QUALIFICATIONS, EXPERIENCE, AND/OR CERTIFICATION REQUIREMENTS:
  • Completion of a bachelor's degree in Architecture, Engineering, Construction, or a related field; and
  • A minimum of five (5) years of related employment experience, with at least two (2) years of which were in a related supervisory capacity.
  • Or an equivalent combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations.

  • State of Texas Plumbing Inspector's License required; ICC Combination Building Inspector or the ability to obtain within one year of hire.

  • Spanish bi-lingual written and verbal communication skills highly preferred, but not required.

  • Must possess or be able to obtain a valid Texas Driver's License and be eligible for coverage under the City of Kyle vehicle insurance provider.

General Statement of Duties

Manages the Building Division of the Development Services Department; supervises staff and performs work related to the administration of and compliance with County building and zoning codes and ordinances; performs related work as required.

Classification Summary

The primary function of an employee in this class is to supervise and administer the daily operations of the County Building Division, including planning, organizing, directing, and controlling the enforcement of County and state building codes and zoning regulations. This is a division manager position under the general supervision of the Development Services Director; considerable latitude is granted for the exercise of discretion, independent judgement and initiative with respect to matters of significance. Supervision is exercised over the building plans examiner and building inspectors. The principal duties of the position are performed in a general office environment with field inspections required.

Essential Duties and Responsibilities

  • Plans, organizes, and directs activities of the Building Services Division and manages the day-to-day administrative requirements of the division;
  • Mediates code interpretation and enforcement disputes with architects, engineers, developers, and builders;
  • Negotiates, researches, reviews, and approves alternative methods of construction that comply with applicable codes;
  • Supervises subordinate inspectors, including establishing performance plans, providing training and updated certifications, and assists in code interpretations:
  • Determines building permit, inspection and related fees;
  • Reviews professional reports and journals to determine changes and trends in the industry to make changes in policies, ordinances and regulatory activities accordingly;
  • Provides information and assistance to architects, builders, contractors, developers, owners, and the public on applicable codes, ordinances, and compliance requirements;
  • Preforms or assigns and supervises complex plan reviews of major projects;
  • Researches and reviews proposed construction plans to assure compliance with County ordinances, building, and safety codes:
  • Performs or assigns and supervises technically complex inspections of commercial, industrial, residential, public and institutional facilities;
  • Routinely inspects or assigns inspections of right of way improvements or other site improvement requirement to ensure compliance with applicable codes and ordinances;
  • Develops and administers the department's budget;
  • Administers and monitors records, reports, inspection reports and documents, logs, correspondence, and related records;
  • Maintains and updates the Department technical and professional library;
  • Performs all work duties and activities in accordance with County policies, procedures and safety practices.

Other Duties and Responsibilities

  • Serves as Director in the absence of that employee;
  • Performs other related duties as required.

Knowledge, Skills and Abilities

Knowledge of:

  • Principles, procedures, material, and standard practices of building design and construction, including stages when inspections to detect violations and defects are most easily observed and corrected;
  • County, state, and other applicable building and construction codes, including but not limited to, structural, plumbing, mechanical, electrical, fire safety, and other applicable codes;
  • Political processes involved in development and building construction including regulatory and enforcement decisions;
  • Process and procedures necessary to establish and implement codes and ordinances;
  • Municipal budgeting procedures and process;
  • Supervisory skills, employee evaluations, and training methods;
  • Conflict resolution methods.

Ability to:

  • Work cooperatively and constructively with fellow workers and members of the public to provide public service of the highest quality and quantity;
  • Follow written and oral instructions;
  • Read and interpret architectural and engineering construction drawings, specifications, and contract documents;
  • Detect and require corrections to inferior or deficient design, workmanship, materials, and other hazards in an on-site inspection;
  • Operate standard office equipment, including a personal computer using program applications appropriate to assigned duties;
  • Operate a motor vehicle;
  • Enforce regulations with tact, fairness, and impartiality;

Acceptable Experience and Training

  • High school diploma or GED equivalency is required;
  • Bachelor's degree or technical training in architecture, engineering, or a related field is preferred; and
  • Five (5) years experience in the building industry or a related field is preferred; and
  • Minimum two (2) years supervisory experience is preferred; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.

Special Qualifications

  • ICC Certified Residential and Commercial Building Inspector;
  • ICC Certified Building Plans Examiner, with minimum two (2) years of experience;
  • Idaho Driver's License;
  • Must successfully complete a background investigation.

Essential Physical Abilities

  • Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively on the telephone or in person;
