Position Overview Strategic Sourcing Specialist: The Strategic Sourcing Specialist position works as a key member of the procurement team, managing the entire lifecycle of subcontract administration, including non-disclosure agreements and oversight of deliverables. This role involves evaluating and negotiating subcontract requirements, ensuring compliance with project specifications, quality standards, and budgets. The Specialist must develop and maintain strong relationships with suppliers, resolve contractual issues, and effectively communicate with internal stakeholders to ensure timely delivery and customer satisfaction. This position requires thoughtful analysis of proposals and negotiation strategies to achieve optimal pricing and value for the organization while mitigating risks and managing costs. Location: On-site in Euclid, Ohio Your Day to Day as a Strategic Sourcing Specialist: * Manage all aspects of cradle-to-grave administration, including non-disclosure agreements, negotiating terms and conditions, and overseeing deliverables. * Administer the execution of subcontracts for specialized and complex materials, supplies, and services to meet manufacturing schedule. * Evaluate, negotiate, and manage requirements to meet project specifications, quality standards, budgets, schedules, and earned value requirements, ensuring the timely delivery of all required subcontract deliverables. * Provide expertise on financial and contractual matters related to subcontracts. * Analyze proposals, develop negotiation strategies, and address exceptions to requirements, specifications, and BWXT terms and conditions. * Foster strategic and contractual relationships with suppliers to address cost management, business risks, and supply continuity. * Perform all Purchase Order administration tasks, including issuance, revisions, claim resolution, and discrepancy settlements. * Meet Purchasing goals and business expectations for cost, quality, and service. * Execute modifications to address changing requirements and perform close-out activities. * Monitor open orders and provide regular status updates monthly or as required to support business operations. Implement corrective actions as required. * Conduct comprehensive cost breakdown analyses and negotiate for the lowest Total Cost of Ownership (TCO) within the supply base. * Ensure procurement files are thoroughly documented in compliance with BWXT processes. Documentation will include award summaries, vendor selection justifications, sole-source justifications, price analysis methodologies, negotiation strategies, and summaries. * Drive the execution of local sourcing strategies to achieve a competitive advantage by leading supplier initiatives, selection, development, and consolidation to optimize business performance. * Collaborate with functional teams, including legal, facilities, risk management, and finance, to ensure alignment and success. * Contribute to new business efforts and assist in developing financial plans, particularly for the outsourced portions of projects. * Leverage supplier relationships, market analysis, and competitive bidding processes to negotiate cost savings and secure optimal pricing and value for the organization. * Coordinate technical and commercial communication between internal stakeholders and suppliers to ensure efficient order processing by subcontract suppliers. * Resolve open invoice issues and delivery discrepancies with internal customers and external suppliers. * Identify new suppliers and manage their onboarding process. Required Minimum Qualifications: * Bachelor's degree in business, supply chain management, or a technical-related field. * At least 5 years of relevant supply chain experience. * Experience using SAP's Purchasing modules. Experience using other similar business systems may be considered. * Microsoft Excel spread sheet capabilities. * Basic Microsoft Word and Power BI skills. * Excellent interpersonal, communication, and negotiating skills. * Ability to clearly communicate with suppliers and internal technical stakeholders. * Detail oriented, organized, and flexible with the ability to apply sound business judgment, set priorities and de-conflict multiple demands. * Strong verbal and written communication skills. * Must be a U.S. citizen. * Ability to obtain and maintain a DOE security clearance. Pay: $76,000 - $119,000 The base salary range for this position in Ohio (US-OH) at the start of employment is expected to be between $76,000 and $119,000 per year. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. In this position, you will collect and interpret data during the testing of the thermal protection systems of high-speed vehicles. This position supports the Weapon Technologies and Engineering (WTE) program within Strategic Deterrence (SD) and is administratively in the Defense Technologies Engineering Division (DTED), within the Engineering Directorate. Depending on your assignment, this position may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week. This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. You will Contribute to and actively participate in the research and collection of optical, infrared, and other data associated with high-temperature materials testing. Research, study, and examine collected material data and analyze its performance under test conditions of interest. Develop, implement, validate, and document tools and processes to analyze datasets. Prepare, present, and explain technical briefings on analysis results to internal and external stakeholders. Interface with external contractors responsible for Thermal Protection System design and manufacture to understand underlying material properties and key topics of interest. Drive the development and fielding of new instrumentation to improve the quality and utility of data collection during tests. Collaborate and communicate with, deliver results to, and otherwise engage with others in a multidisciplinary team environment, including industrial and academic partners, project managers, and external sponsors, to accomplish research and analysis goals. You will also lead strategic sourcing initiatives and cross-functional teams, collaborate with subject matter experts to develop scope of work and overall business requirements/standards, draft effective RFI/RFP documents and draft and directly negotiate complex licensing and service agreements with strategic suppliers. Perform market analysis, detailed total cost of ownership comparisons, supplier evaluations and decision matrices, identify contracting risk and draft alternate language to mitigate these risk(s). Facilitate the proposal evaluation process and lead contract negotiations for a wide variety of services. Provide supply management and commodity expertise to clients and suppliers regarding products or services to ensure a total value supply management approach. Initiate and lead supply management processes for assigned contracts/suppliers including scorecards and executive forums. Essential Duties and Responsibilities include the following: Support LSI Product Management Purchased Finished Good needs. Select, qualify, manage, and negotiate with PFG supply base. Obtain NDA agreements with PFG suppliers as appropriate. Negotiate and implement supply agreements (contracts) with key OEM suppliers. Systematically develop, lead, implement, manage and promote key supplier relationships through intensive interaction with the supply base. Lead category initiatives through cross-functional team formation and management Develop and implement corporate programs to reduce supply base and achieve cost reduction goals Manage supplier capabilities including but not limited to capacity planning, tooling and resource investments including inventory management Develop, implement and measure contract performance of the supply base including performance metrics for total price savings, spend under contact, etc. Clearly document and present milestone performance in all metrics in a credible and professional way Build and demonstrate personal in-depth knowledge of related industry trends, cost drivers and world class supplier capabilities Obtain and communicate supplier and competitor market intelligence to key LSI team members. Working with Product Management and Sales, develop and implement regional product stocking strategies as well as recommend product mix and respective quantity by location. Work with Buyers to develop a replenishment processes. Education and/or Experience 10 plus years strategic sourcing experience emphasizing negotiation, strategy writing, contracts and is knowledgeable with multiple commodities Experience in the lighting industry a plus Experience in global overseas markets is required International sourcing experience required Bachelor's degree in Supply Chain Management preferred Capable of simultaneously managing multiple and unrelated commodities or tasks Ability to initiate and recommend commodity goals and accomplishments with a high degree of accountability Able to professionally interact with all levels of supplier and internal management High degree of written and math proficiency and accuracy Time sensitive performer Excellent PC skills especially spreadsheet analyses Travel 20 -35% (including international travel) Certificates, Licenses, Registrations APICS CPIM/CIRM or NAPM CPM is preferred but not required.
