ABOUT THE POSITION:
The Compliance Administrator will be located at the Hillbrook Juvenile Detention Center in Syracuse, NY and will work directly with the Director of Juvenile Justice ensuring that all facility policies, procedures, and standards are in compliance with the Prison Rape Elimination Act (PREA), the Juvenile Detention Alternatives Initiative (JDAI), federal Juvenile Justice and Delinquency Prevention Act, and Juvenile Detention Facilities Regulations and NYS Detention Facilities Directives. This team member serves as the primary liaison between staff, residents, and administration. Serves as the coordinator for all compliance standards and provides training to staff, and administrators. Documents and maintains policies and procedures in collaboration with the Director of Juvenile Justice. Assists the Director with coordination of federal, state and county reporting requirements.
Requirements
What You Bring:
Writes, updates, and oversees the implementation of agency standards and related policies and procedures to ensure compliance.
Develops, writes, revises, and recommends policies and forms to meet regulatory standards related to juvenile detention facility operations.
Manages the facility's catalog of policies and forms, maintains files and documentation for auditing purposes.
Compiles information and prepares a variety of reports related to the facility's overall compliance measures.
Follow all policies and procedures including health, safety, and security protocols.
Complete required reports regarding incidents, as needed.
Identifies violations, makes recommendations for corrective action and tracks completion to ensure program compliance.
Foster a culture of health, safety, and security protocol engages with youth to develop positive and supportive relationships.
Foster and contribute to a positive working environment by communicating effectively, professionally and with respect to all staff and exhibiting a team-oriented approach in managing the operation of the facility and its programs to ensure staff and Juvenile detainees' needs are met.
Mentor and coach staff on compliance with policy and procedures concerning health, safety, and security protocols.
Assistance with education/training for staff, residents, contractors, and volunteers.
Other related job duties as assigned.

Required for this position are:
A master's degree or bachelor's degree and a minimum of five (5) years of managerial, administrative, or program experience in a state or federal government and knowledge of, or the willingness to become knowledgeable about juvenile justice standards, and audit requirements.
Proficiency with Windows-based operating system and Microsoft Office Software.
Ability to communicate effectively, both orally and in writing.
Ability to organize and conduct several projects simultaneously; analyze complex situations and recommend an appropriate course of action.
Ability to maintain a high level of confidentiality.
Ability to satisfactorily complete required background screenings: criminal, DMV, and NY State Central Registry.
ADDITIONAL REQUIREMENTS:
Satisfactory completion of all required background screenings: criminal, Statewide Central Register and driving record.
Respect the confidential nature of certain information from databases to ensure victim and suspect confidentiality. This position will require special authorization to certain juvenile databases and is required to abide by the specific procedures and policies by both New York State and federal regulations.

We are seeking a talented Mental Health Specialist, Court Liaison to join our team of nearly 500 employees. The Mental Health Specialist, Court Liaison, works with justice involved individuals, who are diagnosed with a mental illness, through their transition into treatment and services in the community. The Court Liaison will have a primary role in Monroe County Mental Health Treatment Court and attend all Court appearances to provide routine progress updates of assigned participants on active caseload. This role requires significant collaboration between the Court systems and local treatment/service systems; attention to deadlines, Court requirements and completion of documentation in a timely manner is essential.
CCSI is partnering with Monroe County Office of Mental Health to hire a Mental Health Specialist, Court Liaison This position is employed by CCSI and working on behalf of Monroe County Office of Mental Health.
In this role, you will
Have a routine presence as liaison in Monroe County Mental Health Treatment Court
Maintain caseload of estimated 35-45 participants
Record progress notes in comprehensive, timely manner and complete all reporting as required by the Monroe County Office of Mental Health and Mental Health Treatment Court
Participate in case review meetings with direct Court staff, as scheduled
Receive assigned cases, review and/or formulate recommendations, submit referrals based on client needs
Recommend adjustments to treatment plans, advocates for equity and system movement to support individual identified needs
Obtain status updates and feedback from direct providers and Court officials to assist with development, and implementation of performance improvement activities for participants
Assess discharge planning needs of individuals being released from local jails, hospitals and other treatment agencies and interact with other personnel as needed for release planning
Communicate in a professional manner, orally, written and/or electronically, as a representative of Monroe County to all Court and community providers and partners
Be culturally responsive to the population being served in the development, design, monitoring, evaluation and/or implementation of programs and services.
Have working knowledge of the local behavioral health and social services network to assist with matching individuals with appropriate resources to promote health, wellness, and recovery
Use team approach in working with Socio-Legal Center staff, Courts and community partners.
Incorporate a recognition of diverse clientele into daily activities.

Responsibilities:
Development: Research current trends and forecast evolution on said trends within our brand identity
Apply findings from research (including blog, magazine, store, street-style, vintage exploration) to a seasonally relevant, cohesive collection that is well balanced in fabrication and thoroughly merchandised
Communicate seasonal concept/design intent to factories - request preliminary treatments + mock-ups

Support Collection to Production

Establish and operationalize internal evaluation and auditing processes, including billing audits and quality documentation audits that are routine and effectively identify and mitigate compliance and quality issues.
Maintain compliance-specific reporting system (hotline) that allows for anonymous reporting of compliance issues, concerns or questions.
Respond and independently investigate all reports of compliance and quality issues/incidents immediately and with due diligence. Monitors all reporting to ensure there are no acts of retaliation, retribution, or intimidation.
Consult with legal counsel as warranted and appropriate.
Maintain a log of known or suspected non-compliance with applicable standards.
Track and trend investigative results and outcomes and report any sustained issues that imply or confirm non-compliance within the organization to the Compliance Committee, Director of Community Services, and Community Services Board (CSB).
Report on a regular basis to CSB, Director and Compliance Committee on effectiveness of CCCMHS Compliance and Quality programs.
Act as an available resource and guide for all staff in matters of compliance and quality.
Act as liaison with external auditors during external oversight audits/reviews/certifications, etc.
Serve as Chairperson of Compliance Committee.
Serve as Chairperson of CQI Committee.
Monitor regulations specific to HIPAA, 42 CFR Part 2 and all applicable privacy and security laws. Assist with training and resolution of issues relating to protection and security of Medicaid Confidential Data.
Ensure submission, after full review, of agency's Annual Compliance Program Certification under the Social Service Law and as applicable, the Deficit Reduction Act.
Perform other duties as assigned.
Requirements
What You Bring
Bachelor's degree in relevant field (Master's degree preferred) and 5 years' experience in a health care organization, or equivalent education and work experience (see CCSI's equivalency chart).
Healthcare Compliance certification or Graduate Certificate in Healthcare Compliance preferred.

Valid Class D New York State Driver License and satisfactory driving record to meet travel requirements of position

Educates the enrollee about the Affordable Care Act, Medicaid, Child Health Plus, The Essential Plan and Qualified Health Plans offered through the NY State of Health Marketplace.
Assists enrollee with health insurance enrollment.
Assists small businesses with enrollment in the SHOP Exchange
Advocates on behalf of enrollees to ensure health insurance coverage
Attends local community events to provide education and awareness about the NY State of Health Marketplace and the Affordable Care Act.
Agrees to operate as a neutral party in the health plan selection.
