The ClinicalCounselor provides behavioral health assessment and counseling information and services to individuals and families with the goal to promote recovery and overall wellbeing. The incumbent assesses and/or identifies client and family needs; plans, coordinates, provides and evaluates necessary services and treatments; and assists and counsels individuals and families by delineating alternatives, helping to articulate goals and providing needed information and treatment services. Primary Job Functions
1. Provide behavioral health assessment and counseling information and services to individuals and families with the goal to promote recovery and overall wellbeing in a CHS office/facility, client home or school community setting.
Clinical Services Program:
* Provide supportive clinical counseling services, such as individual, group and family therapy, including TBOS, Outpatient or BHOS, as necessary.
* Deliver evidence-based treatment interventions (e.g., Trauma-Focused Care, Infant Mental Health).
* Complete billable units and enter applicable data into the Client Information System (CIS) and other data systems in a timely manner as required by the program and/or contract requirements.
* Facilitate psycho-educational classes and/or groups such as parenting skills, independent living skills, anger management, behavior management, substance abuse, MAPP/Pride training, etc.
* Provide case management services including information, plan referral and linkages, where appropriate.
* Coordinate services with other professionals/para-professionals; liaise with other social service agencies and organizations.
* Provide in-depth clinical assessment, diagnosis of clinical conditions, treatment plans and intervention under the supervision of a licensed clinician, including one of the following: TBOS, Outpatient or BHOS services (only provided in Residential settings), when necessary.
* Oversee the behavioral program or treatment interventions associated with the client's treatment plan.
* Participate in peer review process to oversee that services provided comply with contract, Medicaid and licensing requirements, COA, and internal quality assurance standards.
* Coordinate and supervise therapeutic family visitation, when necessary.
* Review and monitor billing for clinical services.
* Train direct care team members regarding components of the individualized treatment plan, when necessary.
* Meet established program productivity goals while upholding the CHS standard of care.
2. Contribute to a positive, engaging work environment.
* Develop a strong knowledge base and stay current on job-related issues and trends.
* Participate actively in departmental meetings, training and education, as well as the quality process.

Job Qualifications
Education, Licenses & Certifications:
* MA/MS from an accredited university/college in Social Work, Psychology, Marriage & Family Therapy or Mental Health Counseling - OR -MA/MS from an accredited university/college with a major in the field of Nursing, Rehabilitation, Special Education, Health Education or a related human services field AND have completed graduate level coursework in at least 4 of the following 13 content areas: human growth and development, diagnosis and treatment of psychopathology, human sexuality, counseling theories and techniques, group theories and practice, dynamics of marriage and family systems, individual evaluation and assessment, career and lifestyle assessment; research and program evaluation, personality theories, social and cultural foundations, counseling in the community settings, and substance use disorders.
* FL Drivers' License within 30 days/hire, along with daily access to a reliable and insured vehicle.
* For the Early Learning Centers Support Team: A non-licensed candidate shall be a registered intern working towards licensure to be considered.
Experience:
* Two years of post-Bachelors experience working with at-risk children and families or one year post-Masters experience.
* Two years of experience providing services to persons with behavioral health disorders and/or the ability to be supervised by a licensed practitioner of the healing arts (LPHA).
* Three years of experience dealing with emotionally disturbed children/adolescents, preferred.

Primary Job Functions
1. Provide responsive, evidence-based, therapeutic mental health and substance abuse crisis-oriented services, focusing on the strengths and resources needed for the goals of client recovery and overall wellbeing.
Clinical Services (50%)
* Provide immediate access to substance use and co-occurring mental health treatment in the community, managing a caseload of no more than 15 patients, consistently achieving established productivity goals.
* Use evidence-based practices to respond to mental/behavioral health challenges and to reduce the potential for future crises.
* Provide continued crisis stabilization and care coordination as indicated; coordinate services with first responders, when needed.
* Provide appropriate individual, family and group therapy, supporting clients in exploring multiple pathways to recovery, including harm reduction, medication assisted treatment (MAT) and abstinence.
* Identify family-driven pathways to recovery and promote sustained recovery through cultural and gender-sensitive treatment and involvement in recovery-oriented services and supports.
* Oversee the behavioral program or treatment interventions associated with the client's treatment plan; promote increased engagement and retention in treatment.
* Make collateral contacts to assess client progress and functioning.
* Engage in community networking and support to build relationships with law enforcement, community resource organizations, behavioral health organizations and local agencies.
* Rotate weekend on-call crisis management with other team members.
* Ensure appropriate processes are followed for informed consent and HIPPA compliance.
Child Welfare-Related Services (30%)
* Facilitate concurrent planning between child welfare case planning and treatment plan goals, to integrate the family's strengths and needs with their dependency case plan.
* Collaborate with Case Managers and Peer Support & Recovery Specialists to provide therapy, advocacy and relapse prevention skills to support parents in safely caring for their children.
* Work closely with Case Managers to assist parents in completing case plan tasks, monitoring safety plans and increasing protective factors, including regular communication and case reviews to promote progress, child safety and collaboration.
* Advocate for parent(s)/guardian(s) and assist in navigating the child welfare process.
* Complete monthly progress reports assessing Caregiver Protective Capacities.
General Clinical Administration (20%)
* Complete biopsychosocial, ASAM, treatment plan, discharge summary, clinical notes and other forms of documentation or assessment within designated timeframes, including monthly progress reports assessing caregiver protective capacities.
* Develop and maintain monthly progress reports on client caseload and other documentation according to contract and CHS standards.
* Complete billable units and enter applicable data into the Client Information System (CIS) and other data systems in a timely manner as required by the program and/or contract requirements.
* Participate in weekly treatment team meetings, individual supervision meetings and other meetings, as required.
* Participate in peer review process to oversee that services provided comply with contract, Medicaid and licensing requirements, COA and internal quality assurance standards.

Primary Job Functions
1. Provide behavioral health assessment and counseling information and services to individuals and families with the goal to promote recovery and overall wellbeing in a CHS office/facility, client home or school community setting.
Clinical Services Program:
* Provide supportive clinical counseling services, such as individual, group and family therapy, including TBOS, Outpatient or BHOS, as necessary.
* Deliver evidence-based treatment interventions (e.g., Trauma-Focused Care, Infant Mental Health).
* Complete billable units and enter applicable data into the Client Information System (CIS) and other data systems in a timely manner as required by the program and/or contract requirements.
* Facilitate psycho-educational classes and/or groups such as parenting skills, independent living skills, anger management, behavior management, substance abuse, MAPP/Pride training, etc.
* Provide case management services including information, plan referral and linkages, where appropriate.
* Coordinate services with other professionals/para-professionals; liaise with other social service agencies and organizations.
* Provide in-depth clinical assessment, diagnosis of clinical conditions, treatment plans and intervention under the supervision of a licensed clinician, including one of the following: TBOS, Outpatient or BHOS services (only provided in Residential settings), when necessary.
* Oversee the behavioral program or treatment interventions associated with the client's treatment plan.
* Participate in peer review process to oversee that services provided comply with contract, Medicaid and licensing requirements, COA, and internal quality assurance standards.
* Coordinate and supervise therapeutic family visitation, when necessary.
* Review and monitor billing for clinical services.
* Train direct care team members regarding components of the individualized treatment plan, when necessary.
* Meet established program productivity goals while upholding the CHS standard of care.
Treatment Foster Care Program:
* Provide weekly family therapy or individual therapy to program youth using the Treatment Foster Care Oregon (TFCO) TFCO model, including introducing new behavioral, coping and parenting skills or individual social skills and practicing these in sessions using strategic positive reinforcement and coaching interventions.
* Attend TFCO model clinical training and attend weekly clinical meetings.
Partners 4 Safe Families Program:
* Attend all required trainings on domestic violence concepts.
* Survivor Specialist:
* Provide weekly therapy to clients identified to be survivors of domestic violence.
* Enter all client assessments, including the DV Danger Assessments and HITS, in CHS's Electronic Health Record.
* Complete risk and safety planning with clients, utilizing an incident calendar, home mapping and other relevant documents.
* Coordinate with the Domestic Violence Liaison to ensure the continuum of care for the survivor and the children, relating to the need of various community resources.
* Offender Specialist:
* Provide weekly therapy to clients identified to be offenders of domestic violence using the selected BIP model, working through topics including: awareness and recognition, assessment and understanding, assessing their role in committing violence, application of the principles, and accountability for living an abuse-free life.
* Provide group therapy sessions with offenders.
Clinical Administration:
* Develop and maintain clinical records and program documentation according to contract and CHS standards (assessments, treatment plans, progress notes, termination summaries, etc.).
* Generate and maintain necessary reports and paperwork in a timely manner (e.g., Quality Assurance and program reports).
* Participate in treatment and/or multidisciplinary teams, including TBOS, Outpatient or BHOS (residential setting only) and/or treatment team meetings, as required by the program.
* Provide crisis-counseling services to families.
* Make collateral contacts to assess client progress and functioning.
* Provide on-call support as required or scheduled.
2. Contribute to a positive, engaging work environment.
* Develop a strong knowledge base and stay current on behavioral health-related issues and trends.
* Participate actively in departmental meetings, training and education, and the quality management process.
* Comply with CHS's code of conduct, policies, practices, contracts and other legal obligations.
* Assist with training other team members and providing back up when necessary.
* Pick up projects on the fly; perform other duties as assigned from time to time.

Job Qualifications
Education, Licenses & Certifications:
* MA/MS from an accredited university/college in Social Work, Psychology, Marriage & Family Therapy or Mental Health Counseling - OR -MA/MS from an accredited university/college with a major in the field of Nursing, Rehabilitation, Special Education, Health Education or a related human services field AND have completed graduate level coursework in at least 4 of the following 13 content areas: human growth and development, diagnosis and treatment of psychopathology, human sexuality, counseling theories and techniques, group theories and practice, dynamics of marriage and family systems, individual evaluation and assessment, career and lifestyle assessment; research and program evaluation, personality theories, social and cultural foundations, counseling in the community settings, and substance use disorders.
* Active, unrestricted registered intern status in the State of Florida.
* FL Drivers' License within 30 days/hire, along with daily access to a reliable and insured vehicle.
* For the Early Learning Centers Support Team: A non-licensed candidate shall be a registered intern working towards licensure to be considered.
Experience:
* Two years of post-Bachelors experience working with at-risk children and families or one year post-Masters experience.
* Two years of experience providing services to persons with behavioral health disorders and/or the ability to be supervised by a licensed practitioner of the healing arts (LPHA).
* Three years of experience dealing with emotionally disturbed children/adolescents, preferred.
Other Requirements:
* Must meet Medicaid Master's level practitioner staff qualifications as outlined in the Florida Medical Handbook.
* Must meet Council on Accreditation (COA) standards for specific skills and knowledge that pertain to the program in which the team member is working.
