Responsibilities:
Serve as the primary Project Manager between the company and implementation partners (e.g., Infosys, Acquia, Fluid Topics, Docebo, Khoros).
Oversee project management efforts for integrations with CRM (Salesforce), SSO (Microsoft Entra ID / Okta), DAM, NetStorage/CDN (Akamai), and future ERP/PLM/PIM connections.

Technical Project Management Expertise

We are seeking a highly skilled Project Manager who is QSD certified to support and lead construction environmental services projects with a primary focus on stormwater management, SWPPP development, implementation, and regulatory compliance inspections. The Senior Capture Manager reports directly to the COO of Business Development and manages the contract capture process from identification, qualification, pursuit through award
Works in the Business Development team, and helps identify and matriculate new business to build the portfolio of mission-aligned IT digital transformation work to modernize government services that support vulnerable populations
Performs full life-cycle capture to include strategic positioning, competitive analyses, client outreach, partner identification/interaction/options, and price-to-win strategies
Contributes to go/no go, bid/no bid and constructs compelling, competitive, and compliant winning proposals
Identifies and aligns past performance/quals to support an initial technical solution, and engages Nava engineers and other subject matter experts to refine the final technical solution
Joins group activities, participates in compliance checks, gap analyses, proposal writing, color teams, and follow-on activities up to award and transition
Programmatically responsible for building comprehensive account plans and detailed capture plans for targeted Departments/Agencies
Responsible for opportunity level-insight in support of Nava's mission and strategic goals, and positively contributing to Business Development growth

Business Development experience: 9+ years
Experience in the GovCon IT industry, proposals/procurements, and contracting understanding of the US Federal Government

The Capture Manager is responsible for managing cross-functional teams to win assigned business opportunities, from the point when the opportunity is selected for pursuit until the contract is awarded. The Capture Manager plans, directs, and controls all activities related to the Capture effort, including accountability of all phases of Capture Management. Leverages customer intelligence & research resources to identify, develop, and qualify opportunities that align to the company's strategic sales campaigns that result in meaningful and measurable revenue growth.
Develops and maintains capture plans and coordination of opportunities, including preparation, qualification and management of B&P requests

Prepares marketing materials and briefings for customer calls

QUALIFICATIONS:
Bachelor's degree with a concentration in business administration or marketing and at least ten (10) years of capture management/business development and sales experience in the federal government marketplace with a minimum of (4) years of experience focusing on large government opportunities.
Proven results at competitively winning new business as a capture manager on programs of increasing value.
Proven experience building relationships with strategic teaming partners (as a prime and as a tier 1 sub-contractor).
Successful experience in competitive analysis, customer analysis, win strategy development, conducting step reviews and price-to win analysis
Extensive knowledge of capture management processes that entails the development of management, technical, and past performance approaches, cost volume management, teaming, pricing strategies and competitive assessments
Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively with senior managers, employees, and the general public

Essential Responsibilities:
Participates in the development of strategies and responses to Request for Information (RFI), Market Surveys, and Expressions of Interest (EOI)
Prepares and presents capability statements and other new business information presentations at senior and executive levels
Develops and maintains a close relationship with the key customers to understand their requirements, plans, goals, and concerns to develop new business.
Responsible for shaping the Request for Proposals (RFP), gaining, and sustaining customer intimacy and identifying strengths and weaknesses of the organization in pursuit of the opportunity.
Works with a team to drive opportunity from RFI to contract award, managing bid strategies and overseeing the development of the technical, management, and cost strategies and associated proposal volumes.
Responsible for working with a team determining the most likely requirements to successfully win an opportunity to include development and articulation of the solutions required, win strategies, themes, and discriminators. Clearly communicates these to both corporate executives and the proposal team.
Identifies the need or benefits of teaming partners and the associated oversight of required agreements.
Works with a team to develop solutioning, then the implementation and management of the capture plan and associated strategy into the proposal end-product and corporate offering.
Develops and matures assigned market strategies for future market changes, business cases, and assess the likely impact on customers to identify growth opportunities and trends in domestic and international markets.
Consults with customers on upcoming requirements to help shape requests for proposals (RFPs) and ensures Capture/Proposal teams have full understanding of requirements, constraints, and perceived risks.
Assists transition managers upon solicitation award to stand-up program activities for contract start.
Minimum Position Knowledge, Skills, and Abilities Required:
Minimum Eight (8)+ years of relevant experience with Bachelor's degree; 5+ years of relevant experience with Masters degree.
Recent (last 5 years) DOD test-range, engineering services, operations and maintenance operations experience required.
Bachelor's degree in business or subject matter relevant to customer's mission required.
Ability to obtain and maintain a TS/SCI clearance.
Ability to rapidly absorb Amentum training in business development, capture, competitive intelligence, market dynamics, pricing, proposals, contracts, compliance, liability, insurance, and subcontracts.
Credibility with external constituents, specifically with the DOD test, training, and operations customer set (DOD, NASA); the candidate should have and maintain a current and developed network of relevant contacts in this customer set.
Deep and broad understanding of customer's operations, priorities, short/long term goals, strengths, and weaknesses typically derived from having worked within this customer's organization in a variety of roles and departments.
A broad-based understanding and knowledge of the business environment around the customer's operations support services, understanding of the business cycles of this capability set.
Ability to work in a matrixed, fast-paced team environment in both hybrid, remote, and office environments.
Superior oral, written, and presentation communication skills coupled with the ability to establish and maintain productive customer and industry participant networks are essential.
Proficient use of Microsoft (Word, PowerPoint, and Excel) is required.
Maintain a positive demeanor despite challenging situations.
Excellent customer service, interpersonal, and communication skills.
Abie to multi-task, organize, and prioritize multiple on-going projects.

Preferred Requirements:
Knowledge of USSF and/or USAF and/or US Army and/or US Navy Acquisitions highly desired.
Desire at least one (1) years program manager experience of USSF/USAF/USA/USN Program Operations background within last 5 years (PMP certification preferred).
Master's degree preferred.
Current PMP certification preferred

As a Proposal Manager, you'll initially report to our Chief Operating Officer (COO). You'll leverage modern tools (including AI/automation) to streamline proposal workflows, reduce repetitive tasks, and maintain a robust library of reusable content - so we can deliver compelling, high-quality proposals that bring better public services to government agencies.
What you'll do
Manage Skylight's end-to-end proposal operations for a variety of solicitation types (e.g., written narratives, orals, technical challenges)
Develop and refine a high-quality proposal management practice - establishing consistent templates, compliance checklists, editorial reviews, and final production workflows
Coordinate cross-functional teams (subject matter experts, client solutions managers, leadership, etc.) to ensure timely, accurate inputs on technical narratives, cost volumes, and compliance elements
Adopt AI or automation tools where beneficial, focusing on data handling, compliance tracking, and minimizing repetitive tasks (no formal AI background required - just aptitude and willingness)
Maintain an organized repository of proposal content - ranging from past performance narratives to capability statements - for swift access and reuse
Oversee multiple concurrent proposals without compromising thoroughness, compliance, or narrative quality
Foster a collaborative, mission-driven culture for proposal development - valuing transparency, open communication, and continuous learning
What we're looking for Minimum qualifications
Proven experience managing proposals for government solicitations (federal, state, or local)
Experience with modern digital delivery proposals, including human-centered design, product management, agile software development, DevSecOps, and data & analytics
Familiarity with various proposal formats - written narratives, oral presentations, technical challenges
Experience developing cost or pricing volumes and coordinating with finance for accurate cost proposals
Strong organizational and compliance tracking skills - capable of juggling multiple deadlines
Openness to using AI/automation - no formal AI background required, just the ability to adapt to new tech
Excellent communication skills, able to write/polish compelling narratives and coordinate stakeholders
Ability to lead multi-vendor or matrixed teams under tight proposal deadlines
