**Purpose**
Perform technically rigorous hydrologic and hydraulic (H&H) modeling to support infrastructure design, flood studies (including no-rise evaluations), and assessments of depth, scour, and erosion and sediment transport, including associated jurisdictional coordination and permitting. Prepare modeling- and regulatory-ready deliverables utilizing ArcGIS, HEC-HMS, and HEC-RAS software to develop, run, calibrate, and defend 1D and 2D hydraulic models. Produce studies, reports, exhibits, and supporting results for internal QA/QC and for agency and third-party review.
**Responsibilities**
**Leadership and Direction**
+ Receive general instruction on key objectives for execution.Receive direction as needed, and especially complex assignments, modified techniques, and new approaches on assignments with conflicting criteria. Work is completed using advanced engineering techniques and design principles and is reviewed by more senior staff to ensure application of sound professional judgement. Review work produced by junior staff for quality assurance.
**At the Operational and Company Level**
+ Work with senior level engineers, clients and agencies, subcontractors, and design teams on moderately complex engineering project issues.
**Do the Work**
+ Conceptualize the initial civil design approach for assigned phases of large site development.
+ Evaluate, select, and apply standard engineering techniques, procedures, and criteria on a range of moderately complex projects.
+ Plan, schedule, conduct, and/or coordinate detailed phases of assigned project work.
+ Complete hydrologic and hydraulic analysis and design for assigned phases of site development.
+ Complete design work and calculations using computer-aided software.
+ Evaluate results and make design recommendations, adaptations, and modifications.
+ Assist with the development of plans, specifications, and reports.
+ Provide technical assistance in the resolution of design problems that may include performing field investigation or inspections, detailed design work and calculations, and detailed checking of design computations done by others, or general coordination of specific design aspects into a project.
+ Prepare reports and correspondence concerning the direction of assigned projects.
+ Work closely with other disciplines on multi-discipline projects.
Review plans and prepare or review technical specifications, contract documents, and estimates.

**Qualifications**
+ Bachelor's Degree in CivilEngineering or related field required at time of hire.
+ EIT certification and/or progress toward earning Professional Engineer (PE) license preferred.
+ Three or more (3+) years of experience in hydrology & hydraulics; renewables/site development industry
+ Land Development engineering experience and skills; large- and small-scale drainage and BMP design preferred.
+ Experience with computer applications and hydrology & hydraulics analysis software such as HEC-HMS and HEC-RAS in a professional or academic setting.
+ Proficiency with reading construction plans.
+ Knowledge of ArcGIS, HEC-HMS, HEC-RAS, and Civil3D preferred.
+ Proficient with Unit Hydrograph, Rational Method, and Modified Rational Method calculations.
+ Proficient with Open Channel & Detention Basin Modeling and Design.
+ Proficient with 1D, 1D/2D, and 2D Rain-on-Grid (ROG) HEC-RAS modeling.
+ Experience researching zoning, development standards, development review processes, compliance matters, regulations, and standards.
+ Prepare reports, narratives, development applications, submittal documents, and response letters.
+ Ability to multi-task and coordinate on multiple projects, with multiple clients and sub-consultants.

Essential Functions:
Work directly with IXC Deployment Team, IXC Engineering, Telco circuit and network design engineers, and Telco Carrier Provisioning/Circuit designs with team personnel to accurately document circuit designs on Optical networks.
Ensure Carrier HUBs and circuits are accurately recorded in design (MetaSolv/DICE) and operations (FINS, FMS, etc.) toolsets and ensure network POP design documentation accurately reflects as-built configurations.
Document design deviations and/or discrepancies and submit ClearQuest PTRs to capture design changes and/or corrections with circuit designs.
Support scheduled planned maintenance events (Moves, Adds, Changes) and direct Harris field technicians with the installation and activation of SONET, ancillary equipment, and circuits.
Work directly with Telco Carrier and field technicians to isolate and resolve issues with new circuit activations and troubleshooting as required.
Follow MetaSolv/DICE workflow processes and update IXC circuit database during IXC circuit installations, activation, changes, and/or disconnects as needed.
Provision Optical IXC circuits using Cisco Prime Optical (CPO) or Cisco Transport Controller (CTC) and configure ancillary equipment for delivery of sub-rate circuits (e.g., RAD RICi-16/EGATE-100, Cisco ASR1002/1001-X router port configurations including T3/T1 SIP/SPA, DNX-11/88 port configurations, etc.).
Ensure circuits are provisioned IAW circuit design documentation and resolve discrepancies before circuits are released to the customer.
Interface directly with internal and external customers and provide technical assistance with service activation and circuit verification testing.
Monitor and identify optical network alarms and proactively investigate and identify the root cause to minimize disruption and impact to operational circuits.
Provide recommendations for improving processes and procedures and assist in the maintenance and upgrades of controlled documentation.
Support scheduled maintenance events during normal operating hours and after hours/weekends as needed.
Assist in the collection of data needed to perform analysis of network issues.
Assist with the execution of test procedures and provide feedback to ensure procedural steps are correct.
Qualifications:
