The Port Authority of New York & New Jersey is seeking a seasoned and dynamic executive professional to serve as its
Director, World Trade Center.
Functional Oversight:
The Director, World Trade Center has overall responsibility for the operations and management of the $15 billion World Trade Center complex, including planning for management of the site wide facilities including the Vehicle Security Center and adjoining roadways and the transportation hub. This includes long term strategic planning for the site; formulating and coordinating the execution of a comprehensive operational plan, developing and maintaining partnerships with public and private entities, tenant-landlord relations, and other types of activities involving the operations and management of the World Trade Center site.
Major Responsibilities:
Reporting to the Executive Director. the Director, World Trade Center is responsible for delivering world class service and operational excellence of the World Trade Center complex by the safe and efficient management of its the day to day operations.
The successful candidate's responsibilities will include but not be limited to:
Oversight of the WTC facility and discrete projects related to its safe and effective operations, ranging from the build out of the site wide property management office and PAPD precinct to the site wide integration efforts planned to coordinate the design and operations of several different buildings as a cohesive facility.
Direct and manage the WTC 24/7 command and operational center, working in collaboration with PAPD, local and state agencies, tenants, departments and stakeholders.
Manage a $200M annual operating budget and long-term capital projects.
Management responsibilities for a department of operations site-wide property management (SWPM) team, including full-time contract staff.
Collaborate with the Real Estate and Law departments to continue building relationships with key stakeholders including Durst, Silverstein Properties and Westfield as well as the rebidding the SWPM contract and turning on the Public Safety Life Safety Radio system.
Collaborate with private entities and coordinate with other Port Authority departments, including but not limited to Engineering, WTC Construction, Chief Security Office/WTC Security and Law to ensure that all management and post construction capital activities related to the operations of the WTC site are properly coordinated and execute.
Work with Engineering and Office of Environmental to manage agency environmental and code commitments.
Work jointly with the CSO's office to support the management of related security issues with all operations, including the campus security initiative.
Provide customer service to multiple WTC customers, including employees, commuters, tourists, locals, neighborhood partners, etc., working in conjunction with GOCOR, Marketing, Media, and Technology departments and our on-site stakeholders.
Direct and oversee events planning and implementation of WTC complex events with key internal and external stakeholders.
Conduct briefings with various senior PA executives and Board members.
Qualifications:
Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Finance, Real Estate, Engineering, or related field. Advanced degree is highly desirable.
Superior leadership abilities acquired through demonstrated record of increasingly responsible positions.
Progressively responsible experience at an executive level capacity, preferably working for an organization comparable to the size and complexity of the operation in the World Trade Center Department.
Demonstrated experience in one or more of the following areas: facility operations, facility management, operations, planning, property management and contract management.
A credible record of achievement, performance, and accomplishment in partnering with others, such as business associates, government agencies/officials, local community leaders, and other stakeholders to achieve results and common ends.

Purpose of role:

Management of the operations, maintenance, and preventive maintenance efforts; creation and measuring of compliance with company policies and procedures; ensure compliance with any and all local, state, and or national codes and regulations; ensure that the physical aspects of the building(s), HVAC, electrical, plumbing and amenities are maintained in a Neat, Clean and Working order at all times; conducts scheduled property visits, works with the Directors of Operations to increase proficiency/performance of the community and maintains oversight of all operations.
Manage and Supervise the Directors of Operations for Columbia Residential, working with the team to ensure the highest possible standard of building conditions, customer service, and facilities management are accomplished. Met and direct regularly with the Directors to communicate ongoing matters, address immediate needs and issues, strategize for upcoming projects, identify training opportunities, and promote continuous team building.
Develops and facilitates the execution of the strategic vision for the operations; drives the profitability and operational excellence of Columbia Residential by using leadership skills, market knowledge, and analysis to coach, mentor, and develop the operations team for their individual and portfolio performance. Provide field leadership insight into the functional area performance of their portfolio and personnel.
Implement and deliver training programs to the Residential Operations employees to ensure all staff members are capable of the duties in their assigned role. Develop training programs that provide opportunities for growth in such areas as job skills and leadership.
Lead regular meetings with the Residential Operations staff to celebrate achievements. Ensure that all staff maintains the highest quality of workmanship and professionalism; take prompt action to correct any deficiencies.
Carry out any other duties as and when requested by the Associate Vice President.
Reporting to the Associate Vice President of Columbia Residential the Executive Director will lead a team of officers and union staff of approximately 300 employees. Directly supervises activities of 5 Directors of Operations and 1 Director of Mechanical, Electrical, and Plumbing: Subordinates including 6 Assistant Directors, 4 Administrative Assistants, and Building Superintendents.
Directly responsible for the management of annual operating expenditures more than $100 Million and revenues more than $170 Million. Additionally responsible for the development, preparation, and monitoring of the residential yearly budget plans with a total value of more than $280 Million per year. As well as, responsible for budgeting and forecasting revenue and expenses for Columbia Residential Buildings and other facilities. Responsible for capital planning and forecasting of $20 Million per year.
Minimum Qualifications
Bachelor's degree required (advanced degree highly desirable).
Minimum 8-10 years of Multifamily Property Management or related experience required.
High degree of personal and professional integrity; customer focused (internal and external); experience in managing high end real estate portfolios in an urban environment; extensive knowledge of regulations and laws related to the operation of building in New York City and State; demonstrated organization, facilitation, verbal and written communication, and presentation skills.
Takes initiative; ability to grasp concepts; organized and thorough in work; ability to multi-task and manage workload; attention to detail; ability to address and resolve problems proactively; uses good judgment and knows when to involve others.
Expertise in Financial Analysis and Data Management.

The Director of Testing is a senior level member of the People team responsible for developing, implementing, and administering an agency-wide testing agenda that supports the selection and promotion of employees across Metro North, Long Island Railroad and MTA Police.

Responsibilities
Develops and implements testing for Metro North, Long Island Railroad and MTA Police that ensures the consideration of qualified candidates to hiring departments and assists the MTA in selecting talent in a timely and cost-effective manner. Establishes metrics and timeframes to ensure a high level of customer service for the agencies. Oversees test development. Works with departments to develop exams for job titles that are in line with the needs of the department and the operation. Implements selection and promotion exams to assess knowledge, skills, and abilities. Develops and administers surveys and analyzes resulting survey data. Oversees the administration of all tests by directing the preparation and revision of testing materials, grading exams, communicating results, and maintaining testing records. Coordinates physical administration (logistics, transportation, security, staffing, supplies) of small- and large-scale examination sites. Manages external Subject Matter Experts in developing, administering, and rating examinations.
In partnership with Agency People partners, business units, and other groups within Talent Acquisition, plans, develops, and implements testing strategies to improve current processes in order to ensure hiring goals are met and positions are filled with the best possible talent. Directs a team responsible for analyzing trends in testing to provide innovative ideas to the business units. Implements and adheres to industry best practices.
Develops an annual schedule of examinations that prioritizes, schedules, and develops tests to maximize the availability of hiring sources for operating departments and to ensure that vacant positions are filled on a timely basis with qualified employees.
Implements testing analysis by performing and documenting validation studies, conducting job analyses and establishing cut scores. Manages the Testing office operation, budget, and staff.
