Since the facility is an emergency shelter, the aim is to move clients as quickly as possible to a positive housing situation.
In addition, the CaseManager is responsible, along with other staff members, for the smooth operation of the shelter facility and community kitchen. Adherence to chores, overseeing the preparation and clean-up of lunch, needs for supplies, general cleanliness of men's dormitory, dayroom, kitchen and outside areas are all examples of this position's responsibilities. The CaseManager is expected to help maintain the structure of the program.
SPECIFIC CASEMANAGEMENT DUTIES:
Depending on the client, casemanagement may play a greater or lesser role as needs vary. In general, the casemanager should:
Assess client's situation/needs.
Determine individual housing goals.
Develop an individual case action plan to help the resident meet certain needs, goals, or to solve problems that led to homelessness.
Provide referrals to community resources, including benefits and entitlement counseling, substance abuse treatment referrals, detox, psychiatric evaluations, medical concerns, and ultimately housing as required.
Secure release of information, consent forms for all outside services where the client is identified by name.

Re-evaluate the housing plan periodically or when the situation changes.
Advocate for the client to help them obtain necessary services or benefits.
Intervention during crisis such as job loss, substance abuse or other issues that may affect the housing action plan.
Document case notes and update client information in CT HMIS and external systems.
Case work follow up and other duties as assigned.

JOB-RELATED DUTIES - ESSENTIAL FUNCTIONS
These duties are essential and specific to the successful implementation of this position.
Adheres to and enforces program regulations, policies, and procedures. Ensures that all clients are receiving quality services that are in compliance with the program.
Screens individuals referred to program and facilitates admissions. Reviews rules, rights, property reviews, key distribution, and the lease with tenant.
Assists clients in developing an Independent Housing Plans (IHP) by identifying the participants' housing needs and goals.
Provides information, referrals, counseling, crisis intervention, direct service, and advocacy services.
Develops and maintains a resource network for referrals as related to the needs of the individuals being served in supervised programs. Collaborates with OMH, DCMH, DSS, Health Homes, property management, and other service providers to assist in fulfilling IHP and program requirements.
Assists clients with direct services such as current and projected budget, assistance with ADL skills and utility payments, ect. as appropriate.
Responsible for face-to-face meetings with clients no less than twice per month (or more based on program requirements needs).
Inspects living spaces regularly as required by the program to assess ADL needs and program compliance to assist families with maintaining housing. Submit work orders to property management.
Evaluates, documents, and informs supervisor of physical plant needs of the housing unit and/or common areas.
Leads social/psychoeducational and recreational groups directly or by engaging outside speakers
Completes all Foothold AWARDS and HMIS data and reporting in a timely manner (3 business days). Ensures resident files are complete and up to date.
Mediates between customers and property management on rental payments, ADLs, and good neighbor skills.
Prevents loss of income to CHI as a result of vacancy loss, lost rental payments, and /or DSS housing sanctions. Adheres to proper use of company resources (cell phones, office supplies, internet, etc.).
Completes discharge plans and exit property reviews and key collection, etc.
Submits all internal and external reports in a timely and correct manner as required by funding agencies and/or CHI (housing logs, unit inspection sheets, progress notes, ILPs, authorization forms required by DSS, special projects, etc.).
Maintains charts and files in an orderly fashion.

Qualifications
ENTRY LEVEL QUALIFICATIONS AND REQUIREMENTS

The CaseManager works with the residents of the agency's emergency shelter. The Gillespie Center has 15 beds for men and Hoskins' Place for has 4 beds for women in downtown Westport. We work to end clients' homelessness by addressing housing barriers utilizing a Housing First service model approach and connecting clients to appropriate resources. Since the facility is an emergency shelter, the aim is to move clients as quickly as possible to a positive housing situation.
In addition, the CaseManager is responsible, along with other staff members, for the smooth operation of the shelter facility and community kitchen. Adherence to chores, overseeing the preparation and clean-up of lunch, needs for supplies, general cleanliness of men's dormitory, dayroom, kitchen and outside areas are all examples of this position's responsibilities. The CaseManager is expected to help maintain the structure of the program.
SPECIFIC CASEMANAGEMENT DUTIES:
Depending on the client, casemanagement may play a greater or lesser role as needs vary. In general, the casemanager should:
Assess client's situation/needs.
Determine individual housing goals.

Re-evaluate the housing plan periodically or when the situation changes.

**Compensation Overview**
The annual base salary range provided for this position is a nationwide market range and represents a broad range of salaries for this role across the country. The actual salary for this position will be determined by a number of factors, including the scope, complexity and location of the role; the skills, education, training, credentials and experience of the candidate; and other conditions of employment. As part of our comprehensive compensation and benefits program, employees are also eligible for performance-based cash incentive awards.

As a Major Case Specialist, you are responsible for investigating, evaluating, reserving, negotiating, and resolving complex, serious and severe claims typically with full damage value for average claim $500,000 to over a multi-million dollar value.
You will serve as an expert technical resource to claim professionals, business partners, customers, and other stakeholders.
**What Will You Do?**
+ Oversee major General Liability claims from initiation to resolution, ensuring compliance with company policies and industry regulations.
+ Conduct detailed investigations to gather evidence, assess liability and determine extent of damages.
+ Evaluate claim information and documentation to make informed decisions regarding coverage and settlement.
+ Engage in negotiations with claimants, legal representatives, and other parties to achieve fair and equitable settlements.
+ Maintain comprehensive and accurate records of all claim activities, communications, and decisions.
+ Prepare and present detailed reports on claim status, trends and outcomes to senior management.
+ Work closely with legal, underwriting, and other departments to ensure coordinated claim handling.
+ Apply litigation management strategies through the selection of counsel and evaluation.
+ In order to perform the essential functions of this job, acquisition and maintenance of Insurance License(s) may be required to comply with state and Travelers requirements. Generally, license(s) must be obtained within three months of starting the job and obtain ongoing continuing education credits as mandated.
**What Will Our Ideal Candidate Have?**
+ Bachelor's Degree.
+ Ten years of experience in handling major General Liability claims and managing litigation and complex negotiations.
+ Extensive claim and/or legal experience and technical expertise to evaluate severe and complex claims.
+ Able to make independent decisions on most assigned cases without involvement of management.
+ Thorough understanding of business line products, policy language, exclusions, and ISO forms.
+ Demonstrated ability of strategic claims handling practices.
+ Strong written and verbal communication skills with the ability to understand, synthesize, interpret, and convey information in a simplified manner.
+ Familiarity with industry regulations and legal requirements specific to XX insurance.
+ Ability to work independently and manage multiple high-value claims simultaneously.
**What is a Must Have?**
+ High School Degree or GED required with a minimum of 4 years bodily injury litigation claim handling or comparable claim litigation experience.
