Program Description: Cascadia's psychiatric Security Review Board (PSRB) forensic and clinical programs offer diverse, strengths based, trauma-informed treatment services in our outpatient clinic setting, in the community, and in residential settings, to individuals mandated to treatment by the State of Oregon's PSRB. Services offered include individual therapy, case management, and crisis support. Additionally, we provide monitoring and supervision of the stipulations of conditions of release into the community issued by the PSRB. The goal of Cascadia's PSRB program is to promote the health, wellness, stability, and safety of the individual within the community. We offer continuum of care, which includes residential settings to living independently in the community.
Why PSRB? Our PSRB clients are individuals who are progressing through Oregon's Psychiatric Security Review Board system and generally living successfully in the community, yet the nature of the work is often misunderstood. In practice, PSRB services offer one of Cascadia's most structured and well-supported clinical settings. Clients are typically engaged in treatment, consistent in follow-through, and invested in their long-term progress. Expectations and workflows are clear, and the interdisciplinary team collaborates closely on decisions and care planning. Clinicians who join PSRB often find the work steady, purposeful, and closely aligned with Cascadia's mission, with opportunities to build meaningful therapeutic relationships and support clients through sustained growth.
Position Description: The Counselor III works in residential treatment facilities, homes, and clinical settings with individuals experiencing serious and persistent mental illnesses, substance use disorders and other health concerns. The Counselor III is responsible for writing mental health assessments and service plans, and will provide case management services, assist with intakes, discharges, and acquisition of entitlements or other benefits. They will also provide some individual and group therapy, as well as crisis intervention as needed. The facilities associated with the population being served have a wide range of levels of care provided, from semi-independent living to secure and enhanced care facilities.

Qualifications
Education:
Master's degree in behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP), as outlined in the Oregon Administrative Rulings (OARs); or credentialed through state licensing boards: Board of Licensed Socials workers, Board of Licensed Professional Counselors. Certification must be kept current and in compliance with OARs through MHACBO or respective licensing board.
Experience:
Clinical experience providing adult inpatient or outpatient mental health services is preferred.
Specialized Skills and Knowledge:
Ability to conduct a Mental Status assessment and formulate diagnosis according to the most recent DSM.
Proficient verbal and written communication skills.
Must understand recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based case management philosophies and strategies.
Knowledge of Microsoft Office Suite (e.g., Word & Excel).
Other:
Possess a valid driver's license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course (some programs).

Working Conditions

Position Description: The Mobile Counselor III for Child and Family provides mobile crisis response, risk assessment and crisis stabilization planning for adults and children in Multnomah County. This position works as part of a team and approaches work with people from a trauma-informed, strength-based, perspective and works in concert with programs in Multnomah County's Acute Care Continuum. This position works collaboratively with mental health and physical health care providers, police agencies, emergency departments, school personnel, and other social service agencies to assure the best possible treatment for clients, while supporting a Trauma Informed Care environment.

Program Description: Cascadia operates several licensed residential treatment homes for adults experiencing mental health challenges. Our homes provide psychiatric treatment, personal care, skills training, and case management. The goal is to prepare residents to live in a less restrictive environment. Referrals are accepted from counties and the state, typically for individuals leaving the state hospital. Position Description: The Counselor III works as a member of an interdisciplinary team to implement and monitor treatment and co-ordinate care for residents within a clinic and/or residential facility, while supporting a Trauma Informed Care environment. Qualifications
Education:
Master's Degree in a behavioral science field from an accredited college or university. Demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in the Oregon Administrative Rules (OAR).
Experience:
Equivalent combination of education/experience preferably in a non-profit organization preferred
Specialized Knowledge, Skills and Abilities:
Conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM
Advanced knowledge of risk assessment and crisis intervention
Understand evidence-based practices, and strength-based case management philosophies and strategies including trauma informed care
Operate computer hardware and software at a level needed to effectively perform job functions including the ability to operate Electronic Health Record software

The Project Respond Clinician must have the ability to work a flexible work schedule as the Project Respond program operates 24 hours per day, 7 days per week.
Possess a valid driver's license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course. This position requires the ability to drive a personal or company vehicle for the completion of work duties.
Working Conditions
Work is performed in the community setting including client residences, schools, police precincts, shelters, residential facilities, and public spaces. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.

Position Description: The Counselor III works as a member of an interdisciplinary team to implement and monitor treatment and co-ordinate care for residents within a clinic and/or residential facility, while supporting a Trauma Informed Care environment. With the high prevalence of trauma among individuals receiving mental health services, it is required the Counselor III understand the effects of trauma on health, coping, and other aspects of the lives of those we serve. Consultation with the Case Manager, Program Manager, Program Supervisor, and the Administrator On-Call is necessary in order to maintain treatment team communication.
Participate in the on-call rotation as instructed by program leadership. This requires being on call for crisis intervention, including receipt of telephone calls and the possibility of going to the program outside of working hours to intervene with crisis intervention services such as a revocation and an on-call rotation.
Perform other duties as assigned.
Qualifications
Education:
A Master's Degree in a behavioral science field from an accredited college or university. The CADC credential is preferred in addition to a Master's Degree given the high occurrence of substance use/abuse. Document and maintain electronic health record (EHR) and ancillary records in a manner that assures compliance with all agency policies, program procedures and local, state, and federal regulations. Maintain accurate and up-to-date documentation as required, associated with billing, assessment, treatment, client's progress and other activities.
Respect and honor client's rights and responsibilities and demonstrate professional boundaries and ethics.
Assist in crisis situations as appropriate, following emergency protocols/procedures and coordinating with the treatment team with interventions which support a trauma informed environment for residents and staff. Become certified to administer Director's Custody and coordinate treatment with hospitals and the PSRB.
Demonstrate responsibility for safety of residents, staff and property; possess familiarity with fire regulations and evacuation procedures.
Adhere to mandatory abuse reporting laws and HIPAA requirements.
Complete annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements. Attend seminars, training and other educational opportunities in order to develop professional skills and abilities.
Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
Remain awake on all shifts.
Role Specific Responsibilities
Provide treatment and manage caseload. Identify and prioritize treatment plan goals with the client. Redefine goals as needed throughout treatment in order to obtain success. Continuously assess and measure progress toward treatment goals. Consultation with the Case Manager, Program Manager, Program Supervisor, and the Administrator On-Call is necessary in order to maintain treatment team communication.
Participate in the on-call rotation as instructed by program leadership. This requires being on call for crisis intervention, including receipt of telephone calls and the possibility of going to the program outside of working hours to intervene with crisis intervention services such as a revocation and an on-call rotation.
Perform other duties as assigned.
Qualifications
Education:
A Master's Degree in a behavioral science field from an accredited college or university. The CADC credential is preferred in addition to a Master's Degree given the high occurrence of substance use/abuse. Demonstrate the competencies as outlined in the Oregon Administrative Rules (OAR) to become credentialed as a Qualified Mental Health Professional (QMHP). Certification must be current and in compliance with the OAR's. The CADC credential is preferred in addition to a Master's Degree given the high occurrence of substance use/abuse.
Experience:
Clinical experience providing inpatient or outpatient adult mental health services is preferred.
Specialized Knowledge, Skills and Abilities:
Ability to conduct a Mental Status assessment and formulate a diagnosis according to the most current DSM
Must understand recovery model, motivational interviewing, illness management and recovery, evidence based practices, and strength based case management philosophies and strategies
Proficient in operating computer hardware and software (including EMR software)
Ability to enter and retrieve data and to prepare simple reports
Other:
Possess a valid driver's license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.
Able to perform CPR, First Aid, and properly use AED equipment. CPR/ First Aid certifications are required and must remain current.
Working Conditions
Work is performed in a residential setting with staff onsite 24/7 to provide care, education, and assistance to those in need. The program incorporates Trauma Informed Care and Motivational Interviewing strategies through individual and group therapeutic services, as well as individualized and group basic life (cooking, housekeeping, budgeting) and social skills training. Daily routines may be hectic and will likely require the Counselor III to perform various site functions and perform the tasks of other employees as needed. Periodically, staff may be required to work a double shift if the need arises, due to the staffing requirements within each program. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.
Mental Demands: The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.
Physical Demands: Activities and structure support community integration assist program residents in learning socially acceptable behaviors.
Employee must be approved to provide transportation utilizing agency vehicles. It is expected that this position work closely with residents so they may access the community which may include utilizing public transportation.
The Counselor III must have the ability to assist residents in participating in a variety of active leisure and recreational events, as well as skill building outings and accessing community resources. The employee must have the ability to assist the team in providing safety to all clients and staff in potentially volatile situations.
