This position ensures accurate, compliant, and timely payroll processing across diverse business operations, including Service Contract Act (SCA) requirements, collective bargaining agreements, and federal government contracts compliance. The Payroll Manager leads the payroll team in maintaining system integrity, developing efficient processes, and ensuring compliance with all applicable labor laws and regulations. ESSENTIAL FUNCTIONS Direct the day-to-day operations of the payroll department to ensure timely and accurate payroll processing for multi-state and international employee groups. Supervise, mentor, and train payroll staff, ensure workload is distributed for maximum efficiency, and ensure transactions are accurate and compliance requirements are met. Administer and oversee the Deltek payroll system, ensuring system configuration and calculations remain accurate for wages, overtime, leave and sick accruals, benefits, garnishments, deductions, and multiple tax jurisdictions. Interpret and apply payroll-related policies, collective bargaining agreements, wage determinations, and SCA compliance. Ensure payroll practices align with requirements of federal government contracts and labor law compliance. Design, implement, and monitor payroll processes, internal controls, and workflows for efficiency and risk mitigation. Prepare and review reconciliations, reports, and documentation in support of internal and external audits. Positively and collaboratively partner with Operations, Human Resources, and Finance to resolve payroll-related issues and ensure alignment across departments. Analyze payroll transactions and investigate discrepancies to ensure compliance and accuracy. Ensure timely compliance with all local, state, federal, and international payroll laws, tax filings, and reporting requirements. Oversee the preparation and distribution of all statutory filings, including annual W-2s. Stay current with changes in payroll legislation, union regulations, SCA regulations, and federal contracting requirements. Reconcile payroll postings to the general ledger for accuracy. Work collaboratively with Finance when adjustments are required. Perform other duties as assigned. SUPERVISORY RESPONSIBILITIES This job will supervise the payroll department. QUALIFICATIONS Bachelor's degree or equivalent in a discipline of Accounting, Finance, Business, or a related discipline required. Six (6) years of progressive payroll experience, including three (3) years in a supervisory or management role. Certified Payroll Professional (CPP) Demonstrated payroll management experience, managing multi-state and global payrolls, including compliance with SCA, union requirements, and federal government contracts. Advanced knowledge of payroll compliance, reporting, and audit practices. Advanced Microsoft Excel and Microsoft Word experience required. Experience using Deltek system preferred. Ability to pass a background, drug, reference, and credit check. Obtains information on subsistence and sport harvest of fish and game. Arranges field logistics, coordinates access to Native lands and explains the purpose and scope of biological projects to residents of villages on or near refuse or other public lands. Guides others or travels along by foot, snow machines, or boat to field camps and remote work sites in order to provide logistics or perform biological work. This is a regular, part-time position with an intermittent schedule, depending on the program needs and seasonal activities. This position will be located in the Yukon Kuskokwim Region, preferably Hooper Bay, Scammon Bay, Emmonak, St. Mary's, Pilot Station, Mountain Village, Kotlik, Marshall, Russian Mission, Nightmute, Tununak, Toksook Bay, or Mekoryuk Alaska. ESSENTIAL FUNCTIONS Meet with Alaska Native residents and tribal leaders to learn about and understand their concerns, questions, and positions with respect to Refuge programs; community values and interests; traditional subsistence uses of fish and wildlife resources; and historic and current information about wildlife populations and harvest methods. The RIT will then communicate these concerns, questions, interests, traditional uses, and historical perspectives to the Refuge Manager to enable the Refuge to calibrate its cooperative management programs in acknowledgment of this information. Plan and facilitate meetings between Alaska Native residents and Refuge officials and may coordinate logistics in support of biological projects on the Refuge. These services are critical to advance the interests of all parties in successful collaboration and cooperative resource management. Communicates with Refuge officials about traditional Alaska Native uses of Refuge lands and stakeholder perspectives on Refuge management programs, research, regulatory actions, Refuge permitting and policies, and other issues that impact Alaska Native stakeholders. The RIT will also communicate Refuge program ideas, concepts, concerns, and plans to Calista and other Alaska Native stakeholders who may be affected by Refuge actions. Plan, develop, and implement programs and processes to ensure that important information is collected and shared between the Refuge and Alaska Native stakeholders living within and in proximity to the Refuge's boundaries. The RIT will also optimize the use of existing communication structures, including public meetings, educational programs in rural communities and schools, and personal connections, to achieve these goals. Explain natural resource management laws, regulations, plans, and agreements and the goals of these laws, regulations, plans, and agreements to Alaska Native stakeholders who live on or in proximity to or use Refuge lands. The RIT understands and communicates the effects of laws and agreements of particular significance to Calista shareholders and within the Calista region, including the Migratory Bird Treaty Act (MBTA) and the Alaska Native Migratory Bird Co-Management Council (AMBCC), the Alaska National Interest in Land Conservation Act (ANILCA) and the Regional Advisory Councils established by ANILCA for rural subsistence uses, and the Alaska Native Claims Settlement Act (ANCSA). Relieves floorhands on the floor when required. Assists in preparing the drilling rig and camp for relocation, preparing the rig and camp to become operational. Assists in fueling of camp and rig / under supervision of motorman. Works at heights up to 175 feet above ground. Performs any other duties that may be assigned. Officers are weighed at the time of the test (in PT gear) and the appropriate percentage of the officer's weight is used to determine the percentage to be bench pressed. 3. 1.5 Mile Run - This test measures the cardio-respiratory fitness of the officer. It is conducted on a flat surface track or pre-measured (flat) course. The test is measured in minutes and seconds.
