Essential Duties and Responsiblities
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following:
1. Performs a variety of peace officer duties in the enforcement of laws, the protection of persons and property, and crime prevention and suppression; performs assignments in specialized areas including motorcycle patrol, K-9 program, street crime prevention, gang suppression, community oriented police and related program areas.
2. Enforces state, local and federal laws and ordinances; issues verbal warnings and citations; pursues and apprehends suspects; coordinates crime scene control and investigation activities.
3. Patrols a designated area of the City to ensure security of life and property, observe situations and deter or prevent the commission of crimes; enforce traffic and other laws and ordinances.
4. Responds to general public service and crime victim calls, traffic hazards, stray animal reports and related misdemeanors and felony incidents; deploys police dog to protect self and others as assigned.
5. Plans, executes, writes and serves search warrants; search suspects, vehicles, residences and buildings for evidence, contraband, and lost or missing people.
6. Serves arrest warrants; makes arrests for crimes committed under penal and institute codes; performs booking procedures for new prisoners; contacts and interviews suspects and witnesses to gain additional information.
7. Processes and stores evidence and property found at various crime scenes; maintains records and enters data into computer as necessary.
8. Investigates traffic accidents and incidents; responds to calls; requests emergency services as required; provides traffic and crowd control.
9. Prepares a variety of reports and documents on assigned cases; prepares and maintains files; ensures documentation of all case activities.
10. Reviews and investigates reports relating to vehicle theft/accidents and cellular phone fraud; identifies locations of illicit drug use and sales.
11. Provides assistance in a variety of investigations relative to assigned area of responsibility including narcotics, crime suppression and theft; gathers information from witnesses and informants; interviews suspects; prepares reports and follows up on investigations.
12. Testifies in juvenile and civil courts and associated hearings; prepares and processes documents and reports as assigned.
13. Maintains and operates specialized police surveillance equipment including transmitters, radios and cameras.
14. Performs related duties and responsibilities as required.
Minimum Qualifications
EXPERIENCE AND TRAINING GUIDELINESMinimum requirements as a condition of hire:
Experience:
Completion of the Police Academy.
Must be currently employed or havebeen employed within the previous twelve months (and completed probation)as a Peace Officer with a POST recognized California Law Enforcement Agency.

The City of Banning is located in Riverside County along the route of U.S. Interstate 10 approximately 25 miles northwest of Palm Springs and 82 miles east of Los Angeles. Supplemental Information
PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS: Requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping, and the ability to lift up to 25 pounds or more in the performance of daily activities. Requires both near and far vision and the ability to distinguish colors and acute hearing. Incumbents may work outdoors in all weather conditions. Entails working in hazardous situations, which may involve abusive persons, potential physical violence and the potential of risk of exposure to chemical and biological hazards.
RETIREMENT: New employees with uninterrupted recent service with CalPERS (Classic employees) pay 5% of the employee rate and the City shall contribute 4% to total the required 9% with the 2% @ 50 Plan and 3 Year Average formula. New hires (PEPRA employees) with no CalPERS service as of January 1, 2013, will pay 13.75% of the employee rate and will be subject to the 2.7% @ 57 Plan, with 3 Year Average formula and a mandatory contribution of normal costs as established by the new Public Employees' Pension Reform Act law. The City also participates in Social Security, including Medicare costs.
CITY PAID BENEFITS: City employees can participate in an employer paid CalPERS mid-tier HMO Healthcare Plan. Participating employees are also provided cafeteria benefit money to use for dental, vision, and supplemental plans.
All members of the Police Unit shall pay for a long-term disability insurance plan.
LIFE INSURANCE: The City provides a basic life insurance policy to each employee in the amount of $50,000.
EDUCATION INCENTIVE PAY:
Educational incentive pay is based on qualifications and guidelines in current BPOA MOU.
TUITION AND BOOKS REIMBURSEMENT: Police Unit employees, who pass probation, will receive a maximum of $4,000 per fiscal year for tuition and books for all Police Unit employees enrolled in an approved Associate of Arts/Sciences or Bachelor of Arts/Science Degree or Master of Arts/Science Degree program in a university or college recognized by an accrediting institution.
BILINGUAL PAY: The City pays an additional 5% of the employee's salary for employees who are certified in certain languages.
SPECIAL ASSIGNMENT INCENTIVE: The City shall additionally pay a 5% premium for the following special assignments, provided that no such premium shall attach when the officer is otherwise working an 84-hour shift: This premium pay shall be effective with the beginning of the payroll period starting after July 1, 2001 and shall not be pyramided.

UTILITY ALLLOWANCE: $150 per month towards the cost of water and electric service shall be provided to employees who reside within the City limits of the City of Banning.

Lateral Hiring Incentives
A $25,000.00 hiring incentive ($8,333.33 at completion of the Officer's field training/ $8,333.33 upon successful completion of probation/$8,333.33 at the Officer's two - year anniversary with the Downey Police Department.
The carry-over of the accumulated sick leave balance at separation from the former agency, up to 360 hours.

In addition to pay, the City offers competitive benefits including City paid medical insurance coverage up to the Kaiser (HMO Plan) family rate currently at $1,962.06 per month, a tuition reimbursement program that covers up to the Cal State rates, and a "3/12" work schedule.
Education Incentive Pay: An additional 7% of base pay for an Associate's degree or equivalent units (60) OR Intermediate California (CA) P.O.S.T. Certificate. An additional 10.5% for a Bachelor's degree or equivalent units (124) OR Advanced California P.O.S.T. Certificate.
Merit Longevity: Employees become eligible for additional merit longevity pay increases after 5 years at 2.75%, 10 year at 5.5%, at 20 years of service, 8.25%, and at 25 years of service, 13%. Effective 12/23/02, full-time years of service as a certified Peace Officer with another CA P.O.S.T. law enforcement agency shall apply to longevity as though earned with the City of Downey after the initial probationary period has been completed.
Retirement: In accordance with Public Employees' Pension Reform Act (PEPRA), new hires enrolled after January 1, 2013 will be under the 2.7% @ age 57 formula as a new member to the California Public Employees' Retirement System (CalPERS). This enrollment will require a member contribution of 12.25% of reportable earnings. Laterals with active classic CALPERS membership or classic membership in another California retirement plan that provides eligible reciprocity with CalPERS, will qualify for the 3% @ age 55 retirement formula. This formula will require a member contribution of 9% of reportable earnings.
Description: To perform law enforcement and crime prevention work; enforce State and local traffic regulations; perform investigative work; and participate in and provide support and assistance to special department crime prevention and enforcement programs.
The following examples are intended to describe the general nature and level of work performed by persons assigned to this classification.
Patrols assigned area in patrol car to preserve law and order, to prevent and discover the commission of crimes, and to enforce traffic regulations; responds to calls and complaints involving traffic accidents, robberies, disturbances, and other misdemeanors and felonies, and take necessary police action; make arrests; take charge of, and guide and direct the work of other law enforcement personnel in various situations until relieved by a supervisor officer.
Conducts motor vehicle accident investigations; provides first aid for injured persons, and take safeguards to prevent further accidents; interviews principals and witnesses; takes written statements and examines conditions of accident scene; and clears or directs clearing of obstructions and wreckage.
Investigates crimes against persons and property; interviews victims and witnesses; searches for, evaluates and secures/collects evidence; and arrests suspected perpetrator(s).
Investigates complaints involving juveniles, including reports of child neglect and persons reported to be contributing to the delinquency of minors; checks business establishments and public places known to be frequented by juveniles; and arrests juvenile and adult offenders.
Processes warrants and apprehends or assists in the apprehension of wanted persons by court orders or actions in criminal cases.
Maintains knowledge of local ordinances and state laws, rules of evidence for criminal cases, crime prevention techniques, current investigation techniques, traffic control techniques, care and custody of persons and property.

Education: High school graduate or equivalent AND completion of a California (CA) Commission on Peace Officer Standards and Training (P.O.S.T.) Academy.

California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles.
Physical Tasks and Environmental Conditions: Work is performed both inside and outside in seasonal climate and weather conditions. Slippery surfaces, oily conditions, dust, dirt, and odors are conditions frequently encountered. Must constantly work with noise from traffic and police radio. Position requires availability to work weekends, evenings, holidays, on-call and overtime. Physical demands include constant arm and leg movements, driving, standing, and sitting for long periods of time. Bending, stooping, lifting, running, squatting and climbing is also required.

EMPLOYEE BENEFITS - POLICE OFFICER
HOLIDAYS - Holidays shall be granted on the basis of twelve (12) hours per month with no specific date designated.
VACATION - All public safety employees accrue a total of three hundred twenty (320) vacation hours. After completion of 60 months of service, forty (40) additional hours vacation shall be granted.
SICK LEAVE - Eight hours per month accrued by full-time employees for sick leave. There is unlimited accumulation, and the City has an annual payoff plan for unused sick leave, plus a payoff plan upon termination.
HEALTH INSURANCE - Employees hired prior to January 28, 2017, the City will provide up to $1,306.24 per month (Kaiser Family rate) towards health coverage through the Public Employees' Retirement System (PERS). Employees already covered by a health insurance plan equal to or better than the City's PERS coverage may cash out $600/month. Employees hired on or after January 28, 2017 are not eligible for the retiree longevity stipend. Tier 3 employees shall also make a mandatory $50 per month contributions to the Retiree Health Savings plan.
DEFERRED COMPENSATION- The City shall contribute a one-time, six hundred dollars ($600.00) deposit into the members' deferred compensation accounts, who participated in a deferred compensation program during Fiscal Year 2014-2015. Effective July 1, 2015, the City shall match up to fifty dollars ($50.00) per month for members who participate in a deferred compensation program.
DENTAL - The City contributes up to $62.23 per month towards premiums.
VISION - The City contributes up to $45.42 per month towards premiums.
LIFE INSURANCE - The City provides 2 plans: 1) one-half of the employee's annual salary, plus a $100,000 accidental death while on duty plan; and 2) a $10,000 life and accidental death while on duty plan.
SENIOR OFFICER PAY (LONGEVITY)- 10 years of service = 2% of base salary; 15 years of service = 3% of base salary; 20 years of service = 4.5% of base salary; and 25 + years of service = 7% of base salary.
RETIREMENT - The employee pays the entire member contribution to the Public Employee's Retirement System. POLICE OFFICER SALARY AND BENEFITS:
The salary for Police Officer is $7,586 - $10,117 per month, plus very generous benefits and salary incentives.
Retirement Benefits
An employee who is a Classic member of CalPERS or a current member of another California public retirement system who is hired on or after January 1, 2013, will be enrolled in the CalPERS 3.0% @ age 50 benefit formula with one year final compensation. Employees contribute 12.0% of salary on a pre-tax basis as their full share of their member contribution. Employees do not pay into Social Security.
Effective January 1, 2013, newly hired sworn employees who are new CalPERS members, as defined by the Public Employees' Pension Reform Act of 2013 (PEPRA), will be enrolled in the CalPERS 2.7% at age 57 defined benefit plan with three year final compensation, in accordance with Public Employees' Pension Reform Act of 2013 (PEPRA). New members will be required to pay half of normal retirement costs of pension reportable salary as their full share of their member contribution.

Senior Officer Pay- Officers not in special assignments with over 6 years of service with the Orange Police Department receive additional 5% of base salary per month.
Longevity/Retention Pay- Officers with over 10 years of sworn service receive $200 per month, officers with over 15 years of sworn service receive $300 per month, officers with over 20 years of sworn service receive $400 per month, and officers with over 25 years of sworn service receive $500 per month.
Bilingual Pay- If qualified, officers may receive $300 per month.
Other Benefits
Orange Police Officers work a 3/12 schedule for Patrol Officers and a 4/10 schedule for all special assignments. Employees receive 105 hours per year of holiday accrual, and 80 hours of vacation for the first 4 years of service. Vacation accrual increases to 120 hours upon 5 years of service, and increases to a maximum of 220 hours after 30 years of service. The City also pays court standby pay. In addition to retirement, the City offers an optional Deferred Compensation Plan.

APPLICATION AND SELECTION PROCESS:
Applications must be received by February 2nd to be considered for the Physical Agility Test scheduled tentatively for February 28, 2026.
Applications are being accepted on a continuous basis in order to meet the needs of the City.
STEP #1: SUBMIT APPLICATION
Applications must be completed and submitted online. Candidates are required to provide specific information on their education and experience as it relates to the position by completing all fields of the application. Applications may be rejected if incomplete (resumes are not accepted). Candidate notifications are sent via email. Please make sure your email address is correct and check your email periodically during the application process. Candidates who pass an initial application screening will be invited to continue in the selection process.

Candidates must attach a copy of their applicable California POST Certificate(s) to their application as indicated below.
Academy Graduate candidates must attach the following:
* California POST Basic Police Academy certificate of graduation (dated within the past 18 months of application date).
Experienced Police Officer candidates must attach the following:
* Current California POST Basic certificate (or higher) or CA POST requalification Course certificate.
* Out-of-State applicants: California POST Basic Course Waiver.
Do NOT attach any additional documents (i.e. resume) to the application other than what is listed above, as they will not be accepted or reviewed in the application process.
STEP #2: PHYSICAL AGILITY TEST (PAT)
Qualified applicants who submit the required certificates, as stated above, will be invited to the PAT when a test date is established. The PAT is typically scheduled several times per year.

STEP #3: ORAL INTERVIEW EVALUATIONS
Candidates who successfully pass the PAT will be invited to the interview evaluation.
ELIGIBILITY LIST
Candidates must pass all three (3) of the steps listed above to be placed on the City's Eligibility List. The application screening and physical agility test are all qualifying steps (pass/fail). The oral interview evaluation is weighted 100% and determines a candidates' placement on the eligibility list. Eligibility lists are valid for one (1) year from the date they are established unless it is exhausted sooner or extended for an additional period of time.
FINAL PHASES OF THE SELECTION PROCESS:
Upon being placed on the eligibility list, appointment(s) will be made after successfully passing each of the following components: polygraph examination, a comprehensive background investigation, interview with the Chief of Police, and the post-offer pre-employment psychological evaluation and medical examination. All employment offers made by the City are contingent upon establishing proof of a prospective candidate's legal authorization to work in the United States.

EDUCATION, TRAINING AND/OR EXPERIENCE:
* Must be a high school graduate, pass the General Education Development test or other high school equivalency test approved by CDE, or have attained a two-year, four-year, or advanced degree from an accredited or approved institution.
* College course work with an emphasis in police science, social sciences, or related field is desirable.
LICENSE AND/OR CERTIFICATE:
* Class C California Driver's License. Revocation of license during employment may result in disciplinary action or reassignment.
ADDITIONAL REQUIREMENTS PER P.O.S.T. REGULATIONS:
* Vision: 20/20 each eye corrected or uncorrected. Normal color vision.
* Hearing: Normal hearing acuity.
* Height/Weight: In proportion to age and frame.
* Citizenship: Legal authorization to work in the United States under federal law.
* Age: 21 years of age or older at the time of appointment.
