Summary
This position serves as the County's chief building official. The position is responsible to direct and manage the division and its personnel, to approve the issuance of all building permits in compliance with applicable laws and regulations, and to provide expert consultation and guidance related to building code interpretation and enforcement. This position also represents the County to municipalities and provides expert advice and guidance to County officials, contractors, and the public.
Essential Job Functions
1. Serve as Chief Building Official; oversee and direct all activities of the Fiscal Office Building Division. Manage all personnel of the department; plan, direct, and assign work to subordinate staff; select, train, motivate, discipline, and evaluate staff; arrange and/or conduct staff training and development activities.
2. Direct and manage the full cycle permitting and contractor registration processes. Apply and collect appropriate fees. Periodically review fees and make recommendations for revisions when appropriate.
3. Provide expert consultation and guidance on code interpretation and enforcement. Interpret and enforce building codes and related laws and regulations. Issue correction notices and evaluate building plans for compliance with codes and safety regulations, including design, materials, and construction methods. Ensure construction plans comply with relevant building codes and safety standards.
4. Develop and recommend changes to building code provisions, particularly those related to green building practices or new technologies.
5. Advise County officials on building-related matters, participate in County meetings, and address public inquiries and complaints. Provide information to the public and contractors on building codes and interpretations of such codes, general construction problems, and other building code related issues; receives and responds to complaints or inquiries from citizens, attorneys, and/or government officials.
Minimum Requirements
Five (5) years of experience in building inspection and code enforcement in a jurisdiction that enforces a model code; and must possess certification as a certified building official, Level 5, with at least one (1) Level-3 specialty (building, electrical, energy, fire protection, mechanical, and/or plumbing); or, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Education
High School Diploma and 2 years of college
Experience
Five years of experience as a state certified full-time non-residential building official, master plans examiner, non-residential building inspector, non-residential mechanical inspector, non-residential electrical inspector, or non-residential plumbing inspector. Must have 3 years of supervisory experience.
OR
Five years of experience in structural carpentry, masonry, steel erection, or concrete construction work that was subject to inspection under a model building code or a code adopted for non-residential buildings or structures within the scope of groups regulated by the rules of the Ohio Board of Code as a skilled tradesman, a supervisor, or a construction contractor. 1 year of education may substitute for 1 year of hands-on experience. Must have 3 years of supervisory experience.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Universities or equivalent region.
License Requirements
Must have a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment.
Special Requirements Must meet the qualifications to obtain an Ohio Building Official certification within one year of appointment (Certified Professional Engineer or Architect with 5 years of experience OR have 10 years of construction, design, and inspection of buildings regulated by the Ohio Building Code (OBC)).
Candidates that hold an Ohio Building Official, Building Inspector, Electrical Inspector, Mechanical Inspector or Plumbing Inspector Certification at time of appointment are preferred. Notes
