Program Overview
HomeBase provides case management and essential services to at-risk individuals and families to prevent homelessness. Individuals and families receive services that will help overcome problems with public benefits, housing, education, health care and other issues that could impede their ability to maintain stable households.
Position: Program Supervisor
Reports To: Program Manager
Location: 1117 Eastern Parkway, Brooklyn & 209 Bay Street, Staten Island
What The Program Supervisor Does:
Ensure the establishment and maintenance of professional relationships with clients, while upholding the highest standards of client confidentiality.
Possesses a thorough understanding of the case management aspects of contract requirements and effectively communicates this knowledge to staff.
Ensure that all client and program files comply with funder standards and implement CAMBA's internal Quality Assurance protocols.
Plan and organize program activities to optimize the achievement of contract goals and performance targets
Enhance collaboration and teamwork among direct reports and peers.
Diagnose issues and make decisions within established authority levels, in alignment with program policies, procedures, and protocols.
Collaborate with direct reports to enhance work performance through client feedback, targeted training, and other effective strategies.
Address and mitigate resistance to change among clients, direct reports, and supervisors/funders.
Administer constructive discipline to direct reports as necessary.
Consult with CAMBA's management staff as needed regarding programmatic and personnel matters.
Effectively manage and coordinate program activities to optimize the productivity of direct reporting staff.
Conduct weekly case conferences with staff to monitor and review client progress.
Thoroughly review all client documentation to ensure accuracy, completeness, and clarity.
Attend administrative and staff meetings as needed
Submit all necessary information for weekly, monthly, quarterly, semester, and annual reports to CAMBA management and/or funders.
Will also have direct client service and program responsibilities in addition to the aforementioned tasks.
Tasks can be adjusted, expanded, or assigned over time as needed.
Other duties as assigned.
Minimum Education/Experience Required:
Bachelor's Degree (e.g B.A., B.S.W.) and two years of relevant experience

Proficient in writing and critiquing client assessments, service plans, progress notes, and recommendations, as well as developing action plans. Experienced in preparing weekly, monthly, quarterly, and annual reports. Conducting staff performance appraisals and drafting general correspondence. Skilled in effectively presenting information and addressing inquiries from clients, employees, peers, funders, other organizations, and the general public.
Capable of applying mathematical concepts such as fractions, decimals, and percentages to real-world scenarios.
Skilled in defining problems, collecting relevant data, establishing facts, and drawing valid conclusions.
To succeed in this role, an individual must possess proficiency in Microsoft software, spreadsheet applications, internet software, and database management systems.
Consistently supervises two or more positions, executing supervisory responsibilities in alignment with CAMBA's policies and procedures. Key responsibilities include interviewing and recommending new hires, providing employee training, planning and assigning work, evaluating performance, administering rewards and disciplinary actions, and addressing complaints to resolve issues effectively.
Preferred Qualifications:
Proficient in HRA benefits, New York City housing programs, and available community resources.
Compensation: $60,000 - $65,000 annually
When salary ranges are listed, the range would represent the low and high end for the applicable position & program. The salary offered would be based on various factors unique to each program and candidate. This includes but is not limited to experience, education, budget and/or program size, internal equity, skills and other factors that may be required for the position and organization.
Status: Full-time (35 hours per week)

What The Program Supervisor Does:

CAMBA operates 6 single adult shelters and 6 family shelters and one drop in center. Each shelter offers clients a supportive, structured therapeutic, safe, and drug-free facility. Homeless (often mentally-ill and substance-abusing) men and women are provided with comprehensive services to stabilize their condition in order to successfully transition into to permanent and/or supported housing.
CAMBA's Magnolia House is located in the Brownsville section of Brooklyn serves 200 single women at any given time. The majority of these clients are diagnosed with mental illness, some dually with chemical addictions as well.

What The AssistantProgramDirector Does:
Understand all aspects of contract requirements and communicate this understanding to staff.
Communicate with peers in other CAMBA shelters and external agencies on issues related to client progress and best practices.
Work with staff to set realistic weekly and monthly performance targets in accordance with contract requirements.
Observe direct reporting staff engaging with clients and/or supervisory staff.
Conduct periodic internal file review and implement Quality Assurance measures as needed to ensure quality service delivery to clients (i.e.-address and investigate client complaints).
Assist the Vice-President in providing oversight for all aspects of the program in his/her absence.
Prepare reports and statistical information for both CAMBA management and funder use.
Assist in the analysis of program and demographic client data to make programmatic improvements.
Organize onsite and offsite training opportunities for professional development of staff.
Confer with the Vice-President and/or other CAMBA management staff as needed regarding programmatic and personnel issues.
Ensure and maintain all regulatory agencies (i.e.-Dept. of Health, OTDA, DHS, Coalition for the Homeless) standards are in compliance (related to food and emergency supplies, linen, personal belongings, client mail, laundry, personal care items, etc.).
Plan and organize program activities to maximize program contract's goals and performance targets as outlined in DHS' Performance Incentive Plan.
Develop program content to address residents needs related to ADL, Time Management, Critical Thinking, shelter rules and regulations .
Plan, coordinate and facilitate social/peer support and ADL events.
Troubleshoot client and direct reporting staff program problems and make decisions in accordance with program policies, procedures, and protocols.
Develop and implement crisis prevention and/or intervention strategies to ensure a safe and secure environment.
Provide assistance and follow-up in regards to critical incidents with clients.
Liaison with Food vendors and/or sub-contractors to ensure appropriate service delivery and quality.
Liaison with community leaders and groups to build connections, gain support and troubleshoot issues/concerns.
Ensure staff utilization of electronic database and conduct oversight to ensure data integrity.
Conduct and document one-on-one supervision of direct reporting staff to assess and improve work performance (i.e. identify training needs, professional development, etc.).
Review and sign time sheets.
Prepare performance appraisals for direct reporting staff.
Attend staff/funder/outside agency meetings as requested.
Immediately report to the appropriate Vice-President any: monitoring visits or funders' events; significant events; any incident that might subject CAMBA to liability.
Complete incident reports, weekly, and monthly reports.
Facilitate interdepartmental communication and conduct regular staff/departmental meetings.
Tasks may be modified, expanded and/or assigned over time.
Minimum Education/Experience Required:
Bachelor's degree (B.A.)
Two years of applicable experience and/or equivalent experience.

CAMBA's Justice Involved Supported Housing Initiative (JISH) provides 30 units of scattered site supportive housing to homeless individuals with a probable mental health illness and/or a substance use disorder, with recent histories of cycling through the NYC criminal justice and shelter system. Case management staff focusses on removing barriers to maintain medical care and achieve viral suppression by ensuring that all clients' basic needs are met and that clients are connected to needed services, such as mental health and substance abuse. The operations component focuses on the housing units meeting habitability standards by working with landlords and management companies to address major repair issues and complete minor repairs, as well as identifying new units, negotiating leases and making units ready when there is a vacancy.

The project consists of a seven-story elevator building containing 59 residential units, with 58 units of rental housing and one superintendent's unit. CAMBA, Inc. is the on-site services provider at Putnam Court. Thirty-four apartments, 58% of the units in the building, will be master leased by CAMBA and will house Population A chronically homeless single adults who are diagnosed with SPMI (seriously and persistently mentally ill) or MICA (mentally III and chemically addicted). The remaining 24 units are occupied by community residents, who may require some services.

CAMBA, Inc. is the on-site services provider at Putnam Court. Thirty-four apartments, 58% of the units in the building, will be master leased by CAMBA and will house Population A chronically homeless single adults who are diagnosed with SPMI (seriously and persistently mentally ill) or MICA (mentally III and chemically addicted). Stability Supportive Housing Program provides 60 units of scattered site supportive housing to chronically homeless single adults and adult families with family a member who has a serious mental illness and/or substance use disorder. The apartments are located throughout New York City.
Citywide Scattered Site Housing Program: Provides 48 units of scattered site housing to chronically homeless individuals with serious and persistent mental illness (SPMI). The apartments are located throughout New York City. Both programs provide Case management services. Program staff work focusses on removing barriers to maintain housing by ensuring that all clients' basic needs are met and that clients are connected to needed services, such as medical, mental health, substance use treatment as well as benefits and legal. Citywide Scattered Site Housing Program: Provides 48 units of scattered site housing to chronically homeless individuals with serious and persistent mental illness (SPMI). The apartments are located throughout New York City. Both programs provide Case management services. Program staff work focusses on removing barriers to maintain housing by ensuring that all clients' basic needs are met and that clients are connected to needed services, such as medical, mental health, substance use treatment as well as benefits and legal. The operations component focus on the housing units meeting habitability standards by working with landlords and management companies to address major repair issues and complete minor repairs, as well as identifying new units, negotiating leases, and making units ready when there is a vacancy. Clients contribute 30% of their income towards their rent.
