BLUHAWK, LLC is seeking a Mid-Level HUMINT Collection Manager to Lead end-to-end HUMINT collection management, turning validated intelligence requirements into executable plans, synchronizing operations, and maximizing reporting value across the mission.
Responsibilities
Translate PIRs/EEIs and tasking (e.g., SDRs/HCRs) into prioritized HUMINT collection plans with clear guidance and timelines.
Coordinate, synchronize, and deconflict HUMINT activities with case officers, reports officers, and other collectors to prevent duplication and close gaps.
Track requirements status and collection performance; recommend retasking and produce gap/risk assessments and posture updates.
Integrate HUMINT with other INTs (SIGINT, GEOINT, OSINT) to inform targeting and all-source analysis.
Review/QA HUMINT reporting (e.g., IIRs/field reports) for accuracy, sourcing, tradecraft compliance, and timely dissemination.
Liaise with partner agencies and operational stakeholders; represent the team at collection working groups and targeting/requirements boards.
Ensure activities comply with legal, policy, and security requirements; brief leadership on collection effects, risks, and mitigations.
Qualifications
8+ years conducting analysis/collection relevant to HUMINT collection management; at least a portion within the last 2 years.
Active TS/SCI with ability to obtain/maintain a polygraph.
Bachelor's degree in a related field (e.g., International Relations, National Security, Regional/Area Studies, Political Science) from an accredited institution.
Requirements triage/prioritization, interagency coordination, analytical writing, briefing senior leaders, and mission compliance.
Preferred Qualifications
Prior support to DoD/IC HUMINT operations (collection management, reports, or case support).
Familiarity with requirements management workflows/tools and HUMINT reporting standards.
Experience integrating multi-INT leads into HUMINT tasking and assessing collection effectiveness.
Strong stakeholder engagement and liaison experience across partner agencies.
