POSITION SUMMARY:
Provides administrative and clinical oversight and support to BMC's Ambulatory Medical Specialties divisions. Supervises all nursing staff associated with the practices. In collaboration with the Directors, manages nursing related activities of the practices. Works in collaboration with the Medical Director(s) of the Practices, the Medical Staff, Administrative/Operational Leadership, and the Associate Chief Nursing Officer of Ambulatory Care.

ESSENTIAL RESPONSIBILITIES / DUTIES:
Quality of Care
Fosters the development of a work environment conducive to the delivery of superior nursing care and appropriate staff recruitment and retention.
Develops and implements strategies for ensuring compliance with patient care standards, laws, regulations, collective bargaining agreements, and the standards and requirements of the various professional organizations and regulatory agencies.
Participates in continuous multidisciplinary quality improvement initiatives in collaboration with members of a multidisciplinary team.
Gathers, interprets, and disseminates information on hospital-wide policies, new programs and other pertinent information to managers and staff.
Collaborates with other agencies and groups within the community to enhance patient care services.
Provides leadership to hospital-wide and nursing organization committees by either committee participation or direct leadership responsibility.
Assumes a leadership role in a changing healthcare environment and participates in the change process at various levels in the organization.
Customer Service
Ensures that practices provide service/care that meets or exceeds patient care standards.
Seeks patient feedback on service delivery for both providers and staff, taking immediate steps to respond to any complaints or indications of insufficient levels of service in collaboration with the appropriate management structure
Ensures that all staff recognizes that customers are both internal (employees, physicians, other departments) and external (patients, families, insurers) and demonstrates skills appropriate to good service (reliability, empathy, courtesy, etc.). Ensures that staff responds promptly and appropriately to customer needs. Ensure that staff effectively communicates with customers to address needs and problems. Fosters use of AIDET principles embraced by Boston Medical Center.
Ensures that staff maintains confidentiality for all patient interactions.
Personnel Management
Hires, disciplines, and fires nursing staff, within the prescribed policies of the hospital. Interprets and enforces hospital and practice policies for all employees; ensures conformance to Boston Medical Center labor agreements and grievance process. Represents the department at labor/management hearings; assists in preparation of materials for hearings and arbitration cases, as needed. Works collaboratively with Medical Director, departmental leadership, and/or physicians to ensure consistency and commitment to practices' goals and policies.
Establishes standards for an excellent customer service environment in which all patients and staff are treated with dignity and respect. Trains and evaluates staff in customer service techniques.
Support clinical daily huddle activity including attending when feasible
Assesses the adequacy of staffing levels for clinical nursing staff and makes recommendations to management regarding additional staffing needs or role changes. Assigns and monitors staff workload to ensure maximum productivity; creates an atmosphere and conditions that motivate employees to work at optimal efficiency.
Monitors employee needs for training. Develops annual training and development plans and makes appropriate arrangements for training in conjunction with each employee. Communicates practices' goals to employees and fosters a work environment that motivates employees to achieve these goals.
Completes employee performance reviews within a timely manner, and in accordance with BMC policy. Provides ongoing assessment and feedback to all employees; develops performance improvement plans where appropriate.
Evaluates and approves schedule changes and requests for time off, ensuring that the staffing needs of the departments are met. Works to resolve any wage, benefit or human resources related problems. Oversees payroll, and maintains system to document employee absenteeism.
Management of Fiscal Resources
Supports the Operations Director to prepare, monitor, and administer annual budgets for associated cost center (s) considering trends, projections, and department/hospital objectives and goals.
Develop, implement and evaluate corrective action plans for variances when appropriate.
Identify and prioritize capital budget needs for area(s) of responsibility.
Authorize labor and other expenditures to meet patient care needs for assigned clinical area. Compile and maintain practice statistics.
Demonstrate cost awareness by comparing and analyzing Center expenditures monthly and effectively utilizing space and supplies within budgetary constraints.
Strategic Management Role
Utilize BMC goals, values and behavioral attributes as the basis for decision-making and to facilitate the hospital's goals and mission.
Serve on hospital, BACO, or system committees as necessary and as requested by Directors. Take leadership role in representing Clinic at these committee meetings.
Prepare all annual and periodic reports as required.
Participate in Strategic Planning at the institution, department and unit levels.
Maintain communication with Nursing executives regarding the clinical assigned area for the purpose of Nursing-related institution-wide strategic planning activities.
Develop and implement a strategic plan in collaboration with Directors and staff that supports the multidisciplinary, cross-departmental, and institutional strategic plans.
Change established workflow standards and policies when necessary to meet changing practice needs.
Management of Regulatory Standards
Remain current regarding standards of care established by the department, the profession, and regulatory agencies.
Participate in the development, interpretation, and implementation of ambulatory practice and patient care policies, standards, and guidelines.
Establish and maintain the unit in a state of “constant readiness” for DPH and/or Joint Commission review.
Management of Professional and Clinical Standards
Evaluate the adherence to and effectiveness of unit-based, departmental and interdisciplinary clinical standards and programs through the establishment of quality improvement activities.
Facilitate and support clinical trials research as requested. Incorporates and promotes relevant research findings into clinical practice and care delivery structures as needed or directed.
Serve as a consultant on clinical matters related to areas of expertise and participate in direct care as requested, qualified and credentialed.
Demonstrate the knowledge and skills necessary to provide care appropriate to the age groups of patients regularly served. Consult/utilize appropriate resources when patients outside regularly served age groups are present.
Maintain proper infection control procedures utilizing established hospital infection control and safety procedures.
Management of Collaborative Nursing Practice
Serve as an educator/leader/role model in fostering a collaborative environment for assigned clinical area.
Maintain working relationship and clinical service environment that are responsive to the needs of internal and external customers (e.g. patients, visitors, referring providers and organizations, vendors, third party payors, schools of nursing, etc.).
Ensure that care regimens are interdisciplinary as indicated and are based on meeting individualized patient care needs and goals.
Actively support staff and own participation in leadership of appropriate patient care forums inclusive of patient care conferences/team meetings, collaborative quality improvement teams, rounds, etc.
Establish collaborative associations and mechanisms for open dialogue with hospital leadership team, Ambulatory Services management and staff, Medical Staff, and other hospital departments. Promote relationships based on mutual respect and support.
Other Duties
Identifies areas for own professional growth and assures responsibility for participating in experiences necessary to meet development needs.
Serves in Leadership role of Professional Organizations and presents at conferences.

JOB REQUIREMENTS
EDUCATION:
BSN required, Masters Degree in relevant field preferred.
CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:
Licensed to practice professional nursing as a Registered Nurse in the Commonwealth of Massachusetts required.
Basic Cardiac Life Support certification required.
EXPERIENCE:
Minimum 5 years nursing experience. 1+ year(s) clinical experience including recent experience in the assigned specialty preferred.

Identify potential changes in operating models to hit financial and performance targets in shifting from an academic to community clinic model.
Manage fiscal, IT, real estate and other functional service areas necessary to the successful launch of a clinic.
Work collaboratively with existing administrative directors and other staff across departments to ensure clinics launch and operate smoothly
Ensures the highly productive and cost effective quality performance of departments and services. Works with assigned managers, nursing management, and section chiefs/medical directors, to provide for the identification, analysis and development of operating policies, systems, programs and standards. Recommends and implements changes in policies and procedures to improve the cost effectiveness of operations and ensure that patient's time (i.e., for visits, appointments and treatments) is used in an efficient manner.
Plans departmental/divisional/sectional renovations and moves, including assessment of needs, and space utilization design. Oversees and coordinates all aspects of departmental renovations or relocation.
Analyzes current operations to identify and evaluate program strengths and weaknesses in relation to operational effectiveness. Develops strategies and plans for new program development based on analysis of competitive trends, market share data, capital needs and human resource utilization.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
Strategic Development
* Under the direction of the NSU Executive Administrator, and in partnership with the NSI Chief Administrator and Neurosurgery Clinical Site Directors, determine the overall vision, mission, direction, goals, and objectives for Neurosurgery ambulatory, OR, and inpatient operations.
* Works with departmental, hospital leadership and relevant MGB departments to prepare necessary business plans and documentation.
* Serves as a critical member and senior leader for the NSU administrative team(s). Establishes and maintains clear communications with Department leaders as to each area's performance. Interacts and builds strong working relationships with peers and clinical leadership.
* Works with hospital leadership to evaluate and monitor performance of the AMCs to support the delivery of services and the operational goals of cost containment, quality enhancement, developing a culture of safety, and patient experience.
* Develops leadership structure that maximizes clinical integration and coordination with ambulatory practices in the community.
* Participate in the NSU Clinical Operations / Quality Council and ensure NSU and NSI strategies are communicated and implemented with the Department of Neurosurgery.
Clinical Operations:
* Develop operational standards and metrics for consistent patient and provider experience across the NSU Department as appropriate. Integrated standards include (but are not limited to):
* Template/OR utilization
* Staffing ratios
* Administrative Team structure
* MD/APP teams
* Patient Intake/ Triage models
* Clinic schedules and visit lengths
* Call coverage and scheduling support
* Develop practice staffing workflows with best practices for optimal staffing experience. Ensures top of license activity for a range of staff roles.
* In collaboration with physician leadership, design and support ongoing multidisciplinary care models across Neurosurgery, and related departments (Neurology, Orthopedics, ect). Work with respective leaders to develop sustainable staffing models and financial structures that streamline patient care.
* In collaboration with NSU leadership, leads the evaluation, development, and implementation of strategies for the growth, improved access and integration of clinical services throughout MGB (i.e. establishment of centers of clinical excellence, site of care transition to community locations, etc.).
* In partnership with relevant chiefs, ACMO, directors and clinical operations leaders, oversees operations of clinical services provided in ambulatory, procedural and inpatient areas across multiple campuses (i.e. BWH, MGH, SSH, NWH, and various other sites).
* Works to achieve system level clinical and quality goals.
* Develops appropriate staffing models and ratios that accommodate ongoing ambulatory, procedural and inpatient growth. Project and forecast needs as part of the budgetary process.
* Participates in AMC and MGB working groups related to clinical operations as requested by NSU and other system leadership.

2. Assesses candidates, through behavioral and peer interviewing, for appropriate positions within the unit and makes recommendations for hire, transfers, promotions and/or other staff changes.
3. Partners with Safety Specialists for orientation of new clinical staff.
4. Provides clinical and administrative oversight of all staff and completion of specific performance reviews.
5. Assures appropriate orientation, competence assessment, in-service training and continuing education for all staff.
6. Ensures the proper documentation for recruiting, on-boarding, evaluating and terminating staff are completed timely and thoroughly. (i.e. position requisition, orientation checklist, separation).
7. Assures licensing certification for all staff is current.
8. Ensures s are reflective of current job duties and responsibilities and performance evaluations are completed for staff timely according to HR policies.

3. Maintains master staffing plans, position control and produces monthly staffing schedule aligned with departmental standards.
4. Demonstrates fiscal responsibility via monitoring of salaries and supply expenses, prepares and submits Corrective Action Plans on time and on schedule.
5. Develops capital budgets in collaboration with medical staff for assigned units/areas.
6. Educates staff regarding unit and medical center budgets in order to promote awareness and instill accountability for the financial performance of the unit. Seeks medical leadership and staff feedback on changes that impact such performance.
7. Prioritizes projects in line with financial goals and resource allocation of staff and material.
Quality, Safety and Experience Improvements
1. Responsible for VMS safety, quality idea boards on unit.
2. Accountable for the execution of daily and shift safety and clinical care huddles.
3. Rounds on existing and new patients, addressing issues or concerns of patients and/or families on the unit.
4. Responsible for the closure of Safety Intelligence reports and appropriate Corrective Action Plans in place. Responsible for reporting all Serious Reporting Events (SRE) to leadership and provide feedback to staff on results.
5. Links departmental goals to department of nursing/organizational goals and strategic plans.
6. Actively coordinates clinical quality improvement and safety efforts on the unit with defined medical center quality and safety goals.
7. Facilitates patient flow through timely admissions and discharges in collaboration with medical staff and case management to assure proper utilization of resources.
8. Works collaboratively to solve problems, improve processes and integrate services within the department and with other departments.
9. Develops and implements service initiatives on unit using/tailoring organizational tools and programs such as Because We Care, Our Commitments, etc.

Unit frequently cares for trached vent dependent patients as well as Bipap/CPap rescue needs and Hi Flow O2 delivery systems.
Patient ratios of 1:5 on Medical unit & 1:3 on Intercare unit.
This unit is supported by a nurse educator as well as an evening clinical nurse coordinator. Also supported around the clock by respiratory therapy and APP/MD on site, as well as ancillary support, ( monitor techs, ambulation techs, PCTS and Operations assistants)

Management of the Patient Care Environment: The Nurse Manager is a leader who is highly visible on the patient care unit and is responsible for the effective management of patient progress and outcomes of care. Leads collaborative efforts with other departments and disciplines to meet patient care needs. Accountable for unit issues, including the adequacy of appropriate materials and equipment, until resolution occurs.
Financial Growth and Stewardship: The Nurse Manager is accountable to manage within budget as evidenced by metrics. Stewards financial resources and promotes growth by developing business plans and budget for their unit per organizational goals and other relevant factors. Establishes expectations with and holds accountable staff regarding the delivery of high quality, affordable care. Responds to budget variances in a proactive, timely manner.
Operational Planning: The Nurse Manager, in concert with nursing and medical director, sets a progressive pace for performance improvement and. based on assessment of internal and external influences. creates and implements plans that have a positive impact on the delivery of patient care and a positive work environment.

**Primary Duties and Responsibilities:**

Job Summary:
This position involves managing capacity and access, ensuring safe, efficient, and timely patient care, and working to coordinate and optimize all incoming hospital transfers and referrals for the system and triage patients, reducing transfer delays, balancing the flow of transfers, and coordinating standardized transfer pathways.
Essential Functions:
Elicits patient information from referring MD and outside facility nurse to allow appropriate patient triage and placement.
* Using triage tools and algorithms, working in collaboration with patient access services and others to transfer the patient in a clinically appropriate timeframe.
* Acts as a liaison to provide and ensure continuity of care for the patient and family and is a clinical resource for the financial navigator.
* Assessment of patients and families before their initial consultation requires initial nursing assessment, which may include intake, diagnosis, history, physical symptoms, psychosocial assessment, cultural assessment, and educational needs.
* Collaborates with and coordinates providers and support staff to facilitate appropriate decision-making that will provide complete and comprehensive care to the patient and family.
* Utilizes established systems to document the reason for visit, testing ordered/completed, referrals made, and current medication list.

The Nurse Manager is responsible and accountable for the 24-hour planning, organizing, directing, and coordination of clinical and administrative performance of assigned unit(s). Facilitates collaboration with medical and administrative leadership to assure patient needs are met and evaluates nursing care and patient outcomes. The scope of responsibilities includes clinical and safety practices of nurses and other members of the clinical team, professional nursing practice, leadership and professional growth, human resource management, financial performance, system coordination and clinical performance (safety, satisfaction and quality) improvement.
I. Major Responsibilities:
Clinical Practice, Patient Flow, Patient Experience:
1. Leads with high reliability principles framework with goal of zero harm.
2. Is responsible for a positive work environment that is safe for patients, visitors and staff.
3. Accountable for clinical practice and deployment of resources at the unit level to ensure ongoing implementation of nursing process and adherence to standards.
4. Conducts daily patient care rounds, assessing patient care requirements and monitoring nursing & ancillary staff performance to achieve safe, cost effective and quality patient care.
5. Directs the oversight of clinical practice through continuity of nursing assignments to optimize the patient plan of care.
6. Responsible to oversee that the nursing process is being utilized for each patient and a plan of care is established, coordinated, and delivered to each patient and family.
7. Creates and sustains a collaborative, patient-focused environment supporting excellence in clinical and service practices.
8. Assures the efficient daily operations of assigned unit(s), including appropriate staffing levels, equipment and supplies, bed and/or examination room management, workflow and productivity to meet patient needs.
9. Implements nursing standards, policies and procedures.
10. Accountable to hold multidisciplinary rounds for team lead review of care plans on the unit with providers, nursing, and ancillary team.
11. Maintains compliance with regulatory standards including, but not limited to, JC and DPH.
12. Ensures unit-based standards of care are in accordance with departmental, organizational and/or compliance related standards.
13. Maintains and displays knowledge of current profession/clinical issues and practices through participation in professional organization and certification in field of nursing.
14. Demonstrates and role model's principles of ethical professional nursing practice.
15. Participates in Nursing Staff Organization; a shared governance model of practice through membership in nursing leadership council. Represents the department of nursing in various committees and task force activities throughout the medical center.
16. Coordinates team huddles during the day and in the evening to review new admissions, patient progression towards goals and discharge plan. Reports significant huddle outcomes to unit-director.
17. Accountable to patient experience outcomes in designated area
Leadership/Management, Human Resources
1. Responsible for appropriate staffing levels, scheduling, hiring, and budgeting.
2. Assesses candidates, through behavioral and peer interviewing, for appropriate positions within the unit and makes recommendations for hire, transfers, promotions and/or other staff changes.
3. Partners with Safety Specialists for orientation of new clinical staff.
4. Provides clinical and administrative oversight of all staff and completion of specific performance reviews.
5. Assures appropriate orientation, competence assessment, in-service training and continuing education for all staff.
6. Ensures the proper documentation for recruiting, on-boarding, evaluating and terminating staff are completed timely and thoroughly. (i.e. position requisition, orientation checklist, separation).
7. Assures licensing certification for all staff is current.
8. Ensures s are reflective of current job duties and responsibilities and performance evaluations are completed for staff timely according to HR policies.
9. Fosters an awareness of the diversity that exists within the organization and strives to increase it by including culture, ethnicity, gender and age; promoting an environment that is sensitive to the needs of diverse populations.
10. Leads and influences the development of staff by creating a practice climate of responsiveness and learning which supports retention and recruitment of competent nurses and team members.
11. Develops staff by assisting them to identify goals and appropriate opportunities for learning.
12. Provides forums for individual and team recognition.
13. Coaches and supports staff by removing barriers and addressing issues.
14. Promotes communication and feedback through regularly scheduled staff meetings and other venues.
15. Informs Director and Associate Chief Nursing Officer of staff concerns.
16. Maintains current knowledge of labor and employment laws impacting staff in own unit and/or those that impact areas across the medical center. Maintains knowledge of current union contracts within own area of responsibility.
17. Establishes a climate for open, two-way communication and builds relationships at all levels of the organization.
18. Develops, implements and updates recognition initiatives valued by the unit/area.
19. Ensures and is accountable to staff participation in Nursing Staff Organization Governance councils.
20. Accountable for staff attendance at in-service programs, teaching opportunities, staff meetings and rounding.
21. Uses tools such as employee surveys to measure staff morale with a focus toward recognition and developing action plans for improvements.
Budgetary Planning and Financial Performance
1. Develops annual departmental budgets based on established patient care indicators, projected volumes and patient populations.
2. Maintains cost effective staffing patterns based on department of nursing approved staffing budgets.
3. Maintains master staffing plans, position control and produces monthly staffing schedule aligned with departmental standards.
4. Demonstrates fiscal responsibility via monitoring of salaries and supply expenses, prepares and submits Corrective Action Plans on time and on schedule.
5. Develops capital budgets in collaboration with medical staff for assigned units/areas.
6. Educates staff regarding unit and medical center budgets in order to promote awareness and instill accountability for the financial performance of the unit. Seeks medical leadership and staff feedback on changes that impact such performance.
7. Prioritizes projects in line with financial goals and resource allocation of staff and material.
Quality, Safety and Experience Improvements
1. Responsible for VMS safety, quality idea boards on unit.
2. Accountable for the execution of daily and shift safety and clinical care huddles.
3. Rounds on existing and new patients, addressing issues or concerns of patients and/or families on the unit.
4. Responsible for the closure of Safety Intelligence reports and appropriate Corrective Action Plans in place. Responsible for reporting all Serious Reporting Events (SRE) to leadership and provide feedback to staff on results.
5. Links departmental goals to department of nursing/organizational goals and strategic plans.
6. Actively coordinates clinical quality improvement and safety efforts on the unit with defined medical center quality and safety goals.
7. Facilitates patient flow through timely admissions and discharges in collaboration with medical staff and case management to assure proper utilization of resources.
8. Works collaboratively to solve problems, improve processes and integrate services within the department and with other departments.
9. Develops and implements service initiatives on unit using/tailoring organizational tools and programs such as Because We Care, Our Commitments, etc.
10. Creates and sustains an environment that encourages feedback, problem-solving, self-evaluation and innovation as the way work is accomplished and improvements achieved.
11. Leads patient satisfaction initiatives at the unit level to address metrics identified below target goals.
12. Actively seeks information about the underlying needs of patients, families, and employees and seeks to match those needs.
13. Collaborates with other disciplines to ensure quality and continuity of care.
14. Communicates quality and safety reports to staff and facilitates active participation of staff to improve metrics and outcome measures.
15. Communicates the importance of Nursing Quality Indicators, Patient's First Reports, Core Measures and patient satisfaction data to staff.
16. Submits data for annual PPR, corrective action plans and clinical performance metrics as identified by the Department of Nursing.

The role is an integral part of our Appeals and Grievance review process and will ensure clinical/pharmacy appeal case reviews meet contractual, regulatory, and business goals. The Operations Director is responsible for the development and set up of new clinical operations across a range of specialties at BMC South and BMC Brighton. ESSENTIAL RESPONSIBILITIES / DUTIES:
Launch new clinics at BMC-Brighton and BMC-South critical to growth objectives of BMCHS
Identify potential changes in operating models required to hit financial and performance targets in shifting from an academic to community clinic model.
Manage fiscal, IT, real estate and other functional service areas necessary to the successful launch of a clinic.
Work collaboratively with existing administrative directors and other staff across departments to ensure clinics launch and operate smoothly
Ensures the highly productive and cost effective quality performance of departments and services. Works with assigned managers, nursing management, and section chiefs/medical directors, to provide for the identification, analysis and development of operating policies, systems, programs and standards. Recommends and implements changes in policies and procedures to improve the cost effectiveness of operations and ensure that patient's time (i.e., for visits, appointments and treatments) is used in an efficient manner.
Plans departmental/divisional/sectional renovations and moves, including assessment of needs, and space utilization design. Oversees and coordinates all aspects of departmental renovations or relocation.
Analyzes current operations to identify and evaluate program strengths and weaknesses in relation to operational effectiveness. Develops strategies and plans for new program development based on analysis of competitive trends, market share data, capital needs and human resource utilization.
Drives other key performance initiatives at the new hospitals related to volume, quality or experience manages Department and/or Ambulatory-wide projects and performance improvement, as required.

JOB REQUIREMENTS
EDUCATION:
Requires a Bachelors Degree in Business Administration, Healthcare, or related field. Master's Degree preferred. Or equivalent combination of education and experience.
KNOWLEDGE AND SKILLS:
Knowledge of clinic operations and necessary steps to launch new clinics, including IT (EPIC) and Revenue Cycle
Demonstrated ability to work successfully with physician partners

Compensation Range:
$96,500.00- $140,000.00
This range offers an estimate based on the minimum job qualifications. However, our approach to determining base pay is comprehensive, and a broad range of factors is considered when making an offer. This includes education, experience, skills, and certifications/licensures as they directly relate to position requirements; as well as business/organizational needs, internal equity, and market-competitiveness.
