POSITION SUMMARY Professional and technical services to provide MILCON programming and project management expertise to the ARNG-IEZ Directorate in support of the MILCON program. RESPONSIBILITIES Conduct Site Assistance Visits to the 54 states and territories as requested. Trip reports filed with ARNG-IEZ for each trip. Provide technical support for the administration of design and construction contracts for Military Construction projects as required. Responsibilities include administrative duties, data collection, providing analysis of data and sources, and processing documents as detailed in this PWS. Provide instructor support as a subject matter expert for the engineering staffs of the 54 states and territories. Conduct damage assessments and draft reports as a result of natural and manmade disasters Provide monthly status report of all activities in support of the National Guard Bureau Conducts SAVs either at the request of the State's CFMO, or at the direction of ARNG I&E staff depending on the critical needs of each entity. SAVs normally assist the CFMOs with project management and resolution of complex contract change orders with contractors and Architects and Engineers. Although primary focus is on MILCON, they provide a full spectrum of support to include master planning, project programing, work classification and new employee orientation regarding working with NGB. Must be able to conduct Damage assessment as a result of floods, earthquakes, tornados, and hurricanes are responded to with the utmost urgency. This is a core competency and must have prior experience working with state emergencies and can easily integrate damage assessments with the affected CFMOs. Required to travel to areas affected immediately following event. Extensive experience with all phases of CFMO operations to include project planning and programming, hiring A&Es, environmental documentation, project reviews for compliance with design guides, Army and National Guard regulations, and Unified Facilities Criteria (UFCs). Participates in Planning Programming, and Documents Charrettes in advance of follow-on Design Charrettes, as well as participating in design reviews prior to construction award. After construction award, remain engaged with the projects to assist with resolution of potential change orders and claims avoidance. Assist in project funding accounting reconciliations when required and act as a liaison between the state project managers and IEC's Facilities Management Engineers (FMEs). Remain with the project through project close out and assist with documentation for obtaining funding of furniture, fixtures, and equipment (FFE) as well as any issues that arise during the first year's warrantee period. Subject matter expert and established platform instructor. Provide mentoring to critical CFMO staff early in their careers to make sure they are successful and avoid the potential mistakes that are common to these complex duty assignments. CFMO staffs can easily use this instruction to reach out for follow on assistance. Provides instructor support to the annual Program Guidance Course at the Professional Education Center in North Little Rock. The more complex portions of the instruction are reserved for subject matter experts with years of experience. These classes are for the FMEs as much as the state CFMO staffs and provide mentorship to the FMEs while building credibility with the field.
