    THE CALIFORNIA CHILDREN'S RESIDENTIAL PROGRAM RIVERSIDE SOUTH REGIONAL OFFICE IS RECRUITING FOR THREE (3) LICENSING PROGRAM ANALYSTs (LPA). THESE POSITIONS ARE LOCATED IN RIVERSIDE, CA. Under the supervision of a Licensing Program Manager I (LPM I), the Licensing Program Analyst (LPA) is responsible for a full range of licensing duties which may include: developing and implementing orientations/training programs, reviewing applications, recommending license approval/denial, performing on-site facility evaluations, investigating complaints in licensed and unlicensed facilities, recommending and preparing administrative actions to deny, revoke, and suspend facility licenses. Licensing Program Analysts (LPA) must possess a valid driver's license and be able to travel frequently (sometimes overnight). LPAs must have good verbal and written communication skills and be able to maintain composure in stressful situations. LPAs are subject to fingerprinting and a criminal record check by the Department of Justice and Federal Bureau of Investigation. LPAs have regular contact with licensees, facility staff, children in care, their parents/responsible parties, and the public; may also meet with or conduct joint visits with fire marshals, long term care ombudsmen and other client advocates, local law enforcement and personnel from other agencies. LPAs determine facility compliance or noncompliance with statutory and administrative law, issue civil penalties, and may be the first to detect and recommend the need for administrative or misdemeanor prosecution. Failure to observe and cite deficiencies may result in health and safety hazards to clients resulting in neglect, abuse, injury or death, and potential liability to the Department. LPAs are supervised by a Licensing Program Manager I (LPM I). LPAs receive training and general instruction on licensing policy and division goals.
