THE POSITION
This recruitment is a continuous recruitment and will be closed when a viable candidate pool has been identified.
Employees in this trainee-level, non-safety assignment, will be completing a POST certified Basic Police Academy (POST Academy), or those who are currently enrolled in an academy, and as such are considered temporary, at-will employees serving at the pleasure of the hiring authority. Assignment to this classification is limited to a maximum of one year. A Police Officer (Recruit) who fails to successfully complete the academy will be terminated.

The Police Officer (Recruit) will undergo a polygraph examination, thorough background investigation, psychological assessment, medical examination, and drug tests prior to attending a POST Basic Police Academy of the City's choosing. Attendance at the academy is at the City's
expense. Upon successful completion of a POST Academy, the Police Officer (Recruit) is sworn in as a peace officer in the Police Officer (Entry) class and begins an 18-month probationary period.

In addition to attending the POST Basic Police Academy to gain training and proficiency in law enforcement terminology, concepts, and techniques, and to gain the requisite knowledge to be eligible to perform the duties of a sworn peace officer, candidates may perform the following duties as assigned:
Ride with officers to observe and learn peace officer responsibilities and techniques.
Operate police information equipment, including computer systems, teletypes and telephones to enter and research information at the direction of an Officer or police civilian.
Assist in processing, packaging, labeling, storing and destroying property and evidence; may provide assistance with photocopies, files, indexes and locating police records and related paperwork.
Perform errands for the department such as transporting information and paperwork to court and district attorney offices; perform related duties as assigned.

Completion of 39 semester units or equivalent from an accredited college or university is highly desirable.
OTHER REQUIREMENTS:
Possession of a valid California driver's license
Be 20 years old at the time of appointment, and at least 21 years of age upon POST Academy graduation
Vision correctable to 20/20 in both eyes with normal color vision

**A PELLETB or NTN passing score along with a WSTB passing score, is required to move forward in the selection process.

Individuals who are found to be the most qualified will be invited to participate in an oral panel interview.
Oral Panel Interview:
Oral panel interviews are weighted at 100% of a candidates score. Those whom have scored the highest will be placed on the register of eligibles and referred to the department for further consideration.
Background Investigation:
The most qualified candidates will be provided a conditional offer letter and invited to move forward in the selection process to a background investigation in accordance with applicable law, regulation and/or policy. Candidates will be required to complete and submit a State of California Personal History Statement (POST Form 2-251 Rev. 01/2024). The information that you provide in the Personal History Statement will be used in the background investigation to assist in determining your suitability for the position of Police Officer (Recruit), in accordance with POST Commission Regulation 1953. Background investigations will also include live scan fingerprinting, and polygraph examination.
Those candidates who pass the background investigation portion of the selection process may be invited to a Chief's interview. Based on a candidates suitability as determined by the background investigation and Chief's interview, a pre-placement psychological and medical examination would be the next step in the selection process.

Duties and Responsibilities:

The Sheriff's Office has a current budget of approximately $600 million and has over 1600 authorized positions, including in excess of 1000 sworn personnel. MINIMUM QUALIFICATIONS
EITHER I Experience: The equivalent of eighteen (18) months of experience as a Deputy Sheriff I in the Alameda County classified Service and possession of a California Peace Officer Standards and Training (POST) Basic certificate. OR II Experience: A minimum of 36 months full-time experience as a Peace Officer in a California law enforcement agency (municipal or state police department, Sheriff's department, or California Highway Patrol) with a separation date within 36 months of application date and possession of a California POST Basic certificate. OR III Experience: A minimum of 36 months full-time experience as a peace officer in a law enforcement agency outside of California and possession of a valid Basic Course Waiver (BCW) issued by California POST. AND License: Valid California State Motor Vehicle Operator's license by date of appointment. Age: Must be at least 21 years of age at time of appointment. 1. Additional Days Off with Pay. Position Summary

* Must be a minimum of 21 years of age by the time of sworn appointment.

Benefits
Retirement: CalPERS retirement formula is 3% at age 55 for Classic members or; 2.7% at age 57 for "new members" as defined by Government Code §7522.04(e). Medicare participation and option to participate in 457 deferred compensation plans. City contributes equivalent of 1.5% of base pay and employee contributes 1% of base pay each pay period towards a medical after-retirement account (MARA).
Health Insurance: City offers a choice of medical HMO (two providers) or PPO plan, and offers vision and dental coverage. City pays 100% of vision and dental premiums for employee and eligible dependents. Employees shall contribute 10% of the HMO premium cost based on category of coverage (single, two, family). For PPO, employee pays cost difference between PPO and HMO plans. The City offers a discretionary benefit account for employees who demonstrate health coverage elsewhere.
Vacation Leave: Forty hours of vacation credited upon date of hire. Fifteen to thirty working days annual vacation accrued, depending on length of service.
Holidays: Fourteen paid holidays per year, including one floating holiday.

**Job Purpose**
Under general supervision, a Stanford University Department of Public Safety deputy sheriff provides all aspects of general law enforcement and public safety services to the community.
Principal duties include responding to emergencies, general and directed patrol, investigation of crimes and other non-criminal incidents, traffic / bicycle enforcement and control, assisting in crime prevention activities, and other law enforcement/public safety services and duties as required. A significant degree of initiative, independent judgment, and discretion is required of incumbents to develop, maintain, and successfully perform in a community oriented, problem solving approach to policing.
A Stanford Department of Public Safety deputy must possess, maintain proficiency, and exercise the knowledge, skills and abilities necessary to perform law enforcement functions. The knowledge base and skills required for this position include, but are not limited to: an understanding of pertinent federal, state, and local laws, codes and regulations, including laws governing the apprehension, arrest, and custody of persons who are believed to have committed violations of the law; rules of evidence pertaining to search and seizure and preservation of evidence in traffic and criminal cases; techniques and applications of self- defense and proper use of force; operation and maintenance of police equipment (including, for example, a police radio system), vehicles and tools (including a variety of firearms) ; department policies and procedures; and institutional policies and procedures.
Deputies have the opportunity to participate in a number of assignments such as patrol, investigations, special events, traffic, K-9, off-road motorcycle / bicycle patrol, range master, field training officer, and various lead officer positions and potential promotional opportunities. Deputies will be assigned to rotate between units and / or other units, as appropriate, at the discretion of the Director of Public Safety.
During the course of their work, deputies will be exposed to potentially dangerous and adverse conditions. Deputies must be willing and able to work in emergency situations, confined spaces, and intense life-threatening conditions. Deputies will be exposed to persons whose actions may place them in harm's way. Deputies will be exposed to bodily fluids, fumes, moving objects, and noise. Deputies must be physically able to work in circumstances requiring running, jumping, walking, crawling, kneeling, climbing, stooping, pulling and moderate lifting.
Deputies must be willing and able to work in inclement weather conditions and able to work irregular work hours and able to work all shifts. Longevity

Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: Successful completion of the Police Academy is required. An A.A./A.S. degree is desirable. Military service and relevant training may also be considered.
Experience: Successful completion of probation as a sworn law enforcement officer in the State of California.
License or Certificate:
Possession of, or eligibility for, the California POST Basic Certificate is required.

DEFINITION

DISTINGUISHING CHARACTERISTICS
This classification is structured for incumbents hired with the purpose of becoming a sworn police officer. Police Officer Trainees are hired into this position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy. Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees will be sworn in and appointed to the classification of Police Officer at the beginning of the following pay period.
SUPERVISION RECEIVED AND EXERCISED
Receive immediate supervision from higher level supervisory or management staff and from training staff at a POST-certified Basic Law Enforcement Academy.
ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:
* Attend a POST-certified Basic Law Enforcement Academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
* Receive training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.

* At the time of application, all applicants must show proof of passing the PELLETB test with a minimum T-Score of 50 and successful completion of the WSTB test (physical agility). Ideal Candidate
The ideal Police Officer candidate will work effectively in a department of 35 sworn officers and 5 non-sworn employees and embrace a community focus.
The Department handles over 20,000 calls for service each year. Patrol cars are equipped with video cameras and laptop computers. The department is located on Highway 1 in a state-of-the-art 18,000 sq. ft. facility. The department offers in-house training, county task force assignments and state-of-the-art equipment.

PEPRA members contribute 13% employee contribution plus 4% employer cost share in additional to 50% of the normal cost.
Insurance
The City provides its employees with medical insurance that allows employees to purchase medical insurance through CalPERS medical benefit plans. Some plans require employee contributions. Employee with proof of qualifying health insurance coverage through another group plan may qualify for a "Health In-Lieu Payment" when declining City coverage.
The City contributes toward dental insurance plan and vision plan for employees and all eligible dependents.
The City pays premiums for:
* Life insurance benefit in the amount equal to one time annual salary.
* Long term disability insurance
Deferred Compensation
The City contributes $6.69 per pay period to one of three City-offered deferred compensation plans: ICMA-RC, Nationwide Retirement Solutions, or CalPERS.
Second Language Incentive
Upon successful completion of proficiency examination, the City will pay $372 per month in addition to base salary for proficiency in Spanish, Tagalog, and Chinese.
Incentives
Career incentive of 5% for service of 5 years, as well as a salary incentive of $350 per month for those who have completed probation and hold an Intermediate POST certificate, or $575 per month for those who have completed probation and hold an Advanced POST certificate.
Education Incentive of $125 per month for those who hold an Associate's Degree, $175 per month for a Bachelor's Degree, $300 per month for a Master's Degree.
