The role requires advanced knowledge of Georgia civil procedure, Uniform Superior Court Rules, statutory filing requirements, electronic casemanagement systems, mandated e-filing processes, case type identification, docketing practices, protective order registry compliance, and the custodial duties imposed on Clerks under O.C.G.A. This position ensures accurate, timely, and lawful processing of all civil actions, supports judges and court staff, communicates with attorneys and self-represented litigants, and maintains the official civil court record.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Civil Case Intake & Classification
Review and accept civil filings in accordance with USCR 36.10, OCGA 9-11-3, and mandatory e-filing requirements (OCGA 15-6-11).
Verify proper filing fees, indigency affidavits, service fees, and required civil case initiation forms.
Correctly classify each filing under required case types (General Civil and Domestic Relations) per Uniform Rules and Judicial Council caseload definitions.
Assign case numbers according to USCR 36.9, ensuring proper identification by year, case type, and sequence.
Issue summonses and prepare Sheriff's Entry of Service when required.
2. Docketing & Case Data Management
Docket and index all pleadings, motions, orders, subpoenas, discovery, and supplemental filings as required by OCGA 15-6-61.
Maintain the civil docket so that each action includes all required information (parties, filings, orders, minute references, case events).
Ensure accurate, timely e-docketing and imaging in coordination with the court's casemanagement vendor and e-filing portal vendor.
Update attorney-of-record information, addresses, pro se indicators, and service status.
3. Fee Processing & Financial Compliance
Calculate, collect, and receipt civil filing fees pursuant to OCGA 15-6-77, including exemptions, post-judgment fees, law library fees, ADR fees, and Sheriff's service fees.
Process fees for transfers, late answers, garnishments, and petitions for review.
Maintain financial accountability as required under OCGA 15-6-83.
4. Service of Process & Returns
Process and route service packets to the Sheriff or private process servers as selected by filer.
File and docket Sheriff's Entry of Service or private service affidavits in compliance with USCR 36.11 and OCGA 9-11-4.
Monitor deadlines for answers and defaults.
5. Case Monitoring, Calendaring & Case Flow Management
Support calendar clerks and judges by tracking case readiness under USCR 8, preparing trial calendars, motion calendars, ready lists, and peremptory calendars.
Monitor deadlines, including answer periods, discovery periods, default periods, and civil disposition requirements.
Ensure cases are placed on the proper calendars in accordance with judge assignments and local rules.
6. Dispositions, Judgments & Closeout
Review and file final orders, judgments, dismissals, settlements, and decrees in compliance with OCGA 9-11-58.
Confirm filing of the civil case disposition form before closing the case.
Record final orders in minutes or digital formats under OCGA 15-6-62, and ensure proper archival.
Prepare and issue writs of fieri facias (FiFas), amendments, alias FiFas, and releases per OCGA 9-13-1 et seq.
7. Protective Orders (TPOs & Family Violence Registry)
Process emergency and ex parte TPO petitions, assign hearings, and coordinate immediate judge review as required by OCGA 19-13-3.
Issue summonses, route orders to the Sheriff, and provide stamped copies to petitioners.
Scan, index, and electronically transmit orders to the Georgia Protective Order Registry (SB 57) within statutory deadlines (24 hours).
Maintain the confidentiality and security of all protective order files.
8. Garnishments
Process affidavits of garnishment, summonses, and associated filings under OCGA Title 18, Chapter 4.
Track garnishee answer deadlines and default periods (15- and 45-day rules).
Maintain disbursement restrictions and ensure statutory waiting periods before releasing funds.
Issue releases of garnishment when authorized.
9. Transfers
Process outgoing and incoming transfers of civil cases to and from other courts (Magistrate, State, Probate, Juvenile, and other counties) per USCR 19.1 and OCGA 9-10-52.
Prepare transfer cost bills, index files, certify completeness, and ensure proper closeout and re-docketing.
10. Appeals & Petitions for Review
Process appeals to the Georgia Court of Appeals and Supreme Court, including transcript certification and fee collection (OCGA 15-6-80).
Process Petitions for Review under the Georgia Appellate Practice Act (HB 916), ensuring venue requirements, filing deadlines, service obligations, and records transmission compliance.
11. Vital Records Reporting (Divorce Reports)
Prepare and transmit monthly divorce, annulment, and dissolution reports to Georgia Vital Records under OCGA 31-10-22.
12. Records Custodianship & Archival Duties
Maintain digital and physical storage of the official civil record, including mandatory backup requirements under OCGA 15-6-62.1.
Ensure preservation of minutes, pleadings, orders, and indexes.
Follow Judicial Branch retention schedules and manage authorized destruction of obsolete records under OCGA 15-6-73.
13. Customer Service & Public Interaction
Provide accurate procedural information to attorneys, self-represented litigants, agencies, and the public without giving legal advice.
Assist users with e-filing, public access terminals, and record requests.
Issue certified copies of civil records, decrees, FiFas, orders, and transcripts.
Regular and predictable attendance is required.
Performs all related work as assigned and/or required.

The CaseManager I for La Jornada is responsible for the completion and submission of timely assessments and service plans, ensuring document uploads into ORR's UC Portal and maintaining required comprehensive case files compliant with ORR Policy and NYAP's CQI Team. CaseManager I is required to maintain a flexible, organized and efficient work schedule and is subject to work extended hours, weekends, and be on-call.
RESPONSIBILITIES
The CaseManager I will perform duties including, but not limited to:
Perform all work in a manner consistent with the National Youth Advocate Program's Mission, Values and Philosophies.
Ensure casemanagement assessments are completed within ORR's allotted timeframes.
Conduct on-site admission and initial intake interviews of youth to include gathering familial, possible sponsorship information and to establish age of the youth.
Conduct interviews of sponsors/family members, friends of family to vet sponsor's ability to care for the minor(s).
Act as UC case POC for assigned Federal Field Specialist, Case Coordinator and Contract Field Specialist.
Prepare case for, conduct and lead pre staffing process with multidisciplinary team of professionals including casemanagers, clinical counselors, medical coordinators and other designated stakeholders.
Attend staffing(s) with Case Coordinators, Federal Field Specialists and other ORR stakeholders as needed.
Coordinate with local pro bono attorneys for the timely provision of “Know Your Rights” presentations and legal screenings to children in care.
Work with program administration, clinical, medical and educational staff in identifying best casemanagement practices while maintaining a collaborative multi-disciplinary environment.
Work to ensure children in care are provided a safe environment and safe and timely release from ORR care pursuant to ORR MAP Section 2; this may include completing online address searches, obtaining birth certificates to prove relationship, income verifications, background checks, and other actions to ensure proper vetting of the Sponsor, household members and adult caregivers.
Document all actions taken and contacts with youth, sponsor, and stakeholders in the form of progress notes as required by NYAP.
Complete and submit reunification packets and Release Requests for initial review to Lead CaseManager or Program designee.
Submit completed reunification packet with appropriate referral made by CaseManager for the timely release of youth to designated sponsor, including referrals for home studies and post release services (PRS).
Provide weekly face to face updates to youth and telephonic updates to family members/sponsor.
Ensure the provision of two weekly telephonic contacts with family in the US or COO, primary caregiver and/or sponsor.
Facilitate incoming calls to minors with the appropriate family members and other approved caregivers.
Facilitate attorney to client contact as requested by youth.
Coordinate weekly treatment team meetings with representatives from all departments at the Program.
Establish and maintain a strong relationship with assigned foster parents, attend meetings with foster parents and act as program liaison with foster caregivers.
Drive children to facilitate program services, may include transportation to court appointments, attorney visits, other appointments as needed per contractual duties; this may also include transporting youth within the United States for reunification purposes.
Coordinate casemanagement and family reunification services for children, including active involvement in discharge planning.
Actively participate in documenting safety plans and Post 18 age out plans.
Oversee and/ or actively participate in the process of reporting significant incidents (SIRs) in accordance with existing policies and procedures.
Ensure maintenance of UC electronic and physical files, including uploading documents in UC Portal, Evolve, and maintaining the corresponding physical file.
Perform other duties as assigned.
MINIMUM QUALIFICATIONS
Bachelor's degree required in Social Work, Psychology, Human Services, Counseling or other social service field. One (1) year experience preferred working with children and adolescents or in the youth services field. (volunteer and internship experienced included).
Excellent casemanagement, verbal and written communication skills. Critical assessment and analysis skills. Motivated, organized, flexible and able to navigate multiple service priorities. Ability to work under stress and multitasking.

The CaseManager Family Consultant is responsible for the up keep of each Individual's chart, which houses complete records of the individual obtained at the time of referral and admission; to include, documentation of the work performed on the individual while in placement, and the charting of the Individual's progress while serving as the provider.
· Provide written quarterly service plan reports on all assigned cases.
· Participate in agency on-call rotation. This may include staffing coverage, transportation and all other duties assigned
· The Family Consultant has monthly contacts with the individual and more if needed, at a minimum of one monthly contact in the community and in the home.
· Participate in weekly supervision/follow-up with Family Consultant Supervisor.
· Responsible for supervision of the direct care staff and individuals.
· Provide copies of Fire Drills and Supervisory check lists to Family Consultant Supervisor
· Serve as an advocate and teacher to the individuals.
· Must attend Monthly Unit Meetings and Monthly Staff meetings.
· Participate in the rotation of the CRT (Critical Response Team) as needed.

· Filing is to be completed in a timely manner on a monthly basis or as documents is received.
· Must adhere to CCS Dress Code. Do not wear jeans while out in the field completing visits. Jeans are to be worn on Fridays in the office only or during a filing/project day.
· If coverage cannot be found for an individual on your caseload, you are responsible for providing the coverage.
· Provide additional trainings to CA's should they need it.
· Must submit daily task list and weekly calendar to Supervisors.
· When flexing hours, you are still expected to complete 40 hours of work on a weekly basis. Should you not complete 40 hours of work a week, it is expected that you turn in leave request.
· Inclement Weather protocol
o In case of occurrence of hazardous weather, all community connections should have your number to contact you in regards to safety measures for the individuals on your caseload. You must contact staff and or families to assist in coordinating coverage, safety measures, precautions ect.

Desired Qualifications:
The Family Consultant position requires an individual with an understanding and experience with foster care, developmental disabilities and applied behavioral analysis . RESPONSIBILITIES
The Case Aide for La Jornada will perform duties including, but not limited to:

Ability to prioritize work and be a deadline-driven self-starter capable of juggling multiple priorities at once and executing each to completion despite obstacles.
