Bluehawk is seeking a knowledgeable and proactive Personnel and Facility Staff Support Specialist to provide comprehensive security and facility management support to the Department of Homeland Security's (DHS) Countering Weapons of Mass Destruction (CWMD) Directorate. The ideal candidate will assist in developing and maintaining CWMD's collateral and SCI security programs, ensure compliance with DHS and federal security policies, and support personnel and facility security operations across multiple mission areas.

Responsibilities
Support the development and drafting of CWMD Security Standard Operating Procedures (SOPs) covering SCI and collateral operations.
Maintain document control and accountability for classified materials, ensuring compliance with DHS and federal security requirements.
Draft procedural guidance and contribute to the development of classification management marking guides.
Track and maintain security files, personnel records, and classified material documentation.
Develop and deliver recurring security training programs including:
Annual Security Awareness Training
Derivative Classification Training
SCI and OPSEC Training
New Hire Onboarding Security Orientation
Manage the CWMD OPSEC Program, ensuring ongoing compliance and employee awareness.
Conduct security briefings and orientations for new hires, senior staff, and visiting personnel.
Oversee access control for CWMD spaces, including badge and entry management.
Manage the foreign visitor program, ensuring all requirements are met and properly recorded in ISMS.
Coordinate with the DHS Physical Security Section for installation, testing, and maintenance of security hardware (alarms, safes, swipe access systems).
Conduct and track vulnerability assessments, site surveys, and repair/maintenance work orders to ensure compliance with DHS standards.
Manage the lifecycle of GSA-approved containers (safes), including tracking, certification, and maintenance.
Prepare, submit, and manage Visit Authorization Requests (VARs) for both CWMD employees and external visitors.
Prepare and submit DOE Q clearance requests and maintain related records.
Support OCSO PSD with new hire security processing and documentation management.
Conduct program-wide collateral security assessments and ensure compliance with Industrial Security Program requirements.
Assist with the preparation and review of DD Form 254s, coordinating with the Industrial Security Program Branch.
Provide guidance on National Interest Determinations (NIDs) for companies with foreign ownership performing classified work.
Support the development and updates of the Security Classification Guide (SCG) for CWMD.
Provide briefings and guidance related to industrial security and facility clearance processes.
Qualifications
High School Diploma or equivalent required.
Minimum of 3 years of specialized experience in security adjudication, personnel security, or industrial security.
Demonstrated knowledge of security investigation and adjudication processes, including review and evaluation of Reports of Investigation (ROIs).
Experience making security and suitability determinations and preparing related documentation.
Strong written communication, organizational, and computer skills (Windows environment proficiency required).
Must hold an active Top Secret clearance at onboarding.
Preferred Qualifications:
Experience supporting DHS, DoD, or Intelligence Community security programs.
Familiarity with Industrial Security, OPSEC, SCI operations, and physical access control systems.
Previous experience in security training, vulnerability assessments, or facility security management.
