You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (BRANCH MANAGER) in the STAFFING AND CLASSIFICATION BRANCH of the HUMAN RESOURCES DIVISION in the CORPORATE OPERATIONS DEPARTMENT of NAVAL SURFACE WARFARE CENTER. This position is equivalent to the GS-13/14 level. Responsibilities You will provide advisory classification assistance for non-DEMO positions, classification review and approval for DEMO positions. You will provide advice on position management and organizational structure. You will work with stakeholders to establish hiring plans at the beginning of each Fiscal Year. You will work with the Recruiting and Student Outreach Branch Manager in providing strategic HR advice to line managers on filling vacancies, including executing direct hire authorities, in-service placement and other personnel actions. You will provide compensation advice, including pay flexibilities, to managers and leadership. You will guide and monitor staff to ensure timely and accurate processing of personnel actions. You will responsible for all aspects of management of Branch programs. You will provide leadership and oversight of work execution by assigning work and coordinating efforts of other branch team members. You will provide expert guidance on staffing and classification, as well as manage a number of human resource programs. You will liaison between the Human Resources Division and other Crane Division organizations improving teamwork and find solutions that meet the compliancy requirements of human resource program management within the DoD . Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12 equivalency) in the federal service or equivalent experience in the private or public sector providing leadership advice and guidance to management on staffing and recruitment methods and procedures ensuring compliance with Federal Human Resource laws or regulations.
