BRIEF DESCRIPTION: The Administrative Captain serves as the primary operational leader for the Community Care and Compliance Division, providing first-line supervision to a diverse team of Animal Control Specialists, Code Inspectors, and Fire Life Safety Specialists. In this role, the captain will manage the division's daily activities, overseeing scheduling, personnel logistics, and performance management to ensure efficient community service. The captain ensures that all division staff are supported, trained, and aligned with the department s public safety mission. This position requires a balanced leader capable of handling administrative rigor while maintaining the crew's field readiness. Beyond supervision, this is a hands-on technical role designed for professional growth within the Fire Marshal s office. The captain will actively assist the Fire Marshal with origin and cause fire investigations and conduct routine field inspections to enforce safety codes. A key component of this role is professional development; the captain will undertake training to master fire plan reviews, learning to interpret blueprints and technical specifications for new construction. Under the supervision of the Deputy Chief, the primary responsibility of the Maintenance Supervisor is to coordinate and schedule maintenance for all units, vehicles and equipment is the Clovis Fire Department. The Maintenance Supervisor will respond to emergency incidents as requested. This position has been classified as a safety sensitive position and is subject to our drug testing policy to include pre-employment, random, reasonable suspicion and post-accident for the following prohibited substances: marijuana, amphetamines, opioids, phencyclidine (PCP), and cocaine, as well as any drug not approved for medical use by the U.S. Drug Enforcement Administration or the U.S. Food and Drug Administration.Typical Duties: * Coordinate, plan and organize the scheduling of preventative maintenance and repairs of the Clovis Fire Department fleet and equipment. Overhauls steering, brakes, clutch, suspension, and hydraulic utility systems, transfer cases, power take-off, etc. Repairs or replaces defective parts such as seals, bearings and gears, as necessary. Coordinates all major overhaul duties and maintains oversite of the work performed by contractors and vendors. Oversees major repairs of differentials, transmissions, clutches, electrical systems, drive trains, brake system rebuilds, suspension, hydraulic systems, etc. * Inspects and conducts preventive maintenance practices involved with an emergency response vehicle chassis and inter-related systems such as axles, engines, transmissions, drivelines, brakes, steering and suspension systems, and wheels and tires. * Inspects and conducts preventive maintenance practices of cabs (fixed and tilt) and the vehicle body, including compartments, warning systems, mounting racks, brackets, latches, and steps and ladders are verified to be within manufacturer's specifications. * Inspects water/foam agent tanks, so that the mounting and condition of the water/foam agent tank is verified; all coated and non-coated surfaces are free of corrosion; sacrificial anodes are evaluated for life-cycle condition and replaced if necessary; the tank is flushed. * Inspects the foam-proportioning system, so that the mounting security and structural integrity are verified; operation and condition of the system are verified to be within manufacturer's specifications; recommended fluid levels are verified. Perform maintenance on a foam-proportioning system, so that deformed, broken, loose, worn, or missing parts are repaired or replaced; the system operates within manufacturer's guidelines; fluid levels are maintained; activities are documented; and additional repair needs are reported. * Inspects, maintains, and conducts operational checks of aerial ladder, elevating platform, and water tower systems. The devices are tested for proper operation; activities are documented; and additional repair needs are reported. Verifies each component is within manufacturer's specifications: inspects the ladder sections of an aerial ladder; inspects the boom sections of an elevating platform or water tower; performs maintenance on aerial sections, booms, platforms and waterways; inspects the hydraulic system components of an aerial device; inspect all mechanical components of the stabilization system; inspect all components of aerial device lifting, rotating, extension and warning systems; inspects the components of the aerial device electrical system; and inspects all components of an aerial device waterway system. * Inspects the Compressed Air Foam System (CAFS) and associated components, so that the security of mounting of the system is verified; the operation and condition of the system and its associated components, including air tank, hoses, valves and fittings, warning and interlock systems, linkage, and drive shafts, are verified to be within manufacturer's specifications; recommended fluid levels are verified. Performs maintenance on a CAFS and its components, so that the operational condition of the CAFS is preserved or restored; CAFS compressor and system components function to the recommended specifications; all hoses are tight; adjustments are made to stop all fluid leaks; lubricants are applied; all electrical connections are clean and tight; system operation is verified; deformed, broken, loose, worn, or missing parts, including component mounts, drive system, pump, plumbing, and valves, are repaired or replaced; activities are documented; and additional repair needs are reported. * Inspects Ambulance patient module and components unique to ambulances, so the structural integrity of the patient module frame is verified; the operation and condition of patient module structure, patient module entry doors, compartment doors, patient module interior systems, components, safety equipment, oxygen system, line voltage system, electrical and lighting systems, is verified to be within manufacturer's specifications; interface electronics and load management systems are operationally tested. Performs maintenance on Ambulance patient module and components unique to ambulances, so that deformed, broken, loose, worn, or missing parts are repaired or replaced; components are lubricated; calibrations and adjustments are performed; the system's operational condition is preserved or restored; activities are documented; and additional repair needs are reported. * Inspects and conducts preventive maintenance practices on low-voltage electrical systems, so that the mounting security is verified; operation and condition of the low-voltage electrical system is verified to be within manufacturer's specifications. Minimum Requirements: * Three (3) years of technical training and hands on experience in maintenance, repair and troubleshooting of fire pumps, gasoline and diesel engines, hydraulic systems and automotive electrical systems or any equivalent combination of experience, education and training which provides the knowledge, skills and abilities necessary to perform the work. * Two (2) years of experience at the rank of Fire Lieutenant or five (5) years of experience as a Driver/Operator with the Clovis Fire Department or any combination of experience, education, and training provides the knowledge, skills, and abilities necessary to perform the work. * A valid driver's licenses is required. * Must be legally authorized to work in the United States. Licenses and Certifications: * NFPA 1071 Emergency Vehicle Technician (EVT) I, II, or III * National Institute for Automotive Service Excellence (ASE) Medium/Heavy Truck Technician certification * Fire Instructor I * Valid driver's license equivalent to a New Mexico Class E * Certifications listed above, if not currently achieved, must be completed within two (2) years of appointment NOTE: The education experience requirements may be modified or waived at the sole discretion of the Fire Chief. At least one of the education or experience requirements must be met; both requirements cannot be modified or waived. An equivalent combination of experience and education sufficient to successfully perform the essential duties of the job is required.
