Under the supervision of the SVP, Chief Audit Executive and the VP, Internal Audit Manager, the AVP, Internal Audit Supervisor will lead operational, compliance, lending and/or financial audits, of central operations departments, administrative departments, lending units, and other business unit activities of Cathay General Bancorp and its subsidiaries. The audits may also cover any functional or organizational activity, with emphasis on complex and higher risk areas. As an AVP, Internal Audit Supervisor, when assigned as Lead Auditor-in-Charge, plans, conducts, coordinates, and directs the activities of assisting auditors. The AVP, Internal Audit Supervisor, performs all duties in accordance with the International Standards for the Professional Practices of Internal Auditing. The focus on the AVP, Internal Audit Supervisor may vary depending on the unit manager to whom they report.
ESSENTIAL FUNCTIONS
Prepares high level flowcharts or control narratives, risk assessments, and audit programs for the audit area/function/department to determine the nature of the operations and the existence of sufficient internal controls used to achieve established objectives and minimize the risk exposure to the Bank.
Reviews, verifies, and analyzes transactions, documents, records, and reports for accuracy, completeness, appropriateness, and compliance with laws, regulatory requirements, policies, and procedures.
Continuously monitors external and internal sources for updates to the Bank's requirements and emerging risk topics, then amends audit work programs and documentation as appropriate.
Evaluates the adequacy and effectiveness of internal control methods, policies, and procedures.
Supports the Audit Manager with annual planning, issue validation, and regulatory compliance exams.
Determines that duties are performed in accordance with company policies, operating procedures, other management instructions, and regulatory requirements.
Determines that transactions are recorded promptly and accurately.
Determines that assets are safeguarded adequately.
Conducts interviews with appropriate Bank personnel to supplement assigned audit test.
Prepares professional work papers including supporting documentation for each audit issue identified.
When acting as Lead Auditor-in-Charge, performs the following additional duties:
Plans the audit including development of the risk assessment, high level process flows, internal control documentation, and the audit program.
Assigns segments of the program to assisting auditors.
Provides guidance to assisting auditors to ensure they conduct themselves in a professional manner.
Oversees staff assignments to ensure completion within established time budgets.
Immediately informs the Chief Audit Executive and/or Audit Manager of any conditions that may adversely impact the audit or the Bank's safety and soundness.
Reviews work papers prepared by assisting auditors for accuracy and completeness.
Prepares Exit Grid with findings and recommendations for the review and approval of the Audit Manager and Chief Audit Executive.
Presents audit findings to management in Exit meetings.
Prepares draft audit reports for the review and approval of the Audit Manager and Chief Audit Executive.
Performs follow up to determine the existence and adequacy of corrective actions taken by management in response to audit recommendations.
Develops good working relationships with auditees and collaborates with auditees during the audit process.
During the professional performance of their duties, is expected to:
Recommend revisions to audit programs resulting from changes in operating activities.
Recommend the scope of audit testing and the resources needed, including the use of computer assisted auditing techniques (CAAT).
Performs fraud investigations as assigned.
Provides on-the-job training to other internal audit team members as needed.
Performs special projects as assigned by the Chief Audit Executive and/or Audit Manager.
Maintains and enhances technical and professional competence through continuing education.
QUALIFICATIONS
Education: BA/BS in accounting, business, finance, or related field.
Certifications: Hold or actively pursue certifications such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Regulatory Compliance Manager (CRCM), Certified Anti-Money Laundering Compliance Specialist (CAMS), Certified Fraud Examiner (CFE), and/or other internal audit related certifications.
Experience: Minimum 5 years of audit experience leading audits in a public accounting or private industry internal audit function, including at least 2 years in a Bank or Financial Services industry and at least 3 years supervising audit teams is required.
Skills/Ability:
Strong verbal, written, and analytical skills with demonstrated ability to deal effectively with all levels of management to effect impactful control environment changes.
Strong understanding of internal control theory and audit techniques, plus a good working knowledge of computer assisted audit techniques.
Effective project management skills.
Must be a team player.
Work independently and in a team environment.
Ability to make certain decisions in absence of management guidance.
High level of integrity and discretion in handling confidential information.
Ability to travel, including occasional overnight and overseas assignments.

GENERAL SUMMARY
Analyze loans for credit quality and adherence to bank policy. Act as Examiner-In-Charge of assigned lending unit reviews and prepare comprehensive reports for distribution to management. Assist in the loan sampling process for lending unit reviews and in other departmental functions as necessary.
ESSENTIAL FUNCTIONS
Primarily responsible for assessment of the accuracy of assigned internal credit risk ratings, non-compliance with Bank policies and procedures, loan weaknesses and violations of laws and regulations so that timely corrective actions can be taken.
Assists in the development and execution of the annual Loan Review Plan for comprehensive portfolio reviews to determine asset quality and portfolio management effectiveness, continuous portfolio monitoring, and targeted reviews.
Assists Examiner-in-Charge in the performance of examinations, and eventually independently leads the examinations of less complex or smaller loan portfolios.
Performs risk-based reviews of Bank loan portfolios to identify current or potential problems, as well as positive elements, regarding the assessment of credit risk and the administration of Bank credit/loan exposure.
Identifies, recommends and effects process changes as it is related to credit risk management activities, regulatory statutes, credit policy and general credit underwriting guidelines.
Interprets and evaluates Bank Credit Policy and assures that proper credit controls are in place to appropriately manage credit risk. Monitors adherence to such policies and validates that exceptions are adequately identified, fully justified and properly approved.
Acts as internal advisor/partner to Bank's line units regarding loan and credit matters and provides guidance in areas that require further development.
Maintains awareness of the current regulatory/industry trends impacting the Bank's credit areas.
Promotes teamwork within the department to ensure that knowledge and experience is shared among team members.
Prepares departmental reports and other portfolio reporting as requested by management.
Completes all required training and special projects as requested.
Participates in due diligence reviews for portfolio acquisitions, and mergers.
QUALIFICATIONS
Education: Bachelor's degree in accounting, business administration, finance, or economics preferred.
Experience:
3-5 years of commercial lending experience with at least three years in a credit/loan review function, preferably in a commercial banking environment. Experience as a bank examiner, or with a consulting/accounting firm is also acceptable.
Experience in specialized lending such as asset-based lending (ABL), energy (including oil & gas), shared national credits (SNC). and syndicated lending is a plus. Previous experience in leading teams responsible for credit analysis and assessment is desirable.
Skills/Ability:
A thorough understanding of analyzing various types of commercial and middle market credits is required, along with understanding of high net worth and private client lending and retail loan products is desired.
Must be able to work successfully in a client focused, consultative work environment.
Strong interpersonal skills, verbal and written communication skills, and project management skills.

The Branch Manager SAFE Act is an intermediate management level position responsible for providing full leadership and direction to a team of employees in an effort to grow sales and client base in coordination with the consumer sales team. The overall objective of this role is to grow sales, build customer loyalty and recommend the development of business strategies or initiatives and may include the management of activities by external organizations, and the direct management of individuals and sales teams.
**Responsibilities:**
+ Administer branch sales, service, control and management of human resources
+ Manage staff to ensure all employees are clear on work priorities and activities, and maintain high levels of customer service
+ Execute planning and budgeting activities to ensure branch annual goals are met

Review and approve escrow and recording instructions prepared by junior level processors, as necessary.
Examine loan packages processed by less experienced staff to verify accuracy, or conformity with loan requirements, and approve closing (Funding, Wire, UCC filing/verification, Title policy reviewing etc.).
Database administrator for LaserPro, responsible for updates and maintenance of LaserPro library setting, including maintain and test LaserPro disaster recovery application along with LaserPro testing database used prior to implementing additions or changes to production.
Present an agreement on specific proposals through discussion or communication with others of a different viewpoint (i.e. Lending Units, Loan Servicing and legal counsel).
Instruct less experienced staff in detail or work they perform (either directly or by enforcement of well-established procedure), assign work, observe, and evaluate performance in detail, and work with team member(s) to improve performance.
Coach and develop staff to meet their position responsibility. Address performance issues as identified and required. Evaluate, interview, and hire staff as required.
