    Calista Corporation Regular The Payroll Manager is responsible for overall administration and execution of payroll for a multi-state, multi-company, global workforce in a highly regulated environment. This position ensures accurate, compliant, and timely payroll processing across diverse business operations, including Service Contract Act (SCA) requirements, collective bargaining agreements, and federal government contracts compliance. The Payroll Manager leads the payroll team in maintaining system integrity, developing efficient processes, and ensuring compliance with all applicable labor laws and regulations. ESSENTIAL FUNCTIONS * Direct the day-to-day operations of the payroll department to ensure timely and accurate payroll processing for multi-state and international employee groups. * Supervise, mentor, and train payroll staff, ensure workload is distributed for maximum efficiency, and ensure transactions are accurate and compliance requirements are met. * Administer and oversee the Deltek payroll system, ensuring system configuration and calculations remain accurate for wages, overtime, leave and sick accruals, benefits, garnishments, deductions, and multiple tax jurisdictions. * Interpret and apply payroll-related policies, collective bargaining agreements, wage determinations, and SCA compliance. * Ensure payroll practices align with requirements of federal government contracts and labor law compliance. * Design, implement, and monitor payroll processes, internal controls, and workflows for efficiency and risk mitigation. * Prepare and review reconciliations, reports, and documentation in support of internal and external audits. * Positively and collaboratively partner with Operations, Human Resources, and Finance to resolve payroll-related issues and ensure alignment across departments. * Analyze payroll transactions and investigate discrepancies to ensure compliance and accuracy. * Ensure timely compliance with all local, state, federal, and international payroll laws, tax filings, and reporting requirements. * Oversee the preparation and distribution of all statutory filings, including annual W-2s. * Stay current with changes in payroll legislation, union regulations, SCA regulations, and federal contracting requirements. * Reconcile payroll postings to the general ledger for accuracy. * Work collaboratively with Finance when adjustments are required. * Perform other duties as assigned. KNOWLEDGE, SKILLS, & ABILITIES * Extensive knowledge of payroll principles, practices, and compliance requirements across multiple states and international jurisdictions. * In-depth understanding of payroll compliance under the SCA, collective bargaining agreements, union rules, and federal government contracting requirements. * Strong knowledge of payroll tax regulations, wage and hour laws, and statutory reporting requirements. * Advanced knowledge of accounting principles and their application to payroll reconciliation and financial reporting. * Demonstrated ability to configure, optimize, and troubleshoot payroll systems. * Strong communication skills with the ability to present payroll concepts to both technical and non-technical stakeholders. * Strong leadership, coaching, and mentoring skills to effectively manage and develop payroll staff. * Strong analytical and problem-solving skills with the ability to identify risks and implement process improvements. * Ability to manage multiple priorities, deliver high-quality results under tight deadlines, and adapt to changing regulations and business needs. * High level of integrity and discretion when working with confidential and sensitive information. * Ability to work in a Native Corporation multi-business environment. QUALIFICATIONS * Bachelor's degree or equivalent in a discipline of Accounting, Finance, Business, or a related discipline required. * Six (6) years of progressive payroll experience, including three (3) years in a supervisory or management role. * Certified Payroll Professional (CPP) * Demonstrated payroll management experience, managing multi-state and global payrolls, including compliance with SCA, union requirements, and federal government contracts. * Advanced knowledge of payroll compliance, reporting, and audit practices. * Advanced Microsoft Excel and Microsoft Word experience required. * Experience using Deltek system preferred. * Ability to pass a background, drug, reference, and credit check. NHT owns and operates Washington View Apartments located at 2629 Douglass Road SE. As part of our commitment to residents, NHT is working with Building Bridges Across the River and the Collaboration for Equitable Health to launch a multi-year project to address the social determinants of health East of the River. The project is called ViewStrong. ViewStrong, power by the Interrupt is excited to bring a community garden to Washington View. The garden will consist of 16 garden beds that will produce fresh vegetables for Washington View residents at no cost. POSITION We are seeking a Washington View resident to serve as a Youth Apprentice to tend a new set of garden beds on the Washington View campus. This is seasonal positions that begins April 26th, 2025 and ends October 26th, 2025. The Youth Apprentice will be hired by National Housing Trust and will receive training and instruction from the Farm Team at Building Bridges Across the River. The Youth Apprentice will be mentored by the Lead Gardener. We encourage any Washington View resident between ages 15-20 who has an interest in growing food to apply. This position is DC-based. Due to the nature of the work, this position offers no remote work options. On average, this position will offer 11 hours of work weekly. RESPONSIBILITIES Water the garden beds as frequently as needed, 2-6 times per week depending on rain, an average of five hours per week. Remove grass and other weeds as they emerge, approximately two hours per week. Harvest crops as they become mature and bring them to the pantry to wash, weigh and store, approximately two hours weekly. Work with Building Bridges Across the River staff one hour per week on planting and garden maintenance. We will choose an hour within the work week (Mon - Fri, between 8:00am and 5:00pm) based on the schedule of the two Gardeners. Candidates should have at least one hour weekly within that time frame when both can schedule to work with the Building Bridges Across the River staff. Candidates must be comfortable with the following: Carrying a 20-pound garden hose; Stooping, kneeling and standing for an hour while weeding and harvesting; Reading a scale and recording harvest weights; Visiting the garden at least every other day to make sure the soil is moist; and Taking instruction from staff of Building Bridges Across the River, WC Smith and National Housing Trust, regarding how to conduct the work and store the supplies; Youth Apprentice should be a student, at least 15 years old. This role is responsible for a the review of monthly real estate operating properties for accuracy, providing journal entries to property managers, and on an annual basis, providing auditors with trial balance and work papers which are GAAP consistent and other duties as needed for a portfolio of properties. The position involves communicating with property management companies, project lenders, NHT staff (mainly Asset Management and Real Estate Development), NHT leadership, and deal investors. Oversee third-party property manager accountants' monthly financial preparation and reconciliation issues. Performs duties related to tracking and accounting for General Partner (GP) and Limited Partner (LP) interests in partnerships, accounting for fees earned, funds released, and reporting on project financial implementation. Monitor intercompany accounting issues related to operating properties, loans receivable or payable, and related reconciliations. Complete monthly, quarterly, and yearly financial statements for internal and external stakeholders. Participate in the calculation of the yearly surplus-cash calculations performed by Asset Management based on the audited financials. Work with various departments to develop budgets and forecasts. Calculate variances from the budget and report significant issues to management. Ensure the organizational reporting requirements are met. Integrate entity development activity into the operating ledgers maintained by the management agent. Performs analysis on fund sources and uses, records and reconciles construction draw and construction financing transactions including acquisition and disposition, records loan fund interest accruals and equity investments, and bank deposits. Performs bank reconciliations if needed, assists with the month end closing of the accounting records and project financial statement preparation, assists with budgeting and accounts receivable. Records monthly trustee activity for projects that are bond financed; reconciles bank and bond accounts. Manage construction draws and lender requisitions for assigned properties. The primary duty is to manage, organize, write, and produce proposals and responses to Requests for Information and Sources Soughts, presentations, and other business support material. This is a fast-paced, deadline-driven work environment that requires a high degree of accuracy and the ability to prioritize and manage multiple submittals simultaneously. Is hands on with document development, including formatting; writing; editing; development of graphics, tables, covers and tabs; and proposal production and shipping. Writes cover letters, executive summaries, resumes, and position descriptions, technical sections, past performance volumes, management plans, contract fact sheets, and Sources Sought and Request for Information responses. Coordinates and develops responses to prime contractor data calls. Facilitates the synchronization of technical and cost by working closely with cost developers to match technical volume organizational, staffing, and equipment/material narratives with the price proposal.
