Position exists in the Medical Department of Porterville Developmental Center. Under general direction, the incumbent performs responsible psychiatric work. Provides medical supervision and care of all clients assigned. Keeps up to date with the most current psychiatric/medical information on various health issues including diagnoses, management, prevention, etc.
Effective August 1, 2025, State employees are subject to a salary reduction of four point six two (4.62) percent in exchange for eight (8) hours per month of the Personal Leave.

Working Conditions
TYPICAL WORKING CONDITIONS: Ongoing interaction with clients. Potential exposure to communicable diseases, blood-borne pathogens, medicinal preparations, and other conditions common to a clinical nursing environment.
The Staff Psychiatrist (Safety) classification is designated due to the custody requirements imposed by the criminal nature of the forensic client population and the security features of the facility. Incumbents must display demonstrated leadership ability, be sympathetic and possess objective understanding of the problems of developmentally disordered clients. Tact, patience, and emotional stability are critical when dealing with emergency situations.
This position is designated as Work Week Group (WWG) E. WWG E/SE employees are expected to work as many hours as necessary to complete the work assigned. WWG E/SE employee work schedules may fluctuate at times depending on the nature and amount of work to be performed. In the absence of work requiring irregular or fluctuating hours of work, WWG E/SE employees are expected to maintain a consistent work schedule as directed by the Medical Director or designee.
TYPICAL PHYSICAL DEMANDS: Must possess and maintain sufficient strength (lift up to 50 pounds without assistance), agility, endurance and sensory ability to perform the duties contained in the duty statement. The ability to perform during physically, mentally, and emotionally stressful and emergency situations encountered on the job without endangering their own health and well-being or that of their fellow employees, clients or the public is required.

Department of Developmental Services (DDS) is a California state agency providing services and support to over 450,000 individuals with intellectual and developmental disabilities (I/DD), including cerebral palsy, Down syndrome, autism, epilepsy, and related conditions.
Within DDS, the Porterville Developmental Center (PDC) has been a cornerstone in providing compassionate care and support to just over 200 individuals with I/DD since 1953. As one of the main state-operated facilities under DDS, PDC offers 24-hour residential services for adults with serious medical or behavioral issues related to I/DD.
Our mission is to deliver person-centered support through a dedicated interdisciplinary team, including physicians, psychologists, nurses, and more. We provide comprehensive services such as health care, education, work training, and preparation for independent living.
PDC is licensed by the California Department of Public Health to offer general acute medical, skilled nursing, and intermediate care services. We specialize in serving individuals with severe I/DD, including those requiring secure treatment programs.

This position requires the following prior to being hired:
* Valid California Driver's License (CDL). You must answer the questions addressing your CDL on your application. Ensure you provide your CDL number, class, expiration date, and any endorsements and/or restrictions.
* Certificate of completion of the Peace Officer Standards and Training (POST) basic academy from a POST-certified police academy.

The Office of Protective Services (OPS) is a Law Enforcement Agency. After the background check clears, the applicant will be appointed to the position. This is a sworn Peace Officer position pursuant to California Penal Code section 830.3(v). PSYCHOLOGIST (HEALTH FACILITY - CLINICAL - SAFETY)

Under the direction of the Psychology Services Director, the Psychologists, Health Facility provides necessary and quality psychological treatments/interventions and forensic/psychological assessments. Tasks require knowledge and experience in psychological interventions, treatments, and assessment as well as typical office programs/applications such as Microsoft Word, Excel, and Outlook. Tasks include direct patient care, behavioral analyses, participation on an interdisciplinary team, forensic evaluations, psychological evaluations, and testimony in court. Direct client care includes, but is not limited to: individual therapy, group therapy, crisis interventions, and intake assessment. Behavioral analyses involve direct client observations across settings, review of behavioral data, and providing a written functional behavior assessment along with applicable behavior data, and providing a written functional behavior assessment along with applicable behavior support plans. Partcipation on the interdisciplinary team involves attending meetings, discussing client progress, and training staff members. Forensic evaluations include but are not limited to: dangerousness and risk assessment, trial competency, and progress reports. Psychological evaluations include, but are not limited to: cognitive functioning, adaptive functioning, academic achievement, and evaluations for individual eduation programs. Also precepts and provides guidance to psychology interns and practicum students. The Psychologist, Health Facility may also work to assure conformance with standards of practice and providing training to different disciplines. This requires a high degree of initiative and independence in performing assigned tasks. Good judgement, organization, and ability to communicate effectively are primary importance.
Effective July 1, 2025, State employees are subject to a salary reduction of three (3) percent in exchange for five (5) hours per month of the Personal Leave.

The Upholsterer is responsible for the daily operation of the Upholstery Shop and the repairing of furniture, auto seats, and other equipment as directed. Under the direct supervision of the Supervisor of Correctional Education Program or their assistant Principal designee, the Senior Librarian is responsible for the functional supervision, operation, scheduling and collections of the institutions law and general libraries. The Senior Librarian will coordinate, publish and distribute the schedule for hours of operations for each library to ensure all incarcerated persons throughout the institution have the required access times. The Senior Librarian will make recommendations to their direct supervisor regarding the various compliance issues involving access, disabled incarcerated persons and appropriate accommodations, collection maintenance and development, and other issues as required. The Senior Librarian will complete and submit the appropriate purchase requisitions in order to maintain all compliance components of the law and general libraries.

MEDICAL ASSISTANT

Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 20, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 PLP 2025 leave credits monthly through June 2017. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.
This is a limited term position which may be extended or become permanent.
* This classification is subject to Section 5, Hiring-Above-Minimum (HAM) Authorization of the California State Civil Service Pay Scales. The authorized HAM rate for this classification is $4,556.

Under direct supervision of a registered dietitian, the incumbent assists in the development and implementation of medical nutritional therapy for clients or patients in PDC facility and performs other related work.
The classification of Pre-Registered Dietitian is a temporary appointment classification used for recruitment of professional dietitians. All appointments in this class are made on a temporary basis and are not to exceed six months. General Statement of Duties: Recreation/Music Therapy uses recreational/music activities and leisure resources to improve health and quality of life. These leisure opportunities will focus on helping the individual develop motor skills, social skills, and sensory functioning, needed for community integration. Through leisure counseling and activities, clients are encouraged to make healthy decisions to cope with stress, emotions and peers. Activities are used to to develop skills in leadership, teamwork, sportsmanship, self-esteem, and to help maintain clients' social, cognitive, physical and emotional well-being. Rehabilitation Therapists will apply therapeutic habilitation knowledge, activities and techniques to the problems of mental or intellectual disabilities found in adults; assess individual needs, determine appropriate habilitative/rehabilitative objectives and develop activities to meet these objectives; work with members of the interdisciplinary team to reinforce other treatment modalities; re-evaluate these plans on a regular basis.
Effective July 1, 2025, State employees are subject to a salary reduction of three (3) percent in exchange for five (5) hours per month of the Personal Leave.

Working Conditions
TYPICAL WORKING CONDITIONS: Regular interaction with clients and staff in monitoring provision of direct services and other conditions common to on and off residence training environments. Staying at work area for periods of time on a residence or training site where a client may be receiving training or services. Must participate in meetings and conferences and other conditions common to an office environment and make effective use of equipment for report writing and data collection. Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 20, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.
Under the direction of the Chief Medical Executive and the supervision of the Correction Health Services Administrator I/II, Correctional Facility (CF), the Radiologic Technologist, CF instructs and prepares patients for radiologic examinations and takes x-rays for a variety of body structures. The Radiologic Technologist maintains equipment and quarters and keeps records and files. The Radiologic Technologist, CF may supervise the incarcerated-workers and the conduct of patients in treatment.
Minimum Qualifications:
Possession of a current valid certificate as a certified Radiologic Technologist in diagnostic radiologic technology issued by the California State Department of Health Services. (Applicants who are in the process of securing such certification will be admitted to the examination but must possess such certificate before they will be considered eligible for appointment.) AND
Either I
Two years of experience, including training in radiologic techniques and methods, under an accredited medical radiologist. (Successful completion of the work required for a graduate nurse may be substituted for one year of this required experience and training.)

Effective July 1, 2025, in accordance with the applicable Memorandum of Understanding, the Personal Leave Program 2025 (PLP 2025) was implemented. PLP 2025 requires each full-time employee in Bargaining Unit 19, and related Excluded, Exempt and Statutory Exempt employees, will have their base salary reduced by 3 percent and will receive 5 PLP 2025 leave credits monthly through June 2027. Salaries do not reflect the recent changes. Part-time employees are subject to the same conditions as full-time employees, on a prorated basis equivalent to their time-base. Permanent intermittent employees are subject to the same condition as full-time employees, based on the number of hours worked in the pay period.

Recruitment and Retention Bonus available for clinicians newly hired with California Correctional Health Care Services.
This classification is subject to Section 5, Hiring-Above-Minimum (HAM) Authorization of the California State Civil Service Pay Scales. The authorized HAM rate for this classification is: P $11,496, Q $13,937.
Effective May 01, 2022, employees in this class, employed within the California Department of Corrections and Rehabilitation, and who are physically located at and assigned to the Psychiatric Inpatient Program, shall receive a pay differential equivalent to 15% of their monthly base pay.
Only employees who provide direct patient care, treating patients' in-person, on grounds or at a facility more than 50% of the pay period, are eligible for this pay differential.
Please note: Individuals may be eligible to receive a $10,000 one-time recruitment and retention stipend should they meet the eligibility criteria, including but not limited to remaining employed with CCHCS for six months. Additionally, individuals may be eligible to receive a monthly recruitment and retention differential during their first year with CCHCS (totaling $20,000), should they meet the eligibility criteria.
IMPORTANT: California Department of Corrections and Rehabilitation (CDCR) and California Correctional Health Care Services (CCHCS) employees may be eligible for a $5,000 referral bonus should you be selected for hire and remain employed with CCHCS for 90 days. For a CDCR/CCHCS employee to be considered, a questionnaire must be completed to the best of your knowledge, including the referring employee's name, classification, PERNR, and work location. The questionnaire will be provided to the selected candidate during the pre-employment process.
Under the general direction of the Senior Psychologist, Correctional Facility (Supervisor), the Psychologist-Clinical, Correctional Facility, is responsible for preadmission screenings, psychologist evaluation of inmates admitted to the program, crisis intervention, individual therapy, treatment and discharge planning, participating in interdisciplinary team evaluations, and consulting with the psychiatrist, nursing and other staff. The psychologist may be assigned other clinical duties throughout the institution, including participation in staff meeting, institutional committees, and consults with custody staff as well as supervision and training to students, interns, unlicensed psychologists and other staff. The psychologist may also participate in program evaluation and research, and may provide consultation on research design and analysis of data.
Minimum Qualifications:
License: Possession of a valid license as a Psychologist issued by the California Board of Psychology and possession of an earned Doctorate Degree in Psychology from an educational institution meeting the criteria of Section 2914 of the Medical Board of California's Business and Professions Code.
Individuals who do not qualify for licensure by the California Board of Psychology or who are in the process of securing this license will be admitted into the examination and may be appointed, but must secure a valid license within three years of an appointment or the employment shall be terminated. For persons employed less than full time, an extension of a waiver of licensure may be granted for additional years proportional to the extent of part-time employment, as long as the person is employed without interruption in service, but in no case shall the waiver exceed five years.
(Unlicensed individuals who are recruited from outside the State of California and who qualify for licensure may take the examination and may be appointed for a maximum of two years at which time licensure shall have been obtained or the employment shall be terminated. Additionally, they must take the licensure examination at the earliest possible date after the date of employment.)
Applicants who are within six months of receiving their degree will be admitted into the examination, but will not be eligible for appointment until receipt of the degree and completion of the internship.
