Kristy Howell

Chief, Balance of Payments Division

Kristy Howell's LinkedIn

Senior executive responsible for leading the Balance of Payments Division, which produces the official U.S. statistics on trade in goods and services, international transactions, and the international investment position.

Most recently, I have led the Bureau's trade in services initiative, under which we have expanded published geographic detail and have developed an enhanced benchmark survey that will allow us to expand product detail. I have also led several joint projects with colleagues at the Census Bureau that resulted in improvements such as seasonally adjusted trade statistics by country and the incorporation of advanced statistics on trade in goods into the earliest estimates of GDP. I had a lead role in the comprehensive restructuring of BEA's international accounts in 2014, for which I earned the Department's Gold Medal Award.

In FY2017, I completed a detail as a senior policy and research analyst for the Commission on Evidence-Based Policymaking, where I helped develop a set of recommendations for Congress and the President to improve access to government data in a privacy-enhancing manner.

I also represent BEA in the international statistical community by participating in meetings of the OECD Working Party on Trade in Goods and Services and by presenting research on topics such as bilateral trade asymmetries and improvements to the U.S. international accounts to organizations including the International Statistical Institute and the Conference on Research in Income and Wealth.
