- 7+ years of experience as a Business Analyst with 2 or more years in a lead role
- Some experience with Eligibility and Enrollment (E&E) for Medicaid and Children’s Health Insurance Program (CHIP) business area is required
- Experience facilitating requirements sessions in a lead role
- Working hands-on with all aspects of the System Development Life Cycle
- Extensive experience with system requirements and their constraints/dependencies
- Knowledge of COTS and SAAS products requirements
- Experience with software development methodology
- Strong analytical, technical, and product management skills are required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
- Skills in facilitating Joint Application Design (JAD) sessions
- Extensive experience with Change and Configuration Management
- Ability to work independently and not rely on State or other team members for direction
- Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, of executives, managers, and subject matter experts
- Proficiency with MS Office (including Word, Excel, Outlook, PowerPoint, Access) and Visio
- Fully utilizing Microsoft Team Foundation Server (TFS) from a BA perspective, tracking: requirements, work items, bugs, deliverables, builds, and source code.
- Track progress and review project tasks to ensure certain deadlines are met appropriately.
- Experience using some of these methodologies: Scrum/Agile/Waterfall/Hybrid/SDLC
- Skills to work on Business Case documentation, gather and document Business, User, Functional, and Technical requirements
- Skills to create Use Cases, prepare GUI wireframes (Screen and Interface designs), prepare and maintain Requirements Traceability Matrix
- Ability to develop and negotiate win/win solutions to project issues
Education:
Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or another related field
