Transportation: EV Incentive ProgramsContinuing as program administrators for Californias Clean Vehicle Rebates Project (CVRP), CSE continued its expansion of rebate deliveries by increasing the total amount of incentives paid out to $211.2 million from last year's total of $161.4 million.CSE entered its fifth year administering the Massachusetts Offers Rebates for Electric Vehicles- MOR-EV program that is designed to help the state achieve greenhouse gas reductions through incentivizing drivers to go electric.At the Fourth Roadmap Conference, held June 2019 in Portland, Oregon, four CSE clean transportation leaders presented unique industry findings from electric vehicle and electric vehicle infrastructure programs administered by CSE. Presentations covered EV market adoption, overcoming dealership barriers, equity in ownership and the role of EV charging.CSE was selected by New York State in 2019 to assist in its clean transportation programs by administering incentives for a truck and bus purchase program aimed at replacing older, polluting diesel vehicles with cleaner ones, primarily electic vehicles. CSE is now the first line of contact for fleet owners and transit agencies interested in the program.In an article for the September 2019 Natural Gas & Electricity journal, CSE's Karen Glitman, senior director of transportation and distributed energy resources markets, examines how cap-and-invest systems can create a market-based approach to reducing transportation emissions that enables investments in programs that support clean vehicle adoption.Transportation researchers Nicholas Pallonetti and Brett Williams gave a presentation about the impacts of incentive programs on electric vehicle adoption at the 2019 Behavior, Energy, and Climate Change Conference in Sacramento in NOvember 2019. They compared the EV rebates in four states and discussed the types of older vehicles being replaced by EVs, replacement rates, consumer motivations and what might have happened without the rebates.
