As a Youth Permanency Coordinator, you'll provide leadership and support to our Youth Permanency Services department, ensuring high-quality services for youth in foster care across Lane County and the Portland Metro area. This position is primarily remote, although some in-person visits to Lane County and Portland, OR for training may still be required.

What You'll Do
* Supervise and mentor Youth Permanency Specialists, including hiring, training, performance support, and clinical supervision
* Oversee program operations and ensure consistent, high-quality services

Duties and Responsibilities:
Assesses needs of client and family members, identifying risk factors and creating a case management plan that outlines goals/objectives to meet the client and family needs.

Coordinate with the agency's HR department to ensure tracking of sexual abuse prevention trainings and required background check clearances are integrated into the applicant screening and selection process. This process includes but is not limited to, new hires, contractors and volunteers.
Serve as a point of contact for the ORR's assigned PSA Specialist and Prevention of Child Abuse and Neglect Team and promptly respond to all inquiries and requests.

Definition of the role:
This role requires very short notice adjustments to the working week and the primary duty is to cover key workers' (Milieu Counselors) leave, vacation, and sickness, by taking on their role accountabilities.
Good communication is essential to the role and on-call employees must respond to work requests as outlined in this document.
Shift Expectations: On-Call MC's are expected to work 30 hours per month. If there is a temporary situation that arises that might not allow you to work the 30 hours, you are required to communicate that situation to your supervisor and it must be documented and approved [i.e. you have a vacation planned and will not be available for the month of April, or a school project/FINAL exams in May and will only be available to work 1 shift]
Duties and Responsibilities:
As an on-call MC, you must ensure you are available to be contacted. On-call MC's must return calls within 1 hour of receiving a call/text/email or voicemail (on days that you have confirmed availability). That does not mean you must be available to come in for a shift within 30 minutes, but it does mean that you must respond to the supervisor reaching out.
On-call MC's are required to be accessible if it is necessary for you to be called in for a shift. If, during the on-call period, unforeseen circumstances arise whereby you cannot be reached or are no longer able to respond, you must notify your supervisor immediately. In that case, you would be removed from on-call availability status for the remainder of that day.
Training Requirements: On-Call MC's must complete trainings each year, including the SAGE, State Licensing, Joint Commission and Morrison required trainings.
CPR certification must be kept active (there are options for completing CPR on weekends or weekdays, depending on your schedule)
CPR & Mandt are in-person trainings, medication shadowing must be completed in person, most other trainings can be completed virtually
Trainings are not meant to replace shifts that you decline. However, if we do not have shifts available, trainings may be scheduled for you temporarily.

What You'll Do
As a Foster Care Coordinator, your role is dynamic-balancing time between working on-site and out in the community supporting foster families. A typical day might include:
* Checking in with program staff to identify foster parent support needs

* Debriefing with foster parents and offering guidance on behavior strategies

Job Summary:
The Medical Services Coordinator (MSC) provides medical case management for unaccompanied children in the Morrison ORR programs. The MSC works with health professionals regarding health and safety standards for residential care licensing requirements, disease reporting requirements, immunizations for children, injury prevention for children, medication management and knowledge of community health and mental health resources for children.
Duties and Responsibilities:
Coordinates with primary care provider and other medical providers to ensure provision of health services for clients.
Makes referrals to specialty providers as necessary.
Schedules and completes paperwork for all medical appointments.
Manages all aspects of client medication to include administering medication to clients, ordering medication refills, preparing Medication Administration Records (MARs), and purchases medically related supplies for the program as needed.
Conducts Medication Administration training for all staff at the residential programs. Tracks completion of training and medication skills checklist, and monitors for annual renewals.
Conducts regular reviews of MARs for compliance and works with supervisors on training and coaching for staff when errors are identified.
Participate on the committee to conduct a root cause analysis when errors in medication administration occur.
Conducts Medication Room Quality and Safety checks in a manner that meets Joint Commission compliance requirements.
Coordinates implementation of communicable disease/isolation protocols, including timeframes for testing youth, symptom tracking, and movement between quarantine, isolation and medically cleared areas of the program. Works closely with healthcare provider to follow recommendations.
Utilizes the ORR electronic health records module to enter and upload all required medical information within required timeframe.
Maintains Medical Case Notes and communicates client medical needs to program staff.
Works closely with Case Management team to prepare clients for discharge from the program, including ensuring that the client has met all ORR medical requirements for release. Prepares follow-up medical care plans for sponsors.
Conducts onsite covid, pregnancy, drug testing, etc. utilizing approved over the counter test kits. Maintains proper documentation and tracking.
Follows significant Incident reporting protocols for any disclosures of abuse
Coordinate with other departments and providers to educate clients on reproductive health, nutrition, and other relevant health related topics
Coordinates insurance pre-approvals for medical services.
Provides transportation/supervision for youth to healthcare appointments as needed. Stays with clients during medical/dental procedures. Ensures questions related to the appointment are answered and addressed.
Completes, timely and accurate timesheets and other personnel/administrative records as required.
Demonstrate a commitment to learning and implementing the Sanctuary Model and other organizational policies and practices.
Participate in staff development, in-services, and training related to workplace effectiveness; model professional behaviors and implement improvements to business practices with awareness of their impact in a trauma-informed behavioral healthcare organization.

Required Position Qualifications:
Minimum 1 year of employment in a public health setting that includes demonstrated experience in care coordination, health administration, and/or direct clinical care AND any of the following:

Bachelor's degree in a relevant field

About the Program: ORR Shelter/Mi Futuro and Long-Term Group Home
Seeking candidate with clinical experience provide trauma-informed care to youth and supervision to clinical staff in Morrison's Office of Refugee Resettlement Residential Sites!
Through our Shelter and LTGH we provide residential services to youth that have immigrated to the United States unaccompanied by an adult. We provided trauma-informed services to help acclimate them to the US and to provide appropriate services. Job Summary The Residential Clinical Mental Health Supervisor position provides all clinical supervision for identified therapists, helps develop and maintain clinical services according to client needs and contractual requirements; supervise clinical staff according to Human Resource requirements, and is responsible to train therapists including overseeing their work both from therapeutic delivery of care for youth and follow through with all contractual requirements.
The Residential Clinical Mental Health Supervisor ensures that therapists work closely with the Case Managers and all other staff involved in provision of services for youth in care. In addition, this position will carry a case load and provide all required services for clients on their case load. Duties and Responsibilities
Supervises 4 clinicians and will support with cases as needed.
May supervise youth on milieu and recreational activities and helps train milieu staff with clinically-related behavioral issues. Helps organize clinical staff to provide aid for school and milieu.
Completes all assigned record keeping tasks for youth on caseload as well supervising other clinicians with their clinical record and data entry.
Supervises clinical requirements of the program, training new clinicians and ensuring all services are within compliance of the ORR including keeping current with ORR changes.

About the Program: Our shelter is well equipped to comfortably care and provide support for up to 50 youth at a time. Through our residential facility, the youth have access to education, and mental health services onsite. Position Summary: Our program is designed to help the youth, by creating a secure and therapeutic environment in which the youth, learn the necessary skills to be self-sufficient. Depending on shift, this position helps youth with education services, find hobbies and skills, provide a clean and safe environment, and on overnight they provide wind-down services and nightly rounds to ensure our youth are comfortable and safe. Duties and Responsibilities:
Milieu Counselors help adolescent youth, (14 - 17 years of age) become acquainted with American culture, language and customs. The youth primarily arrive from Latin American countries, occasionally from other countries such as South East Asia, Eastern Europe and Africa.
They are mentors and caregivers for youth in the program. They create a supportive environment, where youth receive help with academics, encouragement in pursing individual interest/hobbies and if needed learn ways to address behavioral issues.

Ensures the safety of the clients we serve, both in the residential setting and during community outings.
Demonstrate a commitment to developing a thorough knowledge and application of the Sanctuary model and other organizational policies & practices.
Participate in staff development, in-services, and training related to workplace effectiveness; model professional behaviors and implement improvements to business practices with awareness of their impact in a trauma-informed behavioral healthcare organization.
Experience/Education Requirements:
At least 21 years of age
A high school diploma or equivalent is required (Diploma, GED or college transcripts required step of hiring process)
Basic computer skills using Microsoft Word, Excel, databases and Outlook
Must have at least one year of relevant experience working in child welfare, but that experience does not specifically have to be in a social services setting
Must possess a Valid Driver's License
Driving experience (Can be trained)
Direct Care staff are required to drive a minivan (up to 7 passengers) and a cargo van (up to 11 passengers). Driver's license is required to support with outings, appointments, or medical emergencies.
Preferred Qualifications:
Bilingual Spanish abilities highly preferred (verbal communication skills). Must clear a language proficiency test for Spanish.
