Due to continued growth, Boswell has a rare career growth opportunity for an experienced Permit Specialist reporting to our South Hackensack, NJ Headquarters! The ideal candidate will be a well-rounded Permit/ Permitting Specialist with experience in permits for utility transmission line road occupancy, road crossing and land use. Permits needed include municipalities, counties, railroads, NJDOT and NJTA.
No 3rd Party Agencies.
Responsibilities:
Research and identify all applicable Municipal, County, State and railroad permit requirements for utility type projects including but not limited to electrical utility, gas utility and water utility projects
Coordinate the preparation and submission of all required Municipal, County, State and railroad permits for various projects (will
not
be involved with environmental permitting)
Follow-up with all applicable permitting agencies to ensure the timely procurement of necessary permits in advance of construction
Obtain the following types of permits: municipal building, tree clearing, grading and fence permits, road opening permits, municipal zoning approval, county road opening and occupancy permitting, NJDOT highway occupancy/crossing permits, license to cross (NJTA), etc.
Work as a team, both internally and externally, with the client and other consultants on the project.
Requirements:
A bachelor's degree with a minimum of two (2) years permitting experience
Be proficient with computer programs including, but not limited to, Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and AutoCAD (Civil 3D a plus)
Strong communication and customer service skills
Proven ability to manage multiple projects simultaneously with strong prioritizing skills
Work well independently and as a Team contributor and collaborator
Be detail/ project schedule oriented with ability to meet aggressive schedules
Flexible and willing to work outside normal business hours as needed to meet specific project deadlines
Working knowledge of New Jersey and MASH standards for the design of guide rails
Travel throughout New Jersey during workdays visiting project locations and meeting with the client and respective agency representatives (No anticipated overnight travel)
Prior experience working with large electric utilities and guide rail standards are strongly preferred.

This exciting new role reporting directly to Boswell's Vice President of Municipal Engineering, will be involved in day-to-day operations leading and managing all levels of engineers while also managing projects.
Project Manager - Licensed PE - Boswell Municipal Engineering Team
Responsibilities include:
Attend Municipal Governing Body meetings as required
Be strongly familiar with the Municipal Code of various municipalities for the purpose of reviewing and evaluating Municipal Development Applications
Prepare reports for Municipal Land Use Boards and attend Land Use Board meetings
Be highly proficient in local, county, and state stormwater management and soil erosion control standards
Analyze engineering sketches, specifications, and related data and drawings to perform necessary reviews
Coordinate activities concerned with technical developments, scheduling, and resolving engineering design and construction issues
Review project shop drawings
Attend project meetings with clients
Prepare monthly status reports on projects within the municipalities
Be instrumental in the preparation of project proposals, establish project budgets and construction cost estimates, and prepare day-to-day paperwork necessary to see projects through from beginning to end
Ensure the completion of assignments on schedule and within the project budget
Perform marketing duties related to maintaining existing clients as well as obtaining new working clients
Ensure timely billing of projects and assist with the collection of outstanding invoices
Limited travel is expected for this position to the municipalities and project job sites
Adhere to internal standards, policies, and procedures
Requirements:
10+ years of professional work experience as Municipal Engineer and Project Manager
Current licensed PE Certification in New Jersey is required.
Proven track-record of developing, mentoring and leading professional engineers
Strong proficiency in local, county and state regulations governing municipal work as well as zoning and planning board processes, permitting and approvals

Responsibilities include:
Wetlands delineation and assessment as well as floodplain management and flood mitigation
Many areas of coastal design projects including the preparation of State and Federal environmental permits for the New Jersey Department of Environmental Protection (NJDEP), including Coastal Area Facility Review Act (CAFRA), Waterfront Development, Coastal and Freshwater Wetlands, Treatment Works Approval (TWA), New Jersey Pollution Discharge Elimination System (NJPDES), and the U.S. Army Corps of Engineers (ACOE) Nationwide Permits, NJDEP Fish, Game and Wildlife Permits, and NJDEP Dam Permits and Inspections
Overall project management which includes leading, mentoring and guiding staff in preparing reports and deliverables ensuring that the Department produces high quality results for our clients
Lead proposal/ business development efforts, estimates and project planning
This role also includes on-site field work, site evaluations, project management and job meetings as needed.
Requirements:
10+ years of relevant site remediation experience is required for our Project Manager LSRP while over 15+ years of remediation and management experience for our Senior Project Managers together with an Engineering Degree preferably in Environmental Science or related
Current LSRP Certification is required while PE or PG Certification is preferred.
Proven track-record of growing/developing, mentoring and managing a professional engineering Team including Project Managers
Strong familiarity with proposals and project budget management
Solid and diverse background in chemical, civil, geological and/ or environmental engineering
Specialization in State and Federal permit acquisition, wetlands delineation, as well as coastal and waterfront development projects for numerous public and private sector clients
Proven experience performing multi-disciplined environmental permitting efforts for numerous clients
