The Project Management Office (PMO) is a collaborative, mission-driven team responsible for managing a diverse portfolio of high-impact IT projects. We are committed to building strong partnerships across the enterprise and sharing knowledge and resources to support the Franchise Tax Board's (FTB) modernization efforts. Your leadership will directly contribute to FTB's mission of helping Californians meet their tax obligations - funding vital programs that benefit communities across the state.
As an InformationTechnologyManager I, you will lead and oversee project management staff responsible for planning, executing, and delivering complex IT initiatives. You will provide strategic direction, ensure alignment with statewide IT policies and enterprise goals, and serve as a key advisor on project governance, risk management, and resource planning. In this role, you may also serve as a project sponsor or represent the Technology Services Division (TSD) on enterprise-wide task forces and steering committees.
This position offers a hybrid telework schedule and the opportunity to lead meaningful, high-visibility work that shapes the future of public service technology in California.

Working Conditions
This position is eligible for limited remote working within California based on departmental guidelines and operational need. FTB has a minimum in-office requirement of two days per week for all positions including those that are eligible for telework. This is subject to change.

Under general direction of the CIO and the Deputy CIO (an InformationTechnologyManager II), incumbent holds complete management responsibility for a designated subsection within the Application Management. This includes overseeing a portfolio of applications developed and managed by the Application Management Section, encompassing tasks such as planning, organization, staffing, and the direction of all functions and personnel to successfully achieve the section's objectives.

Under the general direction of the InformationTechnologyManager II of Application Infrastructure Services (AIS), the incumbent has full management responsibilities for the planning, organizing, and coordination of all activities of the Unix Services section. The incumbent will supervise directly a team of informationtechnology specialists who provide advanced-level support for enterprise-wide IT solutions and services. The incumbent will provide leadership, supervision, guidance, mentoring, and support for all activities associated with customer relationship management, product and service management, IT consulting, and support of major computer systems and services that are critical to support the business functions of the California State Legislature and the Office of Legislative Counsel (OLC). The incumbent will consult with Legislative Data Center (LDC) executive management to ensure operations, project budgets, and plans are achieved and are consistent with the business objectives of the Legislature. The area of responsibility supervised by the incumbent is critical to the business success of the OLC and its customers, and the consequence of error is high. The incumbent will work outside of normal business hours and be reachable 24/7 via mobile phone as necessary to resolve problems, provide extended customer support coverage, and/or perform implementation of informationtechnology products and services as required by the Legislative customers and business needs.

Department Information
The Office of Legislative Counsel (OLC) is a small civil service department whose mission is to provide responsive nonpartisan and confidential legal services and informationtechnology support services to the California State Legislature and in support of the legislative process. This position is located in the heart of downtown Sacramento. Under the broad administrative and policy direction provided by the Project Manager (C.E.A), the CSPS Technical Chief is a key member of the CSPS Executive Leadership team and through subordinate managers is responsible for overseeing all CSPS technical activities related to the planning, design, development, implementation and system maintenance and operations for the future HR and Payroll System. The CSPS Technical Chief's scope of responsibility includes system and data interfaces, system security, system architecture, system environments, software development or configuration activity for, software tools, such as SharePoint, and data conversion for the CSPS Project. CSPS will deliver a modern solution for Human Capital Management (HCM) including core HR functionality (position control, personnel administration, benefits administration, time management, and travel and expense management) and Payroll with employee self-service and streamlined business processes using innovative technology solutions of CGI Advantage.
The incumbent must demonstrate the highest level of expertise in leadership, design, development, and configuration of highly complex technical systems, in System Development Lifecycle (SDLC) practices, Waterfall and Agile system implementation methodologies, Change Control practices, and customer service.
Duties Performed:

* Working in alignment with the CSPS Functional Team and CSPS Project Management Office and through subordinate managers, plans, organizes and directs a large multidisciplinary technical team consisting of state and vendor staff in all activities to plan, design, develop or configure, implement, and support the CSPS future solution. Manages service delivery for complex system and data interfaces within SCO, external departments and third-party vendors, development of custom functionality, supporting software tools, security, environment management, data conversion, customized reports, and data staging for development, test, production, and other environments. Ensures the CSPS Technical Team adheres to technical standards, project schedule, security requirements, and quality standards as defined in the various CSPS Project Management Plans. Responsible for ensuring the solution integrator meets the non-functional requirements through testing and ensuring full requirements traceability.
* Provides leadership in the identification, quantification, and mitigation of project issues and risks. Provides strategic leadership in discussions regarding process design, product strategy, technical deliverables, change impacts and potential issues to help remove barriers to keep the project on track. Adheres the CSPS Schedule Management Plan and ensures the team is reporting on tasks and meets the agreed upon system implementation schedule.
* Develops and influences the future solution IT policies, strategic vision with the solution integrator, project goals and objectives and ensures the implemented future solution meets those goals and objectives.
* Develop quality software development and implementation policies that include repeatable standards and guidelines and reusable assets to ensure new systems and solutions are high-quality and cost-effective.
* As part of the CSPS Executive Leadership team engages in strategic and innovative planning and resolution of the most critical risks or issues. The incumbent presents and supports recommendations or status to Sponsors, Control Agencies, or the Legislature.
* Represent CSPS at all levels of state organizations including executives and solution integrator partners. Make presentations to large and small groups and lead project meetings with various functional and technical focus groups and task forces comprised of departmental, control agency and labor union representatives.
* Develop and maintain effective working relationships within the SCO, contractor management staff, project staff, business partners, department and agency staff, executives, and other project stakeholders.
* Lead and manage teams to improve knowledge, skills, and abilities and work performance. Develop and maintain a high performing organizational culture. Provide opportunities for experience and advancement. Ensure staff have the proper training needed to perform their critical role.
* Assists in the planning of the future organization with executive management. Identify resource needs and develop or provide input into the development of budget requests. Recruit, manage, and monitor the performance of the CSPS Technical Team and their activities.

The Health InformationManagement Division (HIMD) at the California DHCS is seeking a highly motivated and experienced individual to join our team as an InformationTechnologyManager II (ITM II) within the Data Quality Branch.
DHCS is the backbone of California's health care safety net, helping millions of low-income and disabled Californians each day. The Chief of Data Quality Branch (DQB) oversees the highly complex and technical operations of the two sections responsible for data quality. The scope of responsibility for the ITM II requires enterprise oversight of strategic assets such as data quality planning, reporting, analysis, remediation and improvement of data quality and data standards within DHCS. The ITM II will provide oversight for ongoing data quality for the Transformed Medicaid Statistical Information System (T-MSIS), a critical data reporting component of the CMS Medicaid and CHIP Business Information Solution (MACBIS) to improve beneficiary quality of care, assess beneficiary utilization and enrollment, and improve program integrity. The incumbent also oversees data quality assessments and reporting specific to oversight requirements for managed care plans, including the Quality Measures for Encounter Data (QMED), which reports managed care encounter data completeness, accuracy, reasonability, and timeliness, and other encounter data initiatives. Data quality involves working with technology system teams and program teams to address quality issues. Data quality is critical for monitoring of DHCS programs, including monitoring data sources to assess changes over time, making modifications and adjustments to support outcomes and analysis that will involve assessing data sources to provide information reflective of interactions of beneficiaries across multiple services. Working Conditions

Special Requirements

Under general supervision of the InformationTechnology Services Division (ITSD) Service Desk & Field Support InformationTechnology (IT) Supervisor II, the Service Desk Technician will serve as a member of the IT Service Desk and will provide technical and administrative support for the California State Lottery's (Lottery) end user computing devices and office productivity software. The duties for this position are focused in the Client Services domain; however, work may be assigned in other domains as needed.

Working Conditions
The Service Desk Technician will work in a fast-paced environment, with competing priorities, and critical deliverables.
