Capstone LLC is seeking a Temporary Junior Watch Analyst to support the Federal Protective Services (FPS) Incident Management Division - Watch and Briefing Support Services. This position is located at the Pentagon and is approximately 5 months in duration, likey to transition to permanent employment.
Schedule:

2 - 8 hr week day shifts and 2 -12 hr weekend shifts.

Responsibilities

Formulates and applies mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision making, formulation, or other managerial functions.
Collects and analyzes data and develops decision support software, service, or products.
Develops and supplies optimal time, cost, or logistics networks for program evaluation, review, or implementation.
Maintains situational awareness of DHS related events, incidents, and threats.
Produces incident reports, reporting products, and briefs.
Maintains RFI database, tracks RFI's, and ensures RFI's are reviewed and approved.
Conducts limited analysis on data in the response to RFI's.
Ensures Blotter is received and reviewed.
Produces, reviews, and briefs the DISAR. Distributes DISAR.
Maintains distribution lists.
Maintains telephone roster.
Updates watch turnover/pass down report.
Ensures SigAct Roll Up is received and reviewed.
Participates in the 0635 hour and 1330 hour daily NPPD Ops Calls.
Drafts Future Ops Report.
Participates in the daily 0600 hour USCP call.
Drafts Alert Bulletin, Flash report and NPPD Daily Update.
Requests data from FPS and NPPD entities.
Accesses, navigates, and utilize WebRMS, EIS, HSDN, HSIN, MIST, SharePoint, and Major Events Dashboard.
Reserves, setups, and connects VTC.

Basic Qualifications

Minimum education and experience:

Bachelor's Degree.
Three (3) years of related experience.

Minimum qualifications:

Capable of maintaining the COP.
Knowledge of WebRMS, EIS, HSDN, HSIN, MIST, SharePoint, and Major Events Dashboard.
Ability to works shifts supporting 24/7/365 requirements.
Must be able to pass DHS Suitability.

Minimum Security Clearance:

Active Dod Secret clearance.

* Ensure all vendors and contractors are working in compliance with all Pinto Valley Mine procedures.

* Conduct Planning and Scheduling activities safely and in accordance with SAP Work Management processes, and adheres to relevant regulations, laws, standards and procedures.

* Partner with Fleet and Facilities Supervisor and crew in field and ensures that critical controls for material risks are being correctly and uniformly applied and used by all teams.

Knowledge

Mine Operations Shift Supervisor / Dispatch

Responsible for utilizing, managing, and controlling the mine Mobile fleet system and equipment operators to safely and efficiently utilize all mining fleet to ensure production goals are met.

* The Dispatcher/Supervisor acts as the central communication hub for all pit activities. The Dispatcher/Supervisor is responsible for updating/recording all shift activities within the Short Interval Control (SIC). The Dispatcher/Supervisor is also responsible for communicating, guiding and recording production, ore control, loading time, cycle time, delays, down codes, and any variances to all within the Mine Department. The Dispatcher/Supervisor is also the central point of contact to the equipment operators, Pit Supervision, and the Mine Operations Senior Supervisor. The Dispatch/Supervisor function is required to be staffed at all times 24hr/7 days for safety, communication, and efficient production

* Manage and ensure all employees are working in compliance with all Pinto Valley Mine and MSHA safety guidelines and procedures

* Ensure that all employees and contractors are certified to execute the tasks/jobs they are assigned
* Approve timecards for operations employees as necessary.
* Administer discipline to address issues related to attendance and inadequate work performance as needed.
* Throughout the shift, ensure all fleets are maintained with proper delay/down/operational statuses
* Throughout the shift, ensure all loading equipment is located within proper mining blocks and benches and that the loading units are operating according to plan

The Military Analyst/Role Player (Temporary on Call) executes the design, planning, preparation, execution, and recovery of training events from the company through the Combined Joint Task Force level. Additionally, provides role player support to Joint Multinational Simulation Center in support of USAREUR/USARAF exercises. Responsibilities

Codes, tests, and debugs computer programs
Analyzes, designs, and writes specifications for My Education NCMIS and/or the JST system
Assists in identifying and resolving product problems with specific programs
Provides web programming and web services support using web development tools to develop, modify, and maintain software

Basic Qualifications

Minimum education and experience:

Minimum High School Diploma.

Experience working with Oracle relational databases

Certification:

Simulation Facilitator/Response Cell Temporary on Call

The Simulation Facilitator (Temporary on Call) provides response cell support to Joint Multinational Simulation Center in support USAREUR/USARAF exercises. Response cell support provides simulations and Mission Command information systems operator support to U.S. Army, Joint, and NATO exercises. The Simulation Facilitator executes set-up, configuration, operation, and troubleshooting of U.S. military command and control related clients and software tools. Individual shall be the technical expert on the simulation-stimulation of the systems to include the employment of simulations and/or gaming systems that stimulate command and control systems.
Responsibilities

Supports the design, planning, preparation, execution, and recovery of systems to support exercise control.
Provides instruction to personnel as designated by the exercise/event lead to meet individual and unit training objectives.
Works in support of IT system configuration; troubleshoot issues and provide IT quality assurance.
Supports input into Exercise Support Plans and Exercise Support Manning Documents.
Provides functional expertise to simulation database builds.
Operates command and control and simulation systems.
Analyzes military mission requirements in the context of developing computerized simulation exercises and training events.
Tests stations and system configuration as part of the exercise preparation phase.
Performs IT quality assurance of systems and provide feedback to system network administrators.

Basic Qualifications

Minimum education and years of experience:

Master's degree in a related field and three (3) years of specialized experience;
OR Bachelor's degree in a related field and six (6) years of specialized experience;
OR ten (10) years of specialized experience if no degree.

Minimum qualifications:

Previous experience with military simulations exercises such as set-up, configuration,test, and operation of Simulations Control Systems (for example: simulations: Joint Land Component Constructive Training Capability (JLCCTC), Joint Conflict and Tactical Simulation (JCATS), Virtual Battle Simlation (VBS), Low Overhead Training Simulation (LOTS) and Mission Command Systems; Command Post of the Future, Command and Control Personal Computer, Global Command and Control Systems, Army Battle Command Systems, Counter-Rocket, Artillery, or Mortar Integrated Battlefield Defense System of Systems, and/or Improvised Explosive Device Defeat Systems).

Experience using Microsoft Office products required.
