This position will be a Proposal Pricing Analyst as part of a well-established and high performing team that supports Insitu Competitive and International business capture, pursuing domestic and international business for commercial and defense Unmanned Aerial System (UAS) applications. The Pricing Analyst acts as a trusted advisor to the Business Development and Program Management functions, and is relied upon to deliver a complete, accurate, and timely total cost estimate for contemplated new and follow-on business pursuits.
* Develops or reviews proposal pricing for high visibility/risk or technically complex efforts in accordance with RFP, statement of work and company requirements
* Determines estimating methodology; develops and documents estimate assumptions
* Researches and analyzes historical data, develops cost/financial models to support proposal efforts
* Supports audits, fact-finding, proposal updates, negotiations, sweeps and certifications
* Prepares and delivers briefing materials and participates in pricing reviews with management and customer representatives
* Participates as a member of the contract negotiating team
* Develops cost estimating relationships
* Develops and implements process improvements
* Develops proposal pricing strategies
* Identify and understand issues, problems, and opportunities; compares data from different sources to draw conclusions; uses effective approaches for choosing a course of action or develops appropriate solutions; takes action that is consistent with available facts, constraints, and probable consequences.
Qualifications
* Must possess strong Excel skills
* Must be comfortable with complex financial models and large data sets
* Must work well in a fast-paced team-oriented environment
* Must have proven ability to integrate team-based activities, and conduct complex analyses under intense schedule pressure with little supervision
* Must have ability to develop and implement process solutions/improvements that require navigating divergent opinions and consensus-building
* Knowledge and understanding of accounting disclosure statements, Truth in Negotiation Act (TINA), applicable FAR and agency supplements that influences the development of price negotiation
* Knowledge and understanding of aerospace industry standards, operations, engineering processes, and associated risks/opportunities
Preferred (but not required)
* ProPricer experience.
* Government Proposal Pricing & Estimating experience.
* Experience or knowledge of ERP systems preferred (Salesforce, Deltek, Costpoint, SAP)
* Experience in either competitive proposal pricing, FAR 15 sole source pricing, or both
Typical Education and Experience:
10+ years of relevant experience with a Bachelors degree or 8+ years with a Masters or comparable combination of education and experience.
This is a Remote position however we highly value onsite time with colleagues and customers. Candidates within a reasonable travel distance of Bingen, WA, may be requested to attend company events and meetings. Candidates outside of the travel area may still need to travel to the company site once a quarter.

Role Summary
The Revenue ManagementAnalyst works on a fast-paced team whose responsibilities include demand forecasting, revenue optimization, and analyzing changes in market conditions such as capacity, competition, schedules and fares. The Revenue Management team makes decisions in the development, implementation, and tracking of appropriate inventory allocation strategies and provide recommendations to generate revenue and push the business forward.
Key Duties
In the entry level, you will develop proficiency in Revenue Management Systems, including demand forecasting, elasticity, and marginal revenue transformation, and provide input into the design and implementation of strategies to optimize revenue.
In the intermediate level, you will use a solid understanding of revenue management principles to analyze market conditions, adjust overbooking levels and historical no-shows, extract relevant commercial data from dashboards, databases, and Revenue Management Systems to implement revenue optimizing strategies, and communicate strategies and results to senior management.
In the senior level, as a subject matter expert in analyzing changes in market conditions, you will apply deep knowledge to determine an approach to ambiguous business challenges, be accountable to meeting/exceeding unit revenue goals and KPI's, create process improvements, and exercise considerable judgement on inventory strategy decisions that you will communicate across the company.

What You'll Get to Do:
The Principal Planner/Scheduler will be hired directly into our Scheduling Center of Excellence and placed on programs within the Mission Systems (MS) Sector. The MS scheduling organization focuses on skill development and, most importantly, creates a pathway for professional development and progression. The Center of Excellence provides training within a standard, common tool suite that allows for speed, productivity and integration while facilitating compliance and focusing on program execution.
The Principal Planner/Scheduler is responsible for coordinating with engineering and operations teams to decompose scope and develop the program's schedule baseline. This position will work within a team environment consisting of program management, technical, production, financial and other supporting staff. This is a career building role that provides exposure to contract management, production operations, risk and opportunity management and program management practices.
The ideal candidate will have strong teambuilding skills, exhibit strong in, and possess comprehensive verbal and written communication/presentation skills.
Roles and Responsibilities include, but are not limited to, the following:
Apply knowledge of product development planning to establish and control the program schedule baseline; coordinate with a multifunctional teams to update status for management decision making on complex development and production programs.
Coordinate with business management and project management staff to develop an integrated program measurement baseline to manage cost, schedule and technical performance of the program
Use project scheduling software to plan and gauge progress against the plan. Identifies performance variances to facilitate focus and intervention on critical areas with the technical (engineering and operations) leads. Works with the program team to develop courses of action and risk mitigation strategies to address performance issues.
Perform thorough project analysis through metrics reviews and predictive analysis to enhance cost, schedule and technical performance.
Perform Schedule risk analyses and works with the program manager to resolve risky schedules, critical path issues and network logic conflicts.

Basic Qualifications
Bachelor's degree with 5 years of professional related experience -OR - a Master's degree with 3 years of professional related experience.
Will consider 9 years of applied experience in lieu of degree requirement.
3 years of project scheduling experience using Microsoft Project, Oracle P6, Deltek Open Plan or other related scheduling tool.
Experience using MS Office Suite, specifically Excel, PowerPoint, and Word.

This role will be responsible for providing comprehensive financialmanagement, planning, analysis and reporting support to NHP contracts, primarily the USCG MH-60T program.
Responsibilities will include working directly with Naval Helicopter Program (NHP) Program Management, FinanceManagement and Functional staff to ensure compliance with all PPM and financial process requirements.
Specific tasks for assigned programs will include: weekly contract cost tracking, coordination of monthly EVM process, cost/schedule variance analysis and reporting, EAC/CEAC analysis, risk and opportunity identification, and conduct of orders, sales, profit and cash forecasting.
Analyst will work directly with program Control Account Managers (CAMs) to develop and maintain contract budget baselines. conduct Budget Change Request (BCR) analysis and incorporation into financial tools, interface with Master Planning/Scheduling staff as needed in order to properly integrate cost and schedule and lead the submittal of the monthly IPMR deliverable to the customer.
Analyst will also lead the development of LRP & Operating Plans, preparation of Quarterly CSR P&L EACs and out-brief packages, support of proposals and ROM estimates, as needed.
Periodic travel to other LM and customer sites may be required.

Duties and Responsibilities

Provides technical assistance to assigned departments and/or divisions on quarterly budget reviews and periodically throughout the fiscal year; receives and analyzes quarterly financial information submitted by departments; determines trending patterns; provides recommendations for correcting budget deficits and/or re-allocating excessive funds.
Determines the most appropriate courses of action to resolve budget related inquiries from departments related to budget conformance with established procedures, re-organizations, and budget impact on position transfers and re-classification of positions; advises and follows through on implementation of proposed adjustment necessary to meet department needs and County objectives. Provides recommendations regarding funding capacities and recommends funding solutions as necessary.
Reviews administrative resolutions and ordinances on agenda items presented by departments to the Board of County Commissioners for completion and accuracy; analyzes information provided and recommends changes prior to submission.
Provides current and accurate expenditure and revenue information and analysis to supervisors, Directors, and Deputy County Managers using financialmanagement systems software, databases, spreadsheets, and reports.
Works collaboratively with budget staff to create Biennial Budget Book, the Budget in Brief, and the external Budget Quarterly report for external use by public and state agencies and county-wide internal use by County executives, elected officials, and the Board of County Commissioners; prepares narrative and financial sections for these documents.
Reviews contracts and grand agreements to ensure that funding, including grant matching funds, are available prior to execution.
Assists with budgeting salary and benefit costs.
Assists with revenue forecasting, including analyzing tax revenues; licenses and permit fees; investment income; charges for services, etc. Work with departments as necessary to work through assumptions making recommendations based on factors including but not limited to historical trends, legislative and economic changes, and departmental changes.
Reviews and analyzes the impact of new or changed legislation from federal and state government.
Conduct training sessions for County staff with respect to budget procedures, and budget operating system.
Analyzes past budgets; research economic and financial developments that impact the County's revenue and expenditures.

Qualifications:
Bachelor's degree in accounting, finance, economics, business administration or related field.
