The Department of Human Resources (CalHR) is recruiting a fulltime, permanent Staff Personnel ProgramAnalyst within the Personnel Mangmeent Division (PMD). The department is willing to consider the Staff Services Manager I (Spec) position for recruitment purposes. Under the general direction of the Personnel Services Branch (PSB) Manager, Personnel Program Manager II (PPM II), the Staff Personnel ProgramAnalyst serves as a PSB Consultant providing support for the California State Payroll System (CSPS) project. The position will also provide expert guidance and support to Department HR Offices.

THE CALIFORNIA CHILDREN'S RESIDENTIAL PROGRAM RIVERSIDE SOUTH REGIONAL OFFICE IS RECRUITING FOR THREE (3) LICENSING PROGRAMANALYSTs (LPA). THESE POSITIONS ARE LOCATED IN RIVERSIDE, CA. Under the supervision of a Licensing Program Manager I (LPM I), the Licensing ProgramAnalyst (LPA) is responsible for a full range of licensing duties which may include: developing and implementing orientations/training programs, reviewing applications, recommending license approval/denial, performing on-site facility evaluations, investigating complaints in licensed and unlicensed facilities, recommending and preparing administrative actions to deny, revoke, and suspend facility licenses.
Licensing ProgramAnalysts (LPA) must possess a valid driver's license and be able to travel frequently (sometimes overnight). LPAs must have good verbal and written communication skills and be able to maintain composure in stressful situations. LPAs are subject to fingerprinting and a criminal record check by the Department of Justice and Federal Bureau of Investigation.
LPAs have regular contact with licensees, facility staff, children in care, their parents/responsible parties, and the public; may also meet with or conduct joint visits with fire marshals, long term care ombudsmen and other client advocates, local law enforcement and personnel from other agencies.
LPAs determine facility compliance or noncompliance with statutory and administrative law, issue civil penalties, and may be the first to detect and recommend the need for administrative or misdemeanor prosecution. Failure to observe and cite deficiencies may result in health and safety hazards to clients resulting in neglect, abuse, injury or death, and potential liability to the Department.
LPAs are supervised by a Licensing Program Manager I (LPM I). LPAs receive training and general instruction on licensing policy and division goals. LPMs closely supervise LPAs at Range A and B level and perform quality assurance evaluations frequently. As the level of expertise increases, the quality assurance evaluations are less frequent.

Working Conditions

The California Department of Social Services (CDSS) serves, aids and protects disadvantaged and vulnerable children and adults in ways that strengthen and preserve families, encourage personal responsibility and foster independence. The CDSS Community Care Licensing Division is currently accepting applications for a Licensing ProgramAnalyst (LPA) for the San Bruno Child Care Regional Office.
The Child Care Program of CDSS is looking for motivated individuals who can handle a full range of licensing duties. This includes develop and implement orientations, training programs; review applications; recommend license approval/denial; perform on-site facility evaluations; investigate complaints in licensed and unlicensed facilities; recommend and prepare administrative actions to deny, revoke, and suspend facility licenses.
The LPA will also perform analytical and technical work related to the licensing and evaluation of facilities and may be lead for training of staff, participate on divisional or departmental policy development work groups, and represent the regional office in outreach programs.

Working Conditions
This is an office-centered position; however, occasional telework may be permitted.

HIRING PROCESS
The Budget Analyst hiring process includes three phases to provide interested candidates an opportunity to demonstrate the skills and abilities needed to perform Budget Analyst duties.
Phase I - Math/Writing Exercise (Virtual)

Working Conditions

The California Commission on Teacher Credentialing is an agency in the Executive Branch of California State Government. It was created in 1970 by the Ryan Act and is the oldest of the autonomous state standards boards in the nation. The major purpose of the agency is to serve as a state standards board for educator preparation for the public schools of California, the licensing and credentialing of professional educators in the State, the enforcement of professional practices of educators, and the discipline of credential holders in the State of California.

Under the supervision of the Interagency Recovery Coordination (IRC) Branch Manager, the Analyst I performs a variety of analytical and administrative less difficult and complex duties relating to the provision of federal and state disaster assistance grant programs within the Cal OES Recovery Operations Directorate. Recovery Operations Analyst I performs a broad range of entry level analytical tasks relating to financial closeout, programmatic, and administrative requirements of the Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), and other disaster and non-disaster grant programs.
Must be able to logically and creatively analyze and resolve governmental/administrative problems of an average complexity; gather and analyze large amounts of data to develop and evaluate alternatives for a variety of administrative and program related areas, making recommendations to management on those alternatives; communicate effectively orally and in writing, and function in an environment with demanding and changing priorities. The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.
The Recovery Directorate is comprised of three sections - Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description.
