The Boys and Girls Aid Society of Oregon incorporated in July 1885 to “rescue homeless, neglected or abused children of Oregon.” Children came to the institution when parents brought them voluntarily or when courts deemed parents unfit.
Chaplain Stubbs continued its chaplain until he resigned in October, 1885, to become the general missionary of the New York Society on Puget Sound.
Since 1885, Boys & Girls Aid has worked to create better futures for children living without families.

The legislature of 1889 appropriated $5, 000 to be used in carrying on the work and with this fund and voluntary contributions it is confidently felt that the undertaking will be enabled to accomplish much good.
The number of children in the Society’s care increased in 1895, when it started to admit first-time juvenile offenders.
The Multnomah County Poor Farm in Troutdale was built in 1911 to replace Multnomah County's first home for the destitute, the Hillside Farm in Portland's West Hills.
