    Job Description-----Announcement # 2023-054 Issue Date: 03-10-23 Closing Date: 03-23-23 Business Manager Department of Human Services Hourly Wage; $25.13- $28.84/Regular//Full -Time/Supervisory This position is a key fiscal position for the department providing responsible, complex, and specialized accounting, administrative and technical assistance to the Human Services Department programs to contribute and ensure accountability and fiscal compliance with the Yakama Nation Tribal Policies and procedures, funding source fiscal requirements and general accepted accounting principles. Incumbent does the accounting services for assigned accounts, and grants & contracts. This employee has the authority and responsibility to communicate with appropriate programs on all fiscal matters, to negotiate resolving fiscal problems and to gather necessary fiscal data needed to make recommendations to the appropriate staff. This employee establishes and maintains lines of communication with program managers and bookkeepers to promote and ensure necessary coordination for the completion of fiscal transactions, to collect fiscal data, to complete fiscal reports and/or do fiscal transactions necessary to solve an accounting or a compliance problem. This employee keeps abreast of the total fiscal resources of the department and is readily available to make recommendations for fiscal and compliance related matters as needed. This employee compiles the fiscal Tribal budget for accuracy and preparation for HEW/Education/Veterans Committees. Work requires strict attention to detail, accuracy, protection of confidentiality, and latitude of judgement and discretion in implementing program policies. This employee communicates with the Information Technology Office regarding the Yakama Nation's computerized financial system and coordinates training. Examples of Work Performed: * Coordinates financial data and technical assistance necessary to the Human Services Administration Office and Department Programs when requested or required; assists programs with the completion of fiscal documents, meet with appropriate program staff for coordination, integration and problem solving. * Negotiate and communicate with award agencies on grants and contracts, scopes of work, budgets, budget modifications, financial reports, statements, fax reports, correspondence, and financial documents when documents for information are requested by agencies and/or needed by programs for needed clarification. * Assist deputy director in monitoring department's total budget; be familiar with each program's budget line items and funding sources; provide technical assistance to the deputy director for research, analysis, making recommendations, compiling, reporting, planning, management, and evaluation of the department services relative to the budget. * Responsible for department coordination of recipe and submission of grant & contract documents including invoices, modifications, award documents, financial reports/statements, cash advances or reimbursements between award agencies and Yakama Nation. * Coordinate, organize, calculate, verify and/or work to correct assignment accounts (past, present, future) for compliance with budget policies and procedures of the Yakama Nation award agencies grant & contract guidelines. * Coordinate fiscal tasks and transactions with Central Accounting, Grants & Contracts processing of new grant or contract application and budget modifications for tribal programs. * Research programmatic and financial documents to determine origin and/or respective program where document should be routed and/or determine what transaction needs to occur and by when. * Establish and maintain on-going communication with Grants & Contracts, Central Accounting and Finance regarding the status of document's processed for department programs. * Maintain, reconcile, and prepare for grant & contract and tribal budget invoices, quarterly reports, financial reports, and statements to general ledger and monthly printouts as assigned and when requested to assist department programs. * Compile, complete, and process assigned department's bookkeeping documents such as year-end financial reporting with Central Accounting, Finance, and award agencies. * Request and research budgetary and financial printout reports from Central Accounting and Grants & Contracts when necessary. * Establish and maintain internal controls and filing systems for programmatic and fiscal documents for the department necessary for the performance of specifically assigned accounts; this includes award documents, invoices, cash advances, reimbursements, and related documents. * Meet with program managers, bookkeepers, or other personnel to share information and/or problem solve. * Establish and maintain positive working relationships with other departments, program staff employees, and vendors on financial matters. * Establish and maintain positive working relationships with all support services program
