor of Science in an Engineering Discipline (Mechanical, Nuclear, or Structural preferred).
Minimum five (5) years in a leadership role associated with maintenance, modernization, repair and overhaul of naval vessels or in process development or controls for a manufacturing company.
Extensive technical knowledge and/or at-sea operational experience with submarine, deep submergence and/or surface naval vessel hull mechanical, electrical and/or combat systems.
Minimum five (5) years' experience in the development of Technical Work Documents in support of critical and complex maintenance and repairs on submarines, surface combatants, Deep Submergence systems and manufacturing.
Familiarity with various COTS (Commercial off the Shelf) software, such as MS Office as well as US Navy software (ATIS, SVTMs, PMS, SCLSIS, PC Bolts, etc.).
Must be a U.S. citizen who is not a dual citizen of any other country.
Ability to obtain and maintain a Secret security clearance.
KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS:

Position Summary
The Engineer IV applies advanced technical knowledge to Oceaneering's Marine Services Division's (MSD) engineering and design activities. This role is located in Chesapeake, VA. The Engineer IV provides technical leadership and oversight for large and/or complex projects under the direction of a Project Manager. This role assists the Design Engineering Manager and Project Manager in defining and managing resource requirements, schedule, and cost for projects under his/her cognizance.
The Engineer IV interacts with other MSD personnel including those in QA, Manufacturing, Purchasing, Shipping and Receiving, as necessary to provide engineering support to MSD manufacturing, integration, and test activities. They direct an engineering design/production team in development of a design project/production availability throughout the entire cycle from initial concept/planning through successful completion. Position Summary
Perform various welding processes to repair, modify and install various pipes, structures, foundations and fittings associated with shipboard hydraulic, pneumatic and water systems. Select proper materials and requirements to perform welding functions. Fabricate and install fixtures and jigs required for welding process alignments. Involves heavy lifting, frequent stooping or bending and possible working assignments in overhead structures, confined spaces or beneath machinery. Strict adherence to safety, quality standards, good housekeeping habits, high level of critical thinking/reading comprehension, and frequent travel/overtime are required.

Requires limited supervision/oversight. Is familiar with the trade qualifications and can perform most tasks required as a Welder.
Must be able to understand and perform the basic set up, adjustment, and operation of various welding equipment and hand tools used in the trade.
Select welding filler material, joint design and proper heat ranges as directed by Technical Work Documents.
Read and understand basic terminology, blueprints, drawings and schematics to plan installation, modification or repair prior to commencing the process.
