The Mission Solutions Operation within the Intelligence Group of Leidos is seeking a Capture Manager to lead and support high-performing capture teams, responsible for securing existing and winning new business opportunities in the Intelligence Community market. The successful candidate possesses technical education and related professional experience, resourcefulness, and motivation to join a cohesive, winning team. The position will report to the Vice President of Business Development Operations and Strategy. The position is located primarily in Chantilly, VA and requires a Secret clearance.
Primary Responsibilities:
The Capture Manager is responsible for developing and supporting the execution of the business operation's overall capture strategy associated with an approved pursuit effort to increase the win probability of new and existing projects. Duties may include orchestrating bid strategy, providing oversight of the development of proposal volumes, conducting market and competition analysis, and creating, leading, and supporting capture and proposal teams. The selected candidate is responsible to follow corporate processes for business development and capture management. This includes working closely with the responsible business development or marketing lead, supporting the transition from opportunity identification into capture efforts, assembling a capture team and managing the capture team to successfully bid and win contracts, contacting and interfacing with existing and new clients and partners, communicating the organization's core capabilities, establishing internal and external teaming, and managing bid and proposal funding. Additional responsibilities include: works as lead, responsible for entire sections, volumes, proposals, and/or captures; develops solutions to difficult problems and issues that are unclear and require thorough analyses and understanding of domain knowledge; collaborates with internal stakeholders, business development and operations team members, as well as customer leadership and external stakeholders; works collaboratively with team members regarding solution design, process and/or approaches; participates or leads opportunity gate reviews, black hat sessions, win theme and discriminator workshops, proposal and program reviews, and lessons learned activities; communicates status, resource needs, capture strategy, and recommendations to executive leadership; oversees the proposal phase of the opportunity to ensure successful delivery to the client; and contributes feedback and innovative ideas to the team in support of continuous improvement.

Basic Qualifications
Bachelor's degree and 12+ years of prior relevant experience or Master's degree with 10+ years of prior relevant experience Demonstrated excellent written and verbal communication skills, as well as effective collaboration and inclusive leadership skills Familiarity with federal government acquisition types, processes, and tools Demonstrated skills in areas relevant to business development including: opportunity qualification, capture strategy, customer and industry collaboration, and team leadership Candidate must possess an active Secret clearance

Tactical Air Support, Inc., a national company operating in 14 states across the country, provides domestic and international "Center of Excellence" training and advisory services in tactical aviation, as well as the production, modification, and sustainment/maintenance of high-performance aircraft and is seeking an experienced Capture Manager to join our growing team.

This position is not location specific and may require domestic and foreign travel.

The ideal candidate will report to Director of Business Development and will be responsible for leading tasks essential to the identification, qualification, shape and capture of new business opportunities for the products, capabilities and customers within Tactical Air Support's business areas. The Capture Manager will define/identify/align capture resources and manage critical decision milestones for the pursuit of each opportunity, as well as engage with customers to determine needs, conduct competitive assessments and develop price-to-win strategies, identify potential teaming partners and suppliers. The Capture Manager will also collaborate with Competitive Assessment (CA) and Price To Win (PTW) specialists, consultants, and peers to enhance the enterprise's probability of win, drive the utilization of business development tools and resources to assist in validating assumptions enhancing the quality of the win strategy and participate in color review teams, and co-lead workshops throughout the pre- and post-proposal process.

We are looking for a highly motivated and energetic leader who pursues and captures new business opportunities and is comfortable with communicating and collaborating across all levels of the organization. The Capture Manager will lead capture efforts to secure new or re-compete contracts and/or task order business and develop capture understanding and overall strategy for each capture led. A successful candidate will have a background and understanding of aircraft operations, sustainment, infrastructure and maintenance, distribution and logistics, as well as leadership experience, and be comfortable setting direction and achieving goals and work statements across the company.

The key desirable and preferred requirements for this position include:

  • Bachelor's Degree in technical or business discipline
  • U.S. citizen
  • 10 years of experience in the areas of military combat platform operations, US Air Force, Navy or Marine Corps combat aviation experience business development, or program management in the aviation industry, specifically in supporting products and services to the U.S. Government and/or foreign militaries
  • Demonstrated leadership experience in pursuit and capture of new business, especially systems integration programs
  • Excellent customer facing skills
