The CalSTRS Human Resources division is seeking a motivated individual to work as an Associate Governmental Program Analyst in the Classification and Compensation unit. It is the purpose of Human Resources to support the total operation in meeting its goals through its most valuable resource-its PEOPLE. The Classification & Compensation unit collaborates and consults with internal business partners on all facets of personnel management practices to ensure compliance with control agency, government, and legislative laws; rules, regulations, policies and procedures; assists with recruitment and certifies employees in accordance with the California civil service merit system; implements programs and activities designed to promote employee development and retention; conducts classification studies; and manages the position control activities.
Under the general direction of the Classification & Compensation Manager, the incumbent independently consults with CalSTRS' staff on all facets of personnel management. The incumbent is expected to perform the more responsible, varied, and complex technical duties in the assigned areas of responsibility.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
In July 2025, the State of California implemented the Personal Leave Program 2025. This program reduces employees' monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits for the duration of the program. The salary ranges shown on this job posting do not reflect the reduced amounts.

Working Conditions
CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

CalSTRS Personal Trading Program
Investment Branch employees are required to participate in the CalSTRS Personal Trading Program which allows CalSTRS to monitor employees' personal trading transactions in order to reduce risks associated with insider trading, front running, and misusing material non-public information. Upon accepting a position within the Investment Branch, you will be required to disclose your personal broker account information and be required to utilize a personal broker from a designated list as provided by CalSTRS.
Background Investigation
Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.
CalSTRS Disclosure Requirements

Will consider Staff Services Analyst. Under the general direction and supervision of the Unsheltered Operations and Engagement Office Chief, the incumbent serves as an Unsheltered Liaison. The Unsheltered Liaison acts as an intermediary between the District and external partners, inclusive of governmental, non-profit, and community members. Occasional travel within the District and the State will require the incumbent to possess a valid driver's license and be able to safely operate a motor vehicle, with regard to travel restriction guidelines. Lead routine outreach activities to external partners such as city, county, fire, law enforcement agencies, and internal 1:1 division leads. Analyze unsheltered submissions/documentation and obtain reports/sensitive documentation required for review in decision making toward encampment and outreach collaborations. Lead focused collaborative meetings between agency and external stakeholders; inclusive of lead with elected officials and/or staff. Routine follow-up on outreach status and strategies. Transfer outreach reports to Excel, Power Point or current platforms used for virtual presentations. Research and analyze the current societal trends and need of Unsheltered community members in the Bay Area, with a lens for equity, that will enhance collaborative, innovative approaches from the Department. Working Conditions
Position located at 111 Grand Ave., Oakland, Alameda County.
The District 4 External Affairs Office of Unsheltered Operations and Engagement, is located in the Caltrans Bay Area (District 4) Office Building. This is a climate-controlled high-rise office building with artificial light. Climate controlled environment, however temperatures may fluctuate. Most employees will either work remotely or at workstations in cubicles, upon request of management. Working remote or in the building could fluctuate, based on projects, management needs and/or safety protocols as guided by the Department. Work hours will be set sometime between 6:00 AM and 6:00 PM. Some overtime may be required, and vacations may be restricted during peak times.

Working Conditions

The California Natural Resources Agency (CNRA) is hiring an Associate Governmental Program Analyst (AGPA) to serve as a Tribal Funding Grant Administrator to administer tribal grants including those the Tribal Nature-Based Solutions Grant Program. The Tribal Funding Grant Administrator will support strategic tribal affairs priorities in coordination with the Deputy Director and Deputy Secretary for Tribal Affairs, state agencies and departments, California Native American tribes, local governments, and members of the public to identify opportunities to support increased tribal access and co-management of lands and natural resources, ancestral land return, and the implementation of tribally led Nature-Based Solutions projects as defined by the Natural and Working Lands Climate Smart Strategy and the Pathways to 30x30 document.
The Tribal Funding Programs Manager will also administer and be responsible for grant and contract management of the Tribal Nature-Based Solutions program and other tribally focused programs.

Under the direction of the California High-Speed Rail Authority's (Authority) Staff Services Manager I (Assistant Contract Compliance Administrator), the Associate Governmental Program Analyst (Contract Management Support Analyst) is responsible for supporting the full lifecycle of contract administration activities for highspeed rail projects. The incumbent will provide day-to-day administrative and support to Authority contract managers by tracking contract deliverables, invoicing, ensuring adherence to applicable laws and regulations, assisting with procurement and contract amendments, quality control analysis, and confirming ongoing compliance with state and federal requirements. This position is responsible for the full contract life cycle management, ensuring all assigned contracts and agreements are procured, administered, and managed in accordance with policies and procedures of the Authority, the State Contracting Manual (SCM), the State Prompt Payment Act, State Administrative Manual, the California Government Code, and other State and federal laws affecting contract administration. The incumbent serves as a key support to Authority's contract managers to ensure efficient, timely, and compliant execution of contracts in support of the Authority's mission.

Working Conditions

Under the general direction of the District 02 Maintenance Manager II (MMII), the incumbent independently analyzes, plans, organizes, and performs a variety of above-average complex technical and analytical administrative duties. Must be able to maintain a high level of confidentiality, reliability, professionalism, initiative, optimism, and accuracy under strict time-frames in accordance with District, Department, State and federal law, policies, procedures, rules and guidelines. Incumbent must be customer service oriented and have strong computer skills. While working independently, creates and analyzes comprehensive compliance reports for employee compensated time off (CTO) earnings, overtime (OT), performance reports, safety meetings, Job Hazard Analysis (JHA), district lane closures, as well as other Ad-Hoc reports; meets with managers and superintendents regarding trends and compliance issues found and makes recommendations to resolve compliance issues; evaluates current and historical data and compiles findings for maintenance managers and superintendents; gathers, tabulates, and analyzes data from the field; and provides updates and recommendations to managers and supervisors on maintenance departmental/division drills including but not limited to travel, equipment usage, safety, training and public complaints. Under the direct supervision of the Staff Services Manager I, Supervisor, the incumbent will perform duties associated with purchasing Information Technology (IT) Goods and Services (excluding IT Service Contracts) and Non-IT Goods and State Controller's Office.
Duties Performed:

The Associate Governmental Program Analyst (AGPA) independently reviews CDPH program facilities and determines their needs; evaluates potential impacts and makes recommendations for improvement. Facility functions may include purchasing, facility management, capital outlay and telecommunications for CDPH statewide.
The Staff Services Analyst (SSA) classification is distinguished from the AGPA classification by the scope of responsibility, complexity of work performed, independence of action, decision-making, and level of supervision received. Eligibility
Candidates must be eligible for appointment to the California civil service classification of Associate Governmental Program Analyst. Under the direction of the Staff Services Manager II (SSM II) in the Recovery Financial Processing Division, the incumbent performs a broad range of advanced journey level analytical tasks relating to financial, programmatic, and administrative requirements of the Validate As You Go (VAYGo) program as it pertains to various federal disaster recovery grant programs, such as Public Assistance (PA) Disaster Grant, Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Immediate Services Program (ISP), and others. Works under strict regulatory and administrative deadlines and acts with independence to maintain a routine workload and respond to short term special projects and priority assignments. Formulates policies, procedures, grants, and makes recommendations on program-related issues and advises management on potential program alternatives and impacts.
The incumbent conducts the in-depth review of reimbursement claim supporting documentation for accuracy and allowability and interacts with subrecipients, Disaster Closeout teams, and other stakeholders, including Federal Emergency Management Agency (FEMA), to ensure the thorough analysis and completeness of the documentation on file. The incumbent provides program and policy analysis, and administrative and financial support best suited to this classification and is the primary program administrator for their respective region and subrecipients. Additionally, the incumbent provides final review and acceptance of the compliance documentation.
Must be able to logically and creatively analyze and resolve governmental/administrative problems of an average complexity using various tools and program applications; gather and analyze data to develop and evaluate alternatives for a variety of program related areas; make recommendations to management on those alternatives; communicate effectively orally and in writing, and function in an environment with demanding and changing priorities. Works independently while maintaining a standard workload and responding to frequent short-term tasks.
