Leads a team of admins who provide high-level administrative support to various managers. Plans, organizes, and oversees projects to ensure they are completed on time, within budget, and to the required quality standards, acting as a central point of communication and coordination for the stakeholders.
This position is in-office, Monday - Friday, 40hrs per week.
Duties
Provides support to Portfolio Supervisors for daily portfolio operations
Manages a variety of property management-related projects
Respond to emails and phone calls and elevate issues to Portfolio Supervisors, when appropriate
Property lease-up assistance for new development projects which may include interaction with local housing authorities, lenders, clients, utility offices, prospective tenants, area vendors
Coordinates, assembles and distributes monthly owner reporting packages
Responsible for weekly and monthly client reporting requirements
Coordinates carpet inspection process, violation letters to residents, reasonable accommodation requests, prospective resident appeals and Rural Development reserve withdrawal requests
Orders various property related signs, pagers, stamps, uniforms, gifts, etc.
Coordinates and assembles care packages with operational materials for property acquisitions
Responsible for coordinating Property Inspection Requests
Coordinates claims with third parties
Provides telephone support coverage
Provides general clerical and administrative support
Drafts, edits and formats professional client and internal documents
Maintains electronic and paper files
Ad hoc projects at supervisor direction, such as capital project bidding, management agreement and management plan formulation, client refinance and acquisition support
Qualifications
Property management experience with transaction and terminology exposure
Minimum of 5 years of administrative experience
Experience leading a team
Yardi software experience
Proficiency in Office Suite; Word, Excel, and PowerPoint required
Excellent written and verbal communication skills
Excellent organizational skills, attention to detail
Possess initiative, be self-motivated, work well independently as well as part of a team
Ability to effectively multi-task and thrive in a fast-paced environment with multiple deadlines with a sense of urgency
Ability to travel, as required

The Lease-up Specialist is responsible for the successful completion of all lease-up projects. This includes assuming all functions of a Community Manager, training of all permanent office site staff, and is responsible for the direct oversight of all support staff for the project. Complete resident move-in sheet with resident; ensure utilities are transferred.

Maintain waiting list files of eligible applicants and files of removed/rejected applicants from beginning to end of lease-up period.
Supervise and implement move-in and move-out procedures.

The Portfolio Management Specialist Intern works under the Senior Regional Portfolio Manager for assistance with oversight of properties and support of field staff through reports, notices, tenant and vendor relations, tracking receivables, vacancies, and day-to-day management of site staff.

1. Formulate and manage the operational and capital budget for the portfolio of communities overseen; track and report on the financial performance of the communities; and implement strategies for enhancing the value of the assets with guidance from Senior Regional Portfolio Manager.
2. Assist with the review and approval processes for invoices for properties within portfolio in a timely manner, provide plan for outstanding late invoice payment.
3. Track and reconcile properties' Accounts Receivables with support from Senior Regional Portfolio Manager to ensure timely collection and notify Accounting of any anomalies.

Essential Functions and Responsibilities
The Lease-up Assistant supports the Lease-up Specialist and is responsible for answering phones, checking voicemails, following up with potential tenants by phone and/or email, and sending confirmations by fax to confirm potential tenants' income, employment status, and assets.
1. Support the Lease-up Specialist with all marketing activities as it relates to the company and the properties managed by Cascade.*
2. Responsible for managing and coordinating the lease-up project from beginning to end. *
3. Perform various outreach activities throughout Oregon and Washington. *
4. Communicate effectively with potential tenants. *
5. Schedule and organize potential tenant meetings.*
6. Manage effective communication through phone(s), email, and fax with applicants and other necessary contacts for lease-up purposes.*
7. Manage calls and voicemails for up to 4 phone lines at once. *
8. Maintain files and materials necessary for travel and meetings.*
9. Maintain data entry and tracking information necessary for lease-up operations. *
10. Regular and reliable attendance during scheduled hours*
11. Perform other duties as assigned.

Essential Duties:
1. Monitor front door activity; require that all guests entering the building provide a valid, current ID; require that they sign into the log book.*
2. Perform janitorial duties as assigned daily, such as dusting, sweeping, vacuuming, washing windows, and ensuring restrooms are in acceptable condition, etc.*
3. Become familiar with and enforce all company policies and procedures and safety regulations.*
4. Interface with owner/agency/residents regarding issues in a professional and courteous manner.*
5. Notify Community Manager of lease agreement violations by completing written incident reports.*
6. Check in with fellow employees at the beginning of your shift and end of your shift, this includes notifying existing employees when you are going to lunch or leaving the property.*
7. Respond promptly to after-hours calls from the emergency service and promptly notify Community Manager of any emergencies. Calls 911 if needed.*
8. Notify Community Manager concerning need for major repairs or additions to lighting, heating, and ventilating equipment.*
9. Travel as required for in person classes and annual education conferences

Essential Functions and Responsibilities
The Community Manager is responsible for the day-to-day operations, physical assets, and maximizing the financial returns of assigned property. Effectively coordinates business operations of HUD/RD or Tax Credit properties, leasing, collections, marketing resident services, maintenance, risk management, expense control, information reporting, and compliance with applicable laws and company policies. Ensures staff compliance with company policies and procedures. Complies with State Residential Landlord & Tenant Acts and all other governmental laws and regulations. Implements Cascade Management's policies and procedures.
Essential Duties:
1 Implement strategies for enhancing the value of the assets.*
2. Process rent increase notices, track and implement when scheduled.
3. Responsible for tracking and reconciling properties' Accounts Receivables. *
4. Responsible for approval, issuance, and timely processing of unpaid and late rent notices. Make recommendations to management for improvement of company policies, procedures and practices. Communicate with Supervisor regarding the overall function of the property. Handle resident evictions along with the service and preparation of appropriate notices. Issue and ensure timely processing of 30/14 notices. *
5. Responsible for collection of rents, maintain petty cash, ensure proper accounting of monies collected, and make deposits in a timely manner. Log and collect late charges, NSF, and other charges. Deliver rent increase notices to residents. *
6. Manage all property staff with guidance from Portfolio Managers.
7. Promote harmonious relations among tenants, employees, owners, and the local community. Maintain a pleasant, helpful manner at all times. *
8. Complete and submit timely weekly reports; maintain neat and legible records at all times.*
9. Assist Portfolio Managers in preparing for property inspections. *
10. Perform daily property inspections to ensure visual appeal of property and maintain hazard-free conditions. Inspect buildings and grounds daily to ensure cleanliness; alert maintenance to items that need to be repaired.*
1. Maintain organized file system for resident information. File and maintain resident records; keep an adequate supply of forms and postage on hand.*
12. Work with Maintenance Technician to manage vendor selection and relations to ensure quality performance.*
13. Implement CMI's policies as found in the Operations Manual.*
14. Ensure compliance with applicable federal and state regulations associated with business operations.
15. Transfer over/under-housed residents by moving residents to properly sized housing unit as approved by compliance department. Maintain waiting list files of eligible applicants and files of removed/rejected applicants.*
17. Show apartments, accept applications, and screen applicants (verifying and certifying each resident's income at initial, interim, and annual re-certification) to determine eligibility in accordance with company policies and procedures and applicable regulations; complete resident move-in sheet with resident; ensure utilities are transferred.*
18. Ensure that the highest possible occupancy is maintained through continuous outreach efforts and advertisements as specified by the Affirmative Fair Housing Marketing Plan. Develop, plan, and implement resident retention strategies.*
19. Responsible for responding to resident complaints. *
20. Understand rental agreement and residency policies and be able to explain them to residents. *
